A Lively Fourth of Jaly ia the Brit- ish Parliament, LoNDON, July 4. —In the commons W. H. Smitl, first lord of the treasury, moved the government bills be ziven priority during the remainder of the session. e also fnformed the house that owing to the pressure of busi- ness it would be impossible to appoint & com- mittee on public grants, as had been prom- Ised. The measures which were necessary to push forward were the crimes bill, the Irish land bill, the bill transferring certain cases from Irish jurles to judges of courts in which the cases were heard: also bills relating to tithe rent charges, providing for better regu- Iation of mines and reform of chureh patron- age, merchandise marks or brands and land transfers, The government had announced its intention to promote a Iarge measure of local government (the opposition recelyed this statement with roars of laughter, while Parnellites kept up the cry of “Home rule,” but was preyented from carrying out its in- tention by pressure of other business. In order, however, to facilitate consideration of a bill alseady drawn, the government would ask the house to be invested with power necessary for the appointment of a boundary |';v|nl|n]||~sluulo determine local areas under the bill. Gladstonie sald he deliberately abstained from bringing forward various matters of the grentest interest to the house and importance to the country, because he felt tne house had been placed in a position in regard to the proeress of business absolutely deploravle. The country would have to consider this mat- ter. ‘The business of lecislation, excenting menasures coming from the govert- ment, had been absolutely nil, The privilege of Impugning the proceedings of the government has been quite ex- tinguished. He protested acainst these in- roads upon the freedom of parliament. Smith replied to Gladstone and n the course of his speech said Thursday next he would take up for third reading the crimes bill. 1twas the intention of the govern- ment to press energetically upon the house the Irish land bill. John Morely said he would hold the op- position to réemedial measures. Gladstone far exceeded the liberal party in opposition to the erimes bill. 11is opposition was more embittered and less open to comprom The liberals whohave abandoned their pri ciples would have ne the « from fighting coercion until overpowered by sheer force of the majority. Diilon (Parneliite) said he wished the unionist-Itberals, who promised lreland some justice from the En:hish parliament as from a Dublin parliament, would bear in mind that measures of lmportance to the Irish :K‘n))le iad been thrust aside, and rep- resentatives were sent back empty handed, excepting this coercion bill, On division the motion of Smith was car- ried, 85 to 65, Baltour, chief secretary for Lreland, reply- ing through his secretary” to Healy’s charges of breach of faith in connection with the crimes bill, said the government was still In favor of granting appeals from sentences in all cases: that he found the law ex- isting fully adequate, and further legislation was not needed. e . CRETE, Neb., July 4.—|Speeial Telegram to the Ber|—"Twelve thousand people passed the turn-stile at the assembly grounds to-aay, and a more magniticent audieace ot the day nover gathered In any state. The day was all that could be desired and the grounds were cool and delightful, not crowded at all, notwithstanding the great attendance. The people came from every direction; ten coaches from Lincoln, and crowds from other directions east and west. Many were visitors to the grounds for the first time, and the ex- pressions on every hand were that the people of the state did not understand the magniii- cence of the assembly and 1ts en- tertainments. At 5:30 a m. the day was ushered in with an open air concert by the Twenty-first infantry band that continued for a half an hour until the grounds were alive with early risers. It was a prelude of the musicel treat of the day to come. ‘I'he regular programme of exer- cises occupied the morning hours and at 11 m. the illustrated lecture of Frank Beard's was gived to an audi 1,000 people that owded the pavillion outside and in 30 Governor Thayer arrived from Lincoln he was met at the depot by the Twenty- first infantry band, by the Company of the state militia that is in camp on the grounds, and by several hundred G, A. R. men ho ‘were in line of march. he governor under this escort reached the grounds where at 2 p. m. ‘T'he orations were given at the pavilion, at which Governor Thayer presided. The G. A. R. were fur- nished reserved seats the front of the pa- vilion and the audience was only limited hy the capacity of the building and within hear- ing distance on the outside listened to the X es. The Twenty-lirst infantry band was the musical feature of the prograwine and Genel Henry A. Morrow. of the United States army, was Introduced to the fmmense audience. General Morrow spoke from manuseript and the oration was one of the genoral’s very best efforts. It was his- torical, patriotic and eloquent. John C, Cowin, of Omahs, was the orator to immedi- ately follow General Morrow and the audience, accelerated rather than diminished, listened to one of the most moufhuul and finished ora- tionso that General Cowin has ever de- tivered. The address was in particular to the Girand Army of the republie. GGenvral Cowin showed the Grand Army and his audience the dangers of the power which threatened ruin and revolution to the country—the op- pression of corporations, the wrongs of capi- tal and the money powers. 5Stock gamblers, the corruption in hivh places and the venality and perjury of juries and pubiic ofticials were held up” in startling distinetness, In the course of his oration he handled the Irish uestion 5o that it brought forth applause that would gladden the heart of Parnell or Gladstone, the veneral holding up in a scath- ing manner the attempt of the British government to return the government of 1 and to the civilization of the dark ages of the Plantaganets Tudors, ‘The evening's entertainment at the assem- bly opened with a concert of war songs at the pavillion interspersed wi short ad- dresses by Governor Tuayer and others. The concert was of the most popular cha ter,the band of twenty-seven pieces forming the or- chestra, a chorus of 200 voices and an audi- ence of 5000 to swell the chorus. From a stand on the northwest corner of the grounds the fireworks were shot into mid-air, and one of the most delightful events of the entire day follow «d in the way of a serenade by the ‘T'wenty-first regimental band complimentary to Governor 'Thayer. This serenade oo- curred at the Lawyers' build- ing. _The band also gerenaded General Morrow at the editors’ building and General Cowin at the cottake of President Foss, ‘lo these serenades the recipients re sponded, and the iincoln Flambean club gave a parade and exhibition on the open ground. To-morrow the usual programme of work will be in order, and the next spe- cial attractions willloccur Wednesday, “Law- yers' day,” when Hon. J. M. Woolworth will be (112 orator, and a b o'clock meeting will be held, with a ¢ ption and reunion at the handsome Iawyers’ building. The lawyers are greatly indebted to Judre W, H.
