The Insurance Men's Rath, The a cssments, this year, are cansing quite an amount of attention among all eallings and elasses of people. The latest to come forth with a protest are the un- derwriters of this city. Saturday a petition was filed with the connty commis remonstrati the pres. ent method of assessing the men engaged in the insurance business, The law says |l t they shall be assessed at the var o of their gross income. It is elaimed nm it works an injury to them in many ways. In the first place, it does not rep- resent their prolits; in the next, the amount is often decreased by money which has to be refunded to the v taking out a policy,to say nothing of the ex penses which are also to be supplied from this income. The companies claim that this species of taxation compels them to pay for sometning which reaily is beyond their control, Last year was the first time they were comypelled to submit to this system of assessment viously, the commissioners divided the sum total of the of sioners, r against meome the companies by three and sed — them simply upon onc-third of the gross amount. This method was satisfactory to the insurance men, because, they claimed, it placed them on a level with the more wealthy property holders, who are really taxed not more than one-third of the value of roperty. The commissioners that™ they were impelled the move beeause of the representation of the county attorney, that the companies held property which they concealed, and this method ‘would, in & measure, enable the nll ials to get even with the under- write l..\q "December, the city advised the companies of what it proposed to do in the premises, and aceordingly each of the insurance agents paid the amount of his taxes under protest. Some of the protestors were later than othors, and threatened if the excess of taxation were not returned them, they would turn to their claim to the city and raise ructions rally. They also claim that under the charter the city and the s N the act is 1llegal un- taxes on 100 cents, while other people are taxed for only one-third amount. The eity, however, has paid but little attention to Llw m 1d some of the agents havé employed coun- scl, and the case will be soon brought to tria Thio gross income of these companies during 1835 0,000, Upon this amount they paud about $12,000, which with the ol method of assessing would not go beyond * $5,000. It relief cannot be had the companies will be com- pelled to get this extra $12,000 out of the nu'v'lmnu'fl and farme of ‘the land. the remonstrance Wheeler, Murphy are thoso of Wi Lovett, Comstock & Angell, Potte Webster & 'l uttle & Al son, Chu Kaufman, Kangmet, Aug. THE TARIFF, An Obstruction to the Growth and Welfare of Omaha, ‘I'o the Editor of the Be P to occupy a little of your space with a few remarks upon the above subject. It 15 obvious to any citizen of Omaha, that unless there are more workshops and f. tories established in this city, there will be ere many years a ere reaction or check of its growth and welfare, and rmit me that to oby such n 7, or to make the reaction as mild a: ble, isa duty incumbent upon all good citizens who have its welfare at heart. Now it is easy to talk of manufactures, “hut the difliculty is to get them in operation.” The question is will they pay? To this lery many of our citizens reply by haking their heads and saying no, the ities are not easy, the Pttt I, fuel too high, water power not mient, ete. Now allowing $hal thore 18 sore trith in. thoso state: wents, the great obstructions to manu- factures her ¢ 18, in my opinion, our pr eat high tarifl, and the simple expl tion of this consists . the fact that th nation is shut up to a home m ket for disposing of its manufuctur My opimon 1s that w the high tariff considerably lessened it would give our eastern manufacturers an outlet to sell our goods to fore ts; they would thus be to a considerable extent independent of the home trade, and the very fact of that being so, woula give the west a show to stuer and sell their goods in own and surrounding territo do not adyocate fre ade. [ think the times are not ripe enough for that yet, though 1 be- lieve it will come in tim: I think it would be injudicious, however, to adopt it too suddenly, but on the other hand, think a judicions reform of the presint tariff highly necessary, As it is, this whole westérn country is dependent on and thereby checked in its progress by the east. In this free country why should one man be allowed to grow fat at the expense of another? Why should one section of the country be képt poor to en- rich the ot Then why not try the experiment of a wholeson: ifl' reform? What are prot afraid oft We are not slav s a free country, or about as free as you get them, and if the experiment of alessened tarift shonld not work well, it can simply be clapped on ain. At any rate, it seems to me that his 15 a matter that our citizens should riously consider. W %fis interested in the we @ see the necessity of lm\mg manuf; tories in order not only to give emplo, ment to workmen, but in keeping up and enhancing the value of property, so that whatever should conduce "to “that end should be strongly and perseveringly ad- yovated, GEO.
