Justice Schurz, whois occupying Juc Avlesworth pl for afew terday sentenced two vagrants to ten days each in the county jail, the boare tobe bread and water. [t seems that the usual warnings to leave the city do not se the number of tramps to diminish. The bread and water diet is now to be tried-as an experimment. The Congregationalists have for nearly year had their socials and enter ments sadly interfered with by rain dronght has been so great that th yielded to the pleadings of the dry nd thirsty ones, and have set a date, next I y night, for one of their sociabie: If they succeed in - bringing the desi rain they will have the thanks of all, and the public gratitude will doubtless be so great that there will be no difliculty raising funds for the building of a now church. Chris Olsen was arrested by Oficers Martin aud Unthank for being drunk with drink and the officers had ahard tussle with him. He is the same fellow who lately raised a row on Wil Jow avenno and had to be clubbed fro ¥ before he would go along with the ofii- cers. Last nightas on the previous oc gion he succecded in breaking the chains nsed as come-alongs. Ho has broken four chains, and boasts of his record. One citizen secing the oflicers wrestling with him offered his assistance, as he did not want to see the fellow nhurt or clubbed. The kind-hearted citizen took hold of the.fellow’s legs to help, but the legs shot out with a kick from the knee, the feot being pianted in the citizen’s stomach, knocking him over into the gutter. His milk of human kmdness uickly soured, and he shouted, “Take the son of u gun along anyway. Club him.” Ho was clubbed. E. B. Chandler, the geoneral swestern agent of the Gamcwell fire alavm system, isin the city. The Richmond alarin has been talked of here, and the Gamewell company does not propose to have it put in, if it can Dbe helped. Mr. Chandler comos prepared to make figurcs, and to show up the workings of the Gamowell in comp: on with the Richmond. Such an exhibition ot the workings of the two alarms will probably be arranged. The i il is inclined to move slowly in the matter, and get as good a system as low a price as possible. ‘Chis city needs an alarm badly, and with sharp competition it ought to” be able to et a good one at a low price. Mr. Chardler 1s well known here, and his friends are enthusiastic in favor of the Gamewell. Considerable curiosity is felt to know just wnat report will be made concern- ing the recent investigation of the charge: befo! laid by citizens of Council Bluffs the Iowa railway commissioners nst the Union Pacihe. 1t is predicted that the report will sustain man of the charges of ¢ mination against Council Blufts. The details have already been given in connoection with the report in the daily papers, ns the investigation pro- gressed and witnesses were called on to testify. That there have been causes for complaint on the part of Councit Bluffs there is little doubt. The more import- ant query asked by many, is, what are they going to do about ity There have been complaints made before, and sus- tained by evidence, but little seemed to oe accomplished. Perhaps the city has some new twist on the Union Pacific by whichit will be enabled to getaome satis- factory changes now, but 1t scems that if such changes are brought about 1t will b from such n_twist, rather than from the finding of the commissionors. The ity counctl has at times passed various reso- Iutions and manifestoes. and has warned the Union Pacilic that its right of way over Union avenue would be forfeited and its street charter taken away, but nothing has come of these thri resolutions, It ms that so fi report of the frailway commissioners is concerned, its main purpose will be to satisfy the euriosity of the citizens. If Council Bluffs is to do anything to rem- edy the causes of complaint, it will have to rely on something stronger than such a report, however favorable. - - All the comiforts of high-priced hotels at the Pacific House, and a saving of 500 10 $1.00 a day. Judge Henderson, in the Warren circuit court, has decided a case which 1s of interest to those here vermits to sell intoxicating liquors. The case is one in which the plaintiff, a reg- istered pharmacistymade application to the board of supervisors for a permit to sell intoxieating liquors under the pharmacy act, all the requirements of the law having been met. Objections were filed and the board refused the per- mit. The plaintiff instituted proceedings for a writ of mandamus compelling the granting of the permit, claiming that when a petition was presented comply- ing 1n form with the law the board had no discretion and could not inqunire into the truthfulness of the statoments made in said petition, The court held that mandamus could not issue, that the board had the right to inqnirg, when objections weremade, us to” fhe facts certitied T in thd petition, g S See that your books are n:ade by More- house & Co,, Koom 1, Everett block.
