The report deals with the status, history and present needs of Jabor, and it promises to be f wn plete. Mr. Jenkins, however, has met with many difficultics and bindrances in prose outing his lubor, especially from railroad quarters. The Burlington disdained reply to his querries as to the number of engincers and switchmen who engaged in the strike and quit the employment of the road, although written to for mformation last June and repeatedly since. The action of the officials of the road indicate that they teared the deputy commissioner had hidden designs upon their interests, and they gave him silent contempt for teous appe: It seems that nothing could induce them to give up the value they placed upon labor, for thoy also declined to stato the wazos paid employes in any of the departments, Al the other roads, however, gave the information sought in cvery instunce. Hut, notwith g the silence of the Burlington, Mr ins is prepared to furnish more informa tion on the great strike than the state board of 1 of secretaries compined. Somuch for persistent and patient work. The value of statistical information cannot be overcstimated. The first chapter of the report is devoted to a discussion of the purposes of a bureau of statistics und labor, pud the second treats of the organization of tho bureau, The report then takes up the question of strikes. Ina brief conversation with Mr. Jenkins, Piur Bex representative s convinced that helas thoughtful and in igent views on the question, and embodies m in his report in u very interesting man- ner. Accompanying this comes a chapter on arbitration as a means of settling strikes. He %(-\-m.». nearly fifty pages to the two subjocts, onnectodly he traces the views of farmers as 1o the causes of failurc among their class; manual training and its influen opinions on the compulsory education law' the prison lubor problem, The subjects con- sidered in the report are attracting wido attention, and it is quite probable that laws reluting to some of them will follow the re- port. Mr. Jenkins also embodics his ideas on the influenco of Pinkerton detectives on Iabor difficulties, requiring adjustment, into his rescarches, and his opinions are not’ only uovel and original, but they bear the stamp of correctness. An appropriation ought to be made sufticient to insure general circula- tion of the report from Nebraska's burcau of labor and statistics. BREAKERS ATIEAD, ‘The second floor of tho government build- fng here has been used for a weel or more past for the public exhibition of the Piloty picture of the wise and foolish virgins, by pormission of the custodian of the bnilding, Postmaster Wutkins, and there is a decided whisper in somequarters of the city that he hes gone beyond his jurisdiction in permitting the use of the floor for this purpose. Tho picture is on exhibition under the auspices of the Hayden Art club, and by some it is said to be a private enterprise. One of the rooms, under control of Deputy Marshal Hastings, was used for a day or two by some members of the club, but” he ordered it peremptorily oleared yesterday, and it was done instuntly, A FARMERS' ENTERPRISE “The farniers of Tobas, Suline county, sov- enty in number, have organized and incos porited the Farmers' Protective Elevator a: Sociation at that place.
