Why They Kick on Sewers, The sewer asscssments are ving puz- zling to those of the aldermen and officials who have them in hand, and who desire to have the burden rest with some sort of equity upon the shoulders of those who receive the benefit and have to pay the bills, It is con- re is a glaring injustice in the method of assessments.
