The council met last night. After dis- posing of a great deal of routine business the rules were suspended and Mr. Evans suggested the levee ordinance be taken up. He stated that they wished to hurry it up; that they were ready to advance the necessary money to build the same until the tax, which only includes prop- erty within the limits of the sewer dis- trict, which will only be about 25 cents per lot, can be collected. Inthe Bloomer building and in the Hill school this crowded condition is particularly notice- able. Council Blufts has a large number of fine school buildings, but the growth of the city has been such that even these are all d. In the building on the hill, the old high school building, there are so many scholars that some are obliged to sit on the edge of the teacher’s platform, Yesterday some of the board, with Super- intendent MeNaughton, were trying to solve the problem to what could be done to relieve the trouble. The health of the children must be protected, and it certainly is endangered by having so many crowded into one room. Then the children cannot be given the mental ad- vantages where a teacher has such large cl In justice to the children there need of some prompt relief. As a tem- T y relief, it was decided yesterday to use llw halls so bl benches in there, and ditional teachers as might be nvl o y. In the Bloomer building there is about the same crowding. Superintendent Me- Naughton’s office has been turncd intc school room, and every possible shift is being made to accommodate the children and secure them the adyantages of pure air and individual training to which they are entith The board is Lmlluum].\!mg‘ the present situation earefully, and sev- eral plans are being talked over. One of the board, Mr. Atkins, has pre- ented to the board a plan w! hich secms to meet with favor. A number of the largest taxpayers and oldest residents have been informally consulted, and there seems o be an unanimous expres: favor of the general outlines of t The plan will probably be presented to the voters of the city for them to decide whether they want to endc it. Itisin brief based on the need of another new building. The present Mills school is an old building, but the site 1s one of the most central in the The present building is said to be unfit for further occupancy for school purposes. It is wro- posed to build in its place a large, fine building, to cost notto exceed 10,000, and to contamn twelye rooms. It is pro- posed to use this building for the high school and for what 1s known as Ses. the Eighth grade, the one from which scholars pass into the high school. This would re- lieve the other buildings, and allow of rooms for the other classes. As another feature of the plan it is proposed to re- tain the ownership of the school on the hill, but to lease it for a nominal sum to the state, or to private parties who will maintain a normal school there. It is believed that there will be no difficulty in securing for Council Bluffs a large and prosperous normal school, which would ring voung ladies and gentlemen here from all parts of the country. There are n connection with this building several acres of valuable land, which it is be- lieved can be sold and the proceeds used in the new building, uch is the outline ot the plan being discussed. Of course nothing ean be done until the voters so order, and 1t will remain with them to decide, The advantages claimed for this plan will be presented more in detail, but the members of the board and others favoring it declare that they are not desirous of forcing the plan through, If the voters after duly considering it deem it advisable, good and well. — A lot of first-class mules on sale av Schleuter & Boley's Star barn, 1,000 to 1,500 pounds, and four to six years old. —~—— To l"nntrn('lon Builders, Pro[lmsnlq will be received by the under- signed until the 23a of next month for the huilding of the new Catholic church- Plans and specitications may be seen st the pastoral residence, The right is re- served to reject nn&or all proposale, B. There were u number of announce- ments yesterday which created some lit tle flurry. Oue of these was that those who recently purchased the Pacitic house property would at once proceed to have plans drawn up and arrangements made to put up on that site a grand hotel. The location 18 such a central one, and the ontlook is so favorable, that the enter- prise is said to have secured plenty of capital to warrant its going ahead. The present occupants, Ferguson & Son, are continuing to look after the wants of their guests, and will so continue until the public is notified to the contrary. Another announcement made yester- day was that the carpenters and masons of the Union Pacilic notitied to report at Council Bluffs on the 15th, to commence work on new build- ings here.
