The new order of the new mayor, eall ing upon the saloons to pay license vromptly, has caused lifty-two out of the fifty-nine saloons to pay $2bench for th October license. The other re promising to come in, but the mavor de- clares that he will not take promises for pay, and it is expected that a move will be made this week to close these delin quents. Thus far the difliculties seem few. But there arises the question as to what shall be done with the back licenses, which amount to about $4,000. Some saloons have paid right along, and others @ four months back. If those who have not paid their Kk licenses are to be let run along just the sume as those who have kept paid up: if old scores are to be simply wined off the state and anew account opened, then the delin- quents have the advantage of those who liugo paid prouptl tens to make trouble. If, on the other hand, the quents are foreed to pay for' the ack months, then it means fact is, it is uot ensy for under a license law when the prohibition clear. The BEE has frequently called atten- tion to the wonderful size of John Jay Frainey’s claims upon the county treas- ury. As he is in a candidute for election 10 the office of justice of the peace, it is well for the tax payers to look over the figures and sce how his bills compare with those of other justices The following is a_showing of his bills as compared with those of Justice Hen- dricks. Itis mnoticeable that the bills as presented by him are far in excess even of what the board under the law could or did allow, indicating a very strong ten- dency on Mr. Framey’. t to flate his bills to the utmost, necessitating a *“slash- ing” policy on the part of the county board m order to protect the people's interests.
