The remurkable showing of the BEE’S circulation seems to touch the dear old grandmother in a tender spot. She need not grumble for she is out of the race en- tirely, having been badly distanced some time ago, both in Council Bluffs and Towa, to say nothing of the restof the BEE'S territory, in which she does not at- tempt to enter. The Nonpareil does not believe in showing up circulations, not Just now. Attention has been called to the fact that considerable of the stone curbing on the business streets particularl, crumb- ling badly. Severa) kinds of stone have been used, and certain kinds seem to be flving way rapidly. The city authorities n making future improvements will doubtless profit by this showing, and avoid such qualitics of stone as now ap- pear not to stand the test. 1n the police court yesterday Sf ham was fined for kickingup a row at Wag- ner & Sherlock’s saloon. The New Catholic Church to Go Ahead ~Doings About the Ditch—A New Fire Alarm Scheme ~Various Jottings. Light on the Gas Question. he rates being charged for gas in this city are being protested against pretty vigorously on all sides. The city has been agitating the question of securing some relief, but has not hit upon any plan as yet. Mayor Chapman in his in- angural started the ball rolling, and at the last couneil meeting action was taken looking to some relief if possible. The charter granted the present company gives them for twenty years the exclusive privilege of using the streets and alleys for lnying down gas pipes, so that it bars out any new company starting. The charte February 8, 1889, but by sh dly put into the that at its I ) e rights and privileges with any other gas company that may be formed here. The only hold discovered as possible ty to use in compeliing a redue- price is claimed to be in the following sectio -Sec. 8. That in consideration of the priv- ilege granted to the company aforesaid, they shall furnish the citizens with gasat five dol- lars and fifty cents per_thousand eubie feet until the nuinber of consumers shall reach four hundred, when the price shall be re- duced to five dollars per thousand cubic feet, and when the number of consumers shall reach five hundred, the price shall be reduced to four dollars and'tifty” cents per thonsand cubic feet, and s0 re a- tion of the grant; provided, that it any dis- covery or improvement be inade in the’ prep- aration of gas from coal or other materials, either fluid or solid, by which the costof mak- ing the same will be materially diminished, and the same shall be adopted in other principnl cities of thiecountry, tien, in such ¢ ompany afor shall introduce suell dizeovery of improvements in (e said city of Council Blufls, and make such dedue- tions in the price of gas as_ shall be effected by such disca - improvement. A committee of the council has been s to f to, S vith other — cities, with certaining wheth the foregoing section has not been vio lated by the compan f it is so found, and the company concessions, then the council ean back on provision of the charter which st *“If the compauy shall vi of the provisions of the foregoing tions, then they shall forfeis all the privi- loges herem granted, and the common council re ¢ the right in such s to repeal the same.” (he question is also being examined into as to whether the council cannot, under some general law, absolutely fix ympany, in the rate anyway. Omah lately done so, and Kansas City has lately fixed the price at $1.10, whereupon the company made a voluntary shave of 10 cents better, making it $1. Another blow which is threatened the o company is the doing away with the ighting of streets by gas and using elec- tric lights, by the tower system, instead. The cost and advisability of this change is being considered, and a proposition has already been made from the electric light company here. The gas company ury that the gas furnishe exceptionably good qu than that ~furnished in almost any other city in the west. Also t the consumption is nowhere near great in Council Bluffs as in other larg cities, whose rates are placed in com son with those establishea here. Th that this city cov buildings being seattered in so many tions, is also stated as a causc of expense which does not exist in the other places referred to. It seems that the consump- tion here will grow less, instead of more, unless some marked reduction is made in the rates, The council committee will doubtless get some interesting figures of comparison to present at an early date. n self defense n this cll_" is of lity, much better Baby Oarriages. Brackett, No. 238 Broadway. ———— Put Up or Shut Up. The city council Fas awakened to the fact that while the saloons are running here as usual the city is notgetting a dol- larof the $25,000 a year, whichis sup- posed to bo collected from licenses, fine and forfeited appearance money, from saloons, gambling houses and prosti- tutes. The old difliculties arise to per- plex the city officials. The saloon men are paying big assessments to meet the expenses of litigation, but the lawyers are getting the fat, while the city does not get even a smell of the lean. The council has now decided that so long as the saloons run, they must pay. They are to be called on to pay from the first of April, at the rate of 25 a month, and the months preceding that time are to be declared off, in w of the other ex- penses which the saloon men have had to meet. Mayor Chapman declares that if any (‘onan?fl'nhle number of the saloon men pay up, he will see tnat the balky ones are put between the upper and nether stones, and made to quit. It has come to u question of pay up or shut up. 'he mayor takes the position that he has taken the oath to enforce the city ordi- and be finds among them an or known as the ‘pop_ordinance.” If the council choses to repesl that, he will see to it that the saloons are clos under the state law. If not, he proposes that the saloons pay in accordance with that ordinance. The aldermen seem of a like opinion, and the marshal has been instructed to collect the license, the un- derstanding being that unless the license is forthcoming, the council will repeag the wXohranordmmme. The same course is to be pursued in regard to the mblers and the houses of en-mliuniuu, hey have not been con- tributing to the city'’s rev, es of late, and now they are to be called to the front The saloon license has been sf for the reason that it was expecte almost any day there might be injunctions from the state courts shutting them up. Judge Conner has such cases under advisement, but it pears he has not spent any time considel | ing them since they were eubnuuml.l | themselves in the work. The Dubuque cases have been advanced on the supreme court docket, and he has been ra!“er waiting for these to be de- cided, as it is probable that whatever way they went so would go the cases pending before him. It has been thought that these cases would be decided in the course of the coming two weeks, but those who know how slowly such heavy ies move predict that there will be no decision reached in the Dubuque cases before next fall. The prospect ot having the saloons run all summer, and perhaps longer, without paying the city a cent has therefore ipted the couneil to insist on their paying so long as they do run, —_—— Opening to-day. The city can hardly afford at present to put several thousand dollars into a fire alarm system, and it can still less afford to do without any, or to get along with the excuse for a system it now has. The proposal of the District Telegi any is in effect to furnish twenty regular fi rm boxes, and give the city the benefit of the private eall boxe h are to be s tered all over the city. The work of clearing out the sewer diteh at the bend by Broadway is going along well now. The city engineer and city attorney are preparing to have notices served on the railway companies to have them make such bridges across the sewer ditch as shall not interfere with the water way, The companies were to put in truss bridges, but have driven piles instead, and have otherwise so constructed theso bridges as to obstruct the free flow of water.
