The suggoesiions made by President Atkine, of the board of eduecation, in 1o« rd to putting up a new building, have met with bearty approval by some of the leading zens and heavy taxpayers A petition has been prepared setti forth clearly the plans in general, an this has been signed by a large number of the most prominent citizens, wlho seem enthusiastio in the propositions to be submitted to the vote of the people. The propositions are tobe yoted on at the school-elections which takes place next month, a week after the city election, The following is the potition vresented to the board at its meeting last night, and in accordanve with which the ques- tions as there stated will be presented to the voters to decide upon at the polls The names signed to the same are so numerous that space torbids their repro- duction: To the Honorable Schiool Board of the City of Council Bluffs, Ia.:—We, the umlcr-luuu gitizens aud taxpayers of said city, respeet: fully request you to submit to the 'qualified electors of said city, at the an nual school eleo~ :‘inn next ensuing, the following propos ons: L. Shall the board of directors of the inde- nt school district of Council Bluffs, l authorized and empowered {o lease th high school building, ~with the necessary grounds, for a period of ninety-nine years, at A rental of 1 cent per annum, to be used as & normal school, 2. Shall the board of directors of said inde- ndent schooi district of Council Bluffs, la. authorized and_directed to sell so much of the high school grounds as they shail deem best, and use the proceeds thereof in the erec- tion of & school bullding, with n bigh school department, on the Washington Avenue (Mill) sehiool grounds, 5 Shall the board of directors of the inde- pendent school district of the city of Council Blutfs, Ia., be authorized and directed to issue the bonds of said district in the sum of torty thousand dollars ($40,000) or so much thereof as shall be necessary, with the pro- ceeds of the sale of the High school ground: to complets the construction of a sch building, with a high school department, on the Washipgton Avenue (Mill) school grounds. The reasons urged for this move are numerous. The Mills school building is ronounced unfit for further use, itary conditions being especially i needs to be replaced by & new buildin The schools are so crowded with pupil t more rooms are needed, and to meet this imperative need it is decmed best to substitute a large buitding on this site. The site is one peculiarly central for the establishment of a school lrmhhn¥ where grades are to be taught which draw pupils from all parts of the city. The high school building is not located con- veniently for many parts of the city, and pupils from near by are obhged to do climbing which is by no mesns condu- cive to health or happiness. It is urzul that the way seems opeun for estabiishing here a normal school, wkich will bnu*: this city several hundred joung lad and gentlemen who desire “to fit them- selves for teaching, and thus 4n institu- tion will be established of great benetit to the city. Tne proposal is to give t board authority to lease it at a nomin: sum, for a term of years, the ownership of the building to remain in the city, if it is not used for the purposes stat in the lease, there can be no ditliculty in the city regaining possession of i Ig chief reasons, therefore, are that thi move will lead to the blishment of & normal school in Council Bluffs, and wil at the same time furnish a larger ane better located building to weet the needs of the city schools. Added to these rea- s0Ds is also given the additional one that it will help the prosperity of the city by showing that the city has faith in its own future, he finances of the school board are said to be in excellent condition for fur~ ther ventures, and the additional build- ing being needed, and the city being well able to build 1t, no better time seems to present itself for starting the enter- prise than now. Those who have beem discussing the matter, and looking over the tield, declare that there will be ne difficulty in securing for Councit Bluffs one of the largest and most Hourishing normal schools in the west. The sch board proposes to keep up with the de- mands of the city, and with the growth and boom, if the voters express their wil lingness to stand by them. - Ldentifying the Suicide. There seems to be some dificulty im establishing the identity of the man whe recently committed suicide at Malvern. Those who examined the body claim that from papers found upon him it appeared that his name was Irion, and that his family lived in Peoria, Ill. A man an- swering his description was here the da) before he was at Malvern, and Al.oupox at John Miller's bakery for a short time, While there he wrote a letter, and had Mr. Miller direct it to Mrs, Trion, Patche way, [li. Seemng a notice of this fact in Llu. Bek Mrs. Irion yesterday telegraphed Mr. Miller, asking for full particulars, saying thal her husband had not yel reached home, though expected to arrive about the time of the tragedy at Mal- vern. From this telegram Mr. Miller's statement seems contirmed that the man's name was [rion, and his nome Patchway instend of Peoria. Mr. Mill has written Mrs. frion, and she will uhx steps at once to more fully identify tl body, and have it takea to lllinois. -~ The City Council. Last evening the city council met, with ali the members present except Alderman Straub, There was considerable talk about the levee. The city attorney reported tha$ he did not consider the contract made is 1552 with Mr. Moore as now binding for the copstruction of the levee. The com- wittee on the le were not preparod to report, they not having agreed. The city engineer and some of the committes dis- agreed about the temporary piling of sand untl the frost was out sufficient to allow of dirt being thrown up, It was decided to postpone further consideration of the project until Wed- uesday night. The ordinance granting the rigl warSorluancs FABHRE e HENG nows rallway wae read informally to- getber with ™ various amendments pro- yun-u] Oue of which limits the time, so that if the rulway is not bult, the char- ter would become void. Another amend- mend regulates the kind of motor to be used, forbidding steaw, and giving the council the right to prohibit any motor which may prove dangerous or annoy- 1z, Theordinance laced in the hands of the judiciary The council then adjourned until Wed- nesday evening. e The Boating Club Formed. There was an enthusiastic meeting of those interested in the formation of rowing association at the Pacific house Ast evening. Drr. Seybert was chosen chairman and the following oflicers were then elected: E. H. Merriam, president; F. E. Stubbs, ary; Charles Haas, treass A constitution and by-laws were adopted. Another meeting will be held Friday evening next at the office of W, F. Sapp, st which all interested are invited 1o be present A still Alarm. A slight blaze in B.
