[PrOM THE BRR'S LINCOLN BURRAU.] Governor Thayer yesterday issued the fol- fowing proclamation ‘declaring the city of South Omaba a city of the sccond cluss: Bection 2, chapter 14, 199, compiled statutes of Nebraska, 1587, is as follows: Section 2. (Proclamation of governor). ‘Whenever any city shall hereafter have at- tained a population of 5,000 inhabitants, and such fact shall have been fully ascertained and certified by the mayor of such city to the wvernor, the governor shall by proclamation leclare such city to be a city of the second class and subject to the provisions of un act to provide for the orgauization, government powers of citfes of the second-class hav- ing more than five thousand and less than twenty-five thousand inhabitants. And, wherens, a certificate has this day been filed in the executive office by the mayor of the city of South Omaha, in the state of Nebraska, in which it is certified that the said city of South Omaha contains & popula- tion of more than 5,000 inhabitants; the said certificate having been given by the mayor acting under instruction from the city co cil of said city, and in accordance Wi facts and with the requirements of the law as above set forth, Therefore, 1, Johni M. REVOKED IS LICEXSE The mayor and council are evincing a dis- position to live up to the letter of the law in regard to saloons which are convicted in court of violating it. The law stipulates that it shall be their duty, in case of such convie- tion, to revoke the license, and_ consequently, at the last sassion of the council, the license of J. C. Cattern was revoked, by a vote of foven ts four.
