A Maiden Tady Makes Oharges Against a Detective—The Flag Rre- sentation—The Inspection of Pleasure Boats. Breaking Both Sabbath and Glass, There was a lively row at the Phoenix sa loon at about 5 o'clock yesterday morning, although at that time the place should have been empty in obedience to the mayor's Sun day closing order. 1t seems that there were several parties inside who were in such a condition that they could not be kept quiet, and as it was getting daylight and a great many passers-by would soon be on the street, it was decided that they must go. They objected, and the barkecper “*bounced’! them out of the back door into the alley, and was preparing to lock the door when they rushed in again, and the deor was locked from the inside, making prisoners of several parties who had been attracted by the noise, and had crowded in with the rest. After in- dulging in two or three fights, the disturbing element was again ejected, this time through the front door. Two more fights occurred on the sidewalk, and during the fraca two lights were s hed — out of the front of Heisler barber shop. The parties were afterwards bundled into a hack and driven away, 8o that when the po. lice finally arrived thing was quict, and the only sign of life was the man re setting the glass, The police reported all saloons as being closed during the day, and after 12 o'clock Saturday night. The “copper’ on that beat must have been suffering from chronie de: ness, or he would nov have made so g mistake. The result of the mayor ent during the day, | of loafers that usually block the sidewalks in front of the saloons and gambling houses were not to be seen. Some of the knowing ones went to the back doors and rapped for mitta The curtain was pulled uside, d if it happened to be the right one he was mitted. Shi he came to her house a few weeks ago and represented him- self to be a detecti to arrest women of questionable character and told her that she was being looked upon with suspicion. On the occasion of his sccond visit he told her_that uniess she complicd with his wishes he would have to arrest her, and she avers that in order to_e: st she vielded, and ho accomplished her ruin, She declined to file an_information against the man, but wunted to find out at police headquarters whether he had any such authority as he pretended. A B reporter investigated the matter yesterday, and ascertained that the woman 18 well known to the police and has among them a reputation which is not of the best. In regard to her charge of seduction against Felling, they all tha, she was probably seduced, but that it must have happened several years ago. She in- formed the reporter that her name was “Miss” Annie Mayne, and that she was thirty-six years of age. She claims to make a living by “sewin, fonally letting a room to essional gentleman of the eity ar: ugo she was the wifo of the landlord of ¢ hotel at a well known summer resort miles out of Chicago, und that after a lating quite a fortune her husband deserted her, and she has since that_time gone on the downhill road. The man Felling has been in this city but_three weeks, and it is claimed that he is in the_employ of the temperance ulliunce folks, and his business is to purchase whisky at the saloons so that he can testify in court when the cases of the saloon men are called for trial . One theory in regard to the w charge is that she has been brought up by the saloon ke rs to trump up this accusation against the man for the purpose of getting him out of the way, or of placiig him in such a light that his stories will not be believed Another is that he refused to make & finan- cial settlement for cortain services which she had rendered, and that now she is bound to have revenge, as she could not get the money. There are those who believe that Felling is guilty, as churged by the woman. She says that he wore a detective's badge on the inside of his vest. If this is true and Felling is not a detective, he can be arrested for versonating an officer. The matter is now in the hands of the police and they are looking into the case.
