The Chicago & Northwestern railway company disclaim all responsi- bility for the man’s condition, and from the story of the accident, as told by the victim, it seems that he does not blame the company as much as he does his own weakness in drinking too much., The company instructed its agent and its sur- geon here to turn the man over tothe au- thoritics, and gave notice that it would be in no way responsible for his care. Mr. Alworth, the agent, tried to ot order received by him, but he did not find it so0 easy to turn the authoriti i city would not tak responsibility for his feare, as the deut did not occur in the city. county board was in session, and the matter was referred to that body. Last fall a change was made, however, and where tramps are hurt by trying to jump onto trains, or any similar accident occurs, the company orders gents to turn such persons over to the authorities to care for. Under this arrangement an issue is liable to arise at any time, and the unfortunate victim has to be depend- ent upon private charity, or be neglected until the authorities can pass upon the matter. In some cases vrivate persons haye thus taken care ot the injured or sick, and the attending vhysician has had the encouragement of having his bill disal- lowed altogether by the county, the board saying, having decided that it was a county case, that the county physician wasemployed to attend to such duties. In view of the likelihood of such acci- dents occurring any day, it seems that there should be some definite understand- ing and arrangement, by which there od time Such social organi- gationa, under proper restrictions, are elpful, a8 bringing the business men publie would be no delay in caring tor the un- fortunate victim, and the responsibility of the same could be adjusted afterwards when there should be more time. At present it scems like the chestnut inci- dent of the Frenchman who would not pull a lady out of the water, because he had not been intreduced to ber. st The County Board. The board of supervisors was in session yesterday. The chief theme was the furnishing of the new court house. Archi- tect Mann, of 8t. Joseph, was here, and the most of the day was spent in decid- ing what was needed in the line of desks, couunters, shelvings, etc. Tho judges and the attorneys were called in to express their opinions and preferences as to how the court room should be fitted up. They menaged to agree pretty well except on | tables. Some wanted large tables, and some small ones, Some objected to wide tables , because it was too far across to hit a brother at the bar, in case hot blood made such a move desirable. Others fa- vored wide tables, for just the samo rea- son. The board with several of the at- torneys visited the building and took a Ezuonnl survey of the rooms, in order to tter frame o judgment of the ques- tion. Inthe furnishing of the various offices, the present officers were called 1 for consultation, it being wisely considered that they could better suggest what was needed than those not familiar with the peculiar workings of each office. Itis the intention of the board to get the arrangements completed for leuln%tha contracts by the 1st of June, 8o that the furniture and fixtures may all be ready by the time the build- infiis tinished, nother matter somewhat considered was the claim of N. Soburz, for fees as i’mtice of the peace. County Attorney alley has been slashing through these fee bills, and it is claimed that he has praned beyond the warrant of the law. The purchase of a poor farm is also a matter for the board to consider. The county having sold the old one finds it- self without a place to keep its paupers, and the difficulty of buying a new one n?gnu greater than that of selling the old. e Contractors and builders will find it to their interest to get vrices on lime, ecement, plaster, hair, etc., from Council Bluffs Fuel company, 589 Broadway. One Square North of the P. O. Building. Treatment and Baths Given by Mrs. Dr. Rich- ards on Tuesday, Thursday & Saturday. Electricity is a remarkable natural agent which has long been known and utftized as a remedy for disease, and continued experience has enlarged its sphere of 13 ness and improved its appliances by which it is employed until its utility and virtue has become second to no other known remedy, in the treatment of certain forma of discase. This agent is employed here in all its most serviceable forms by the aid of large batteries, static machines, electric cabinet baths, electric water baths, the elee- tric chair and electrodes for treating all parts of the body, We are prepared to do all that can be done with these great remedies, in cases of Rheumatism, Neuralga, Paralysis, Spinal Irntation, Rectal Diseases, Nervous Diseates in females nn!fin' Srom Uterine disorders and many other chronic and subacut troubles. It stands at the head of all known remedies or methods cure. A thorough study of it for years and the successful treatment of thousands of cases, after all other remedies had fail- ed, is sufficient evidence of ite great worth and perfectly satisfies us with its gcod effects on the diseased body. In the great hospital and sanitarians of America and Europe, electricity is leading all other methods of treatment. In =il leading colleges the professors are teaching electricity as one of the potent remedies and a special chair is appointed in many of them, Many of the ablest physicians of all schools are making a specialty of electricitv to the exclusion of almost everythin clse. great remedy has often fallen into disrepute by being recommended o and physicians, perfectly ignorant of its properties and powers, and use the wrong currant as the right one or depend upon it in is not adopted. We are sure that when the people become ed- ucated in the use of electricity for many diseases with which the body s afflictes and find the great god therein, the medicines and patent righted nostrums upol which they now rely will grow old and dusty on the shelves. ~Electricity is nature’s great remedy and to fully understand and skilfully apply it is our eflort and aim in life. § For further information call at the office or send for de- ‘sn-riptivc and illustrated pamphlet on Electricity and Electro Theropeutic Baths, by DR.
