M. Hitcheock was not surprised that organized labor had taken up the task of re forming the ballot, for it was the g sufferer by the present system. The election showed that in many cascs it was money that voted, and not men, and it was in the intercst of intelligent men to adopt some plan to_overcome the evils of the pres ent . The Australian plan seemed the best, a if it was given atest in Omaha and proved satisfactory, it would doubticss be in- corporated as a state law by the next legis. lature Con Lyn that all the Charles and ex o'clock slim advertising brook and said could be xt speak vils of the count 1 to the misrule of the ballot-box, e the use of money helped to form t you almost can call a monarch Australian system would do away with this, and the meeting should take steps to bring it before the legislature for the snefit not only of the workingman, but of one. Mr. of Simeral was inducted to oftice in Jan- as the lirst county attorney of Douglas. That beipg a fact, it required on his part a formation of the machinery of the office almost entirely. “The great volume of his business has been tion of criminals. This kept Mr, Simeral and deputies busy all the time. Out of that number, consider- ably over two-thirds were convicted. Ho tried six murder cases, two of which he in- herited from the la: strict attorney, Lee Estelle. He has paid into the county troas- ury 8900 on forfeiture bond; collected fines 0f $1,500, has_tricd a number of cwvil cases for thie county, and there has been hardly a a week in which he bas not givena writ- ten opinion to the board of ‘county comims- sioners or some of the county ofic Dur- ing his admmistration, the county commis- sioners advised with him relative to the enormous expenses of the county jail and the alleged abuses practiced there. He ro- quested the judges of the district court to call a grand jury, the only one called_during his term, for the purpose of i stigating jail affairs. The report of the grand jury, s well as the subsequent _action on tho” part of the county commissioners, which resulted in redveing ()m cxpenses of this institution fully one-third, is well known to the readers of Tue Bee. It was through the county attorney’s action in sccuring a mandamus in the supreme court of the state that finally settled the city council-police board embroglio infavor of the city. This was o vexed question that excited and un- settled tho business of the city for months, Mr. Simeral is of the opinion that it would be a grave mistake for the legislature to in any way tamper with the present law governing the police, or abolishing the po- mission as it is now constituted. He observed that if anything, greater power should be given to them so as to alicnate the police and fire departments in a way that would relieve them from the whims of the city council. This could be effectively ac- complished by so amending the law as to permit of this depmtment fo levy taxes for the support of these two arms of the govern- ment, as is done in most, nu-u-unnluun cities. In retiving from office Mr. Simeral fully appreciates the kinduess of the judges of the courts, before whom he has so frequently appearcd; also the courtesies extended him Dy the colnty commissioners, county oficiuls, chiief of police aud police force. to Mothers.
