The How It Was O Day—ucgislati Considerable is being sai paupers voting in the right of the pauper to vote was squarcly pre sented at the election on last Tuesday. The judges of election agreed that the fact that A man is a paupe e of the poor house and a county charge docs not disfran chise him, if he was otherwise qualificd as an elector at the time h beeame an inmate. Bug the judges decided that a man cannot acquire a nce in this county or in the by virtue of becoming a nd being placed in the county r fiouse. In other words, a man who is a and in the poor house, a cour charge, must vote in the preetnet, ward or county where his residence was immediatel he was taken to the poor house, or annot vote at all. Two of the judges of this view, and the other was of the opinion the pauper hecame a voter in the ward by a residence mn the poor house, just the sameas if be was not a pauper They allowed a man to vote who had been an inmate ever since he was Six old. Another who resided within the tory of the ward, and wi time he 4 to poor 1 although he ha an inmate some prior to the establisement of the boun s of the ward, was also allowed to vote. We rejected the'vote of a man who had boen an mmate for twelve years upon the ground that, at the time he “became an inmate, his residence was not within the territory, now constituting the Seventh ward, but it appeared that his home at that time was in the territory now constituting the Third ward and that he was a_qualificd voter prior to the time of becoming a pauper. His pauper vote is one of some consequence in a city clection, and is a matter of great concern to the people of the Seventh ward. It has been the custom to vote them at all elections, and of course it would be unrcasonable to expect > of them to vote contrary to the wishes of c superintendent. It virvually gives the eper about twenty votes which may in the near future be increased to one hundred or more. If paupers from all parts of the county or state, or some other state, may fain o r in our ward by becoming an inmate of the county house, we cither want the law changed or the county house re- moved. The electoral rights of the paupers will probably not be fully determined until tion is settled in'the court or the leg- slection sustained err at the Tt is said that the people of St. Paul buy only soap made in St. Paul.
