The city hall was crowded Monday night, the biggest part of the crowd wore the °‘{}? toen tram ps that held down tho cells in the dark end of the room. ‘The eight members of tho council took their places on the old stand nearest t he door, and the members of the citizens committeo sat with them. In the absence of City Marshal McCracken, Mayor Sloan called _ the membors to order, and then Clork Hoctor read the minutes for the information of the dozen electors that lined the walls and sat in silent admiration. They were duly adopted, and on motion of Councilman Ma- Millan the rules were suspended and the citis zens committeo heard in reference to the occupation tax. James H. Van Dusen pro- sented the petition and for fifteen minutes held tho council down with an eloquent discourse, that was listened to alike by the gentloman both be- fore and behind the bars, He roferred to the selfishness of the few outside parties who advocated the scheme for the purpose of froezing out less opulent compotitors, to the inopportune timo chosen for raising clvie sal- aries onan empty treasury, to real estate a8 being the propor basis of taxation, and then he presonted the resolutions as already reported in Tnr Ber. His remarks wore brought to a close amidst loud applause, in which the oightoen prisoners took w pro- nounced part. Councilman McMillan, in re- ply, objected to the remarks mado in the citizens' meeting, which seomed to infer that. some members paid no taxes, Ho was will- ing to bet from $100 to £500 that he paid more taxes than the man that said it. Councilman Bayliss objected to the resolutions because they interfered with the increaso of salary, and claimed that the increase was perfectly legitimate. He thought Dr. Glasgow and others in the room were at the head of it, for the doctor had told him they would never get it. Councilman Smith then moved that fim resolution be referred to the ordinance committee, anda Councilman Bayliss in Nemnflln‘s the motion, moved that the ordinance be stricken from the file. This motion carried and the electors, drawing a breath, adjourned to tho nearest salooms, while the councilmen were satisfled with water, and tho marshal was sent out for a can and a dipper. He secured a pitcher and o glass instead and while the councilmen weore refreshing,the fow electors left behind, talked over next year's olection, and the prisoners talked about their chauces on the morrow. The recess was brought to a close hi' Clerk Hoctor announcing that Howard Meyers, C. A. Melcher, Bernard Kribb and Honry Michael had complied with the regu- lations and were entitled to & license. Councilman McMillan then moved that all persons who had not complied with the rules should be closed by the city marshal, and the motion carried. Then the clerk re an ordinance calling for the appointment of a city scavenger, with powers to remove all kinds of refuse at so many cents per barrel, and it was referred to the health committee. There was some trouble as to who were the committee appointed to see the Union Pacific officials about having the dummy stop at the Q street crossing, and it was sottlod by put- ting the work on the mayor, Rafferty and Bayliss.
