WHY DOES THE BOARD DELAY? No Signs of a Report On the Btrike Investigation. THE PUBLIC KEPT IN THE DARK. This testimony is how transcribed and in the of fice of the board, but is refused for publica- tion and has not as yet been acted upon, al though taken nearly two weeks ago. Testi mony was also taken at Red Cloud, and that is also held in darkness. The scorctaries of the board held a meeting on Thursday, but o action was taken regacding the testimony. It necd, therefore, occasion the board of transportation no surprise if the public, and especially that part of the public which has asked official investigation, begin to question and wonder why the long delay has oc- curred and’ why something is not dono in _a matter of such importance 10 the traveling public. The best infor: obtainable as to the action of the board i that they will hold a meeting on next Thurs- day. There is much of this testimony, especially that taken at Wymore, that is damaging to the Burlington road and its pr hods, T'ho testimony shows that at the time it was taken a large numbor of the engineers run- ning out of that place wero utterly incom- etent and without an hour's experionce as ocomotive engineers. It shows that the rond, in attempting to operato and handle trains, has utterly disregarded public safety nnd ha ed men without knowledge or respon ¢ for their positions. “The people of the state should know thesa facts and neither through sympathy for the road nor through tedious delays should the board with hold tho facts it may obtain. POLICEMEN UNDER BONDS, For six months past a great deal of agita- tion has beon had concerning the policy of lacing the individual members of the police orco under bonds, and ordinances for that urpose have been drafted and discussed at ength. The members of the police force are eatly opposed to the measure and hold that t gives any one, whether responsible or not, an opportunity to put them to trouble and expense. A number of citizens asked con- cerning the moasure stated their doubts as to . tnepolicy of the move, a general opinion being that arrests would bo few and far be- tween under the change. The councilhave, howeyer, passed the ordinance which sub- stantially provides that each member of the police force shall, within ten days after the passage of the ordinance, give a bond to the city in the sum of $1,000, with two surctics to be approved by the’ mayor and city council and thatif the principal shall be guilty of mak- - ing an unlawful arrest or is guilty of cruel conduct while acting as a_policeman of the city, any person 8o unlawfully arrested or cruelly treated by such policeman may main- tain a civil action on the bond and recover damages, 1t is very evident that some of the police force will resign rather than comply with the requirements of the ordinance, and the new requirement may work numerous ghanges in the polico force gs now consii- tuted, DUILDING PROSPEOTS. Indications point toward a prosperous year in building matters in Lincoln. The number of new blocks contracted for and proposed will add materially to the business center, and church and residence buildings promise 1o excel in numbers the record of any previ- ous year. Among the business blocks, J. C. McBrido has the foundation in for a four-story 50x100 block on P and Twelfth strecis. J. H. McMurtry is coutracting a four-story block on N and Twelfth street that will be pushed 1o completion and John Zerung 1s ar- ranging for a six-atory block in the samo lo- cality. ‘The projectors of the New York Lifo in- surance proposition for a building in the city aro confident that it will be secured the pres- ent season. The progress made for a new hotel to eclipse anything in the west is flattering and the proposed Church opera house is assured for the present year, The new First Baptist church, on the cor- ner of Fourteenth and K stroets will be com- leted this scason and it will be one of the nest church edifices in the state. The Christian church building will be located di rectly across the strect from the Baptist thurch and workmen are cngaged on the foundation. The new buildings at the stato university will be compieted this summer as will alsp tho Mothodist university all of which cause Lincoln people to look upon their energetic boom as in no sense waning. CITY BRIE Tho city council has passed an ordinance defining the fire escapes nccessary for the public good in opera houses and halls in the eity. In accordance with the ordinance the Funke opera house will be equipped with new escapes in the way of outside balconies and stairways at once. The land commissioner and attorney gen- eral returned yesterday from Nebraska City, whero thoy went ona tour of inspection, Yooking after the new buildings at the blind asylum located at that place. On Monday morning the selection of seats for the Booth-Barrett engagement at Funke's opera house will be made by the subscribers for seats in the order in which they sub- seribed. There are some throe hundred seats taken on the list, and after these are assigned the sale will continue to those who desire cheaper scats. The prospects are very flat- cering that the management of the house will not 1ose by bringiug the attraction to the city. PLEADING FOR A NEW TRIAL. Yosterday Attorneys Duffy and Mahoney filed a motion for a new trial for William Ferguson, convieted of murder in the sccond dagree last Wednesday. They insist that the verdict was not sustained by the evidence, thet the court erred in allowing Montgome to testify after they had objected to the sagne, and also in its instructicns to the jury A JUDGMENT REVERSED Some time ago Mrs. E. W. Hateroth se. cured a judgment against Honry D. Esta brook in the district court and he ‘demurred from it and took the case tothe supreme court. Joe Lancaster, an old sncak thief and Big Frank's right-hand man, was given Six hours to get out of the city. NOTHING IN THE CASE. Agnes Dermidy, a domestic atthe Goos hot(fin was arrested yesterday on com- plaint of the cook, Anna Nicholson, who charged her with having stolen $60 from her trunk. The case was carefully inquired into, without going to trial, and upon the advice of the city attorney, Agnes was dismissed. PETER RQBERTSON CARVED. Peter Robertson called at the station for the purpose of swearing out a warrant for a man who had assaulted him with a knife at the corner of Fourth and Pierce streots. However, he didn’t know the party and the writ was not issued. The police, however, were instructed to investigate. Robertson received two slight cuts in the side and one in_the arm, and the man who was after him cvidently meant business. BOUND FOR Tilk BEFORMATORY. John Bell, a young colored hoodlum, and B. P, A young woman with threo children ap- proached the depot master at the Union Pacific station yesterday and stated that she desirea to go westward as faras Ogallalla and thav she had come here from Iowa in company with her brother-in-law, who had two tickets for the point named, but that they had become scparated, and while the brother-in-law got on the western bound train, through mistake she boarded the train for Council Bluffs and was carried across the river. She desired that a ticket be given her to Ogallalla in order that she might overtake him, The woman was informed that it eould not be done without first investigating the case and that a telegram would be sent out along the lineand her brother-in-law inter- cepted, when, if he was found to have her ticket a duplicate would be issued. She con- sented to this arrangement but after the tele gram was sent could not be_found, but late Was discovered at the B, & M. depot, where she had purchased a ticket for York, where she said she lived.
