Opening of the District Court—Social Jottings— The Olerks Want Their enings — A Self-Accused Kapist Surrenders. Big Moncy for Informing. The account given in yesterday's BEE concerning the warfare to be made upon druggists and others selling under a county permit, proved to be correct Mr. Gosslin's mission here was to gather up facts on which to commence suits, He found that many of the reports which Juired to be filed monthly by those holding the permits were defective and a number had failed to make reports. He Dered up mate which, to his mind, rranted him in bringing about forty suits, The suits rought under the following section: Section 1,63, Any person having such permit, who shall sell intoxieating liquors at a greater profit than 18 herein allowed, shall be liable to treble damages to be recovered by civil action in favor of the party injured. And any person who shall fail’ to make monthly returns as herein required, or with- in five days thereafter, or who shall make false return, shall forfeit for each offense the s of £100, 1o be recovered in the name of the state of Towa, uvon the relation of any citizen of the county by civil action on his bond with costs, ani olie-half of the sum re- covered shall go to the informer and one- half go to the school fund of the county. If these suits ave all successful and the full judgmentis recorded it will be a big haul. Some « d to be behind in their reports thirteen months, which would make $1,300 penalty. The total amount of the penalties claimed is in the neigh- borhood of §13,000. As one-half of this sum goes to the informer, itis quite a aying business, for in ease of complete ),000 would be the reward ho are instigating these suits. It is understood that Mr. Gosslin will not attempt to prosceute the: ms himself, but that the fight in court will be made by Cole. MceVeigh & € k, of Des Moines, astrong law lirm, who are known throughout the state. If the penalties claimed ean be recovered in every county in the state, it is a fortune worth making a bitter fight for, The move made here to gather up the evidence by an inspection of the reports, has enused no httle excite- ment among those interested The notices of suits I been m the hands ot the sheriff, and there is conster: nation among those who held county s mits to sell intoxicants. There has been a great deal of cavelessness in_regard to these reports, they being looked upon largely as n matter of form. How far these defects in the reports will afiect the parties making them remains a question for the courts to decid Some h criticized Auditor Clausen for allowing Gosslin to inspeet the re- ports.
