THE MANAWA LINE WANTS HELP, The Chief Wants More Help—Cost of Sidewalks—Valuable Property We Can Not Use—Doings in the Courts, More Blue Conts Wanted. One of the first official communications of Chief Lucas to the city council was presented last Monday evening. In it he contrasted the police force of this city with that sessed by other cities, both east and W This comparison was most interesting showed that we have an ofticer to every 4,000 population, while other cities employ ne: double this number, or one to each 2,000 peo- ple. Itis well to economize, but a suving of money is not always the best cconomy. What the people want 18 as nearly a complete protection as is possible to be had, and this they are, or should be, willing hay for. The recommendation of the chief for a larger force should receive most favorable consid eration from the mayor, in whose hand the matter was placed. The Grand Hotel. About ten days ago some Chicago capital- ists and hotel men ted Council Bluffs for the purpose of determining concerning the advisability of accepting the profferred bonus of £30,000 for the construction of a grand hotel here, They made a thorough examination of the situation, the advantages of Council Bluffs, and while expressing themselves as well pleased, gave no definito answer but said they would wait until they had conferred with their partners in Chicago. The prediction was made that these men meaning business, the decision would be in favor of building such a hotel here. Yostor- u letter was received from them to the were ready to go ahead with the building of a 250,000 hotel here,provided the citizens stoad ready to make good their part of the arrangement. It now appes that all that is nec to secure the needed hotel is for the citizens to come u vith their £30,000. This coming without any doubt, 1f by it a hotel as desired secured. Such a hotel would prove a_profitable investment, and would certainly be as helpful an enterprise as any which this city can secure. With such a hotel Council Bluffs will speedily secure other enterprises and continue to prosper. erfer Put the Walks in Uniform. One of the things which strikes the visitor to our city with * is the lack of uniformity in the sidewalks of the city. These, as they now appear, are con- structed of all kinds of material, of all widths und at all grades. Some of these conditions are incident to the public improvements now in progres 11, in time, be remedied, but the y many of them laid with 10 other apparent object than to do as little as possible toward conforming to_the ordi- nance roing the martter. Nothing so aids in the zood appearance of both strects and property as even, well laid walks, all conforming to a definite plan. So far ns these ovements procced let this order maintain, and let obedience to the ordinances be compelled if it cannot be otherwise se- cured. e What the “Milwaukee' Wants. The difficulties experienced by Mr. Reed of the Manawa water line in securing crossings over the railroads were supposed to be settled, all of the managements having signified their willngness to arrange the matter torily. Contracts between Mr. Reed and all the roads except the Milwaukee have been signed, and seven of the fifteen crossings are now in. Now comes iv the Milwaukee road with a lot of propositions in their proposed contract, which virtually stops the whole business, for they are so unrcasonable that no one could be expected to aceept them, In the large cities of the cast and some of the west there are certain devices which make the cros elf acting, thus giving greater protection to the lines thus crossing euch other. But this systenris very expen- sive, so much so,in fact, as to p get bar it from general use, especially by r whosc'interests do not'run up into the big figures, These devices, the Milwaukee ins- sists, shall be put in at Mr. Reed’s expense Other demands, equally obuoxi us, are in- troduced. The matter has been brought to the notice of the city council d that body has appointed a special committee to confer with the rwiroad official. While this is true, the city cannot afford to lose any portion of these advantages, but, on the contrary, it should see to it that they are all put in such a con- dition as that they shall be available to any who may want to use them for legitimate purpo Many of these places are not so treated at preseit. rominent among these is Plerce street, between First and Second strects. Within a single block of Broadway the real demand is that this street shall be oceupied by men of business, with business, residences or with stores. This is right in the heart of the city, and one of its most uvailable portions, as to location. Is there any reasonable excuse forthe present o pancy of this street! If so will some one - sentit. Surely there must be some way of putting this nauseating th beyond the public gaze and rendering valuable und com- petent for public use this valuable portion of our realty. - Police Court. There was a light grist to grind out yester- day. J. Mahoney, a carpenter, had enough to puy his fine, §5.10, and @ ticket on the Rock Island, s0 the chief piloted him to the depot and seut him out of the city, M. E. Doran was discharged, and “Scotty” was sent home. Hon. George F. Wright was appointed a committee to attend to the printing of the same. E. H. Merriam submitted an in_regard to adding a_ third to his new block on Main and Pearl streets. He agreed to do this it the city would pur- chiase of him sixty lots in Wright's addition at a price of £150 per lot, one-third cash, bal ance in nine_and eighteen months. It was referred to the committee having the matter in charge, A communication from the Chicago hotel syndicate offering to accept the oifer ot the board of trade was considcred and a special meeting of the hotci committ red called for thi 'ning av 10 o°clock to decide in regard to the matter.
