A Proposal to Use Electio Lamp Towers P%aiu Place of Gas Po!u.p THE PHILLIPS CLAIM SETTLED. Further Doings of the Conncil -T! Same O1d Chicken Coop—Death of Noah Miler—Gobbling 'p a Street. Let There be Light. The prope homas Officer to light the city by cleetricity will awaken consid erable disenssion and investigation. The plan proposed is by the tow ystem, the tow sout 150 feet high, and lo- cated in different parts of the city, it be- ing thought that six of these will answer all present needs. Kach tower is to have four elcetric lamps. Such a tower thus furnished will, it is said, throw a light for a radins of half mile around. It is claimed that such a tower loc: near Broadway Methadist church would throw a light whicl would reach as far as Baylss park, though perhaps faintly there, but still enongh to cs 1 If another tower were loe £ park it would throw a light which would reach to the Methodist chureh, so that whereyer these cireles of light over i they would turnish all the light t would be necessary. The cost of kee| such towers mntil 13 o'clock ould be 800 a vear, This would include the cost of building the towers and all othier expenses. The total cost for six towers would therefore be $4,800, which would be less than the i [ lighting the streets. The ma looked into by the council. The contract with the ga company for strect lighting has expired, and_ the city is arranging month by month now for its lights, so there seems nothing in the way of the new ingement should it be deemed more able., is elaimed by some that in the tow ystem the streets where shadows espeeially where t or large buildings it whute the light as well as by many posts. Whether the tower system can be made to light up the glens and_similar streets lying alongside of bluf F estion which should be care- fully inquired into. The council will not probably act hastily in the matter, although there is a strong feeling favor: able to the propos: ors to be ————— The Same 01d Chicken Coop. The city council has very foolishly stirred up the old chicken coop contro- v Previons councils | allen into the same error, and have lized their mistake only after they have suffered a great loss of time on. John Short has kept t coop for y in front of War has been made upon it every ses It has been pronounced a nui , and de- noune an obstruction to the side- walk. Longhours have been spent in discussing the intricacies and complica- tions of the question, but John Short has always come out ahead. The chicken coop has not been taken. The last move against 1t has only opened the wound afresh. Mr. Short has poured a hot vol- loy into the council. He has pointed out to them how ordinances are being vio- Tated by others, how he noyed by the locating next to bis proverty of a house of ill fame, which the city allows to re- main there, so long as the license 18 paid; compelling him to be annoyed, while the i revenue from such a business; ing others to violate criminal law, nd yet jumping onto him because he ) chicken coop in front of his store. clean out that pt to get the Methodist re seems no way to ken coop ex ! ministers to held their next annual con- ferenée nerd. e The City Scales, 1t begins to look asif the city weigh- master would have to go into alegal fight if he expects to get the natural fees and emoluments of the office to which the people elected him. The s junction of Main and Pe are doing the business, and they are owned and controlled by private parties. The business men in that vicinity want the scales located there, and the city does not seem inclined to purchase those scales so long as the city already owns a set lo- cated at the city building. The council seems to be in no hurry to order the Main street scales to be moved, although they are located on city property. The alder~ men evidently do not care to antagonize the business men who protest against the proposed chango. The city weighmaster will probably have to make the gle-handed, and even if he should fi succeed, h1s term would be 5o nearly pired by the time the case was finally de cided, and the expense would be nearly equal to all the fees of the office as to make a fight undesirable. It look: gloomy for the official Burying the Hatchet. For years the grade of Bluff' street has been a cause of contention and strife. No one question has botiered the alder- manic brains more than this. It scems now that the greatest of the trouble is at an end, The co has decided to set- tle with J. M. Phillips by allowing him $2,000 damages on account of the change of grade by his residence property. The claim of W. W, Wallace has been satis- fied by a change of grade, making a little rise by his property, and sloping off’ the street each way from that point. There are other ||1'0H|=|Iy owners who a not exactly satisficd “with this compromise nt, but it is said that all those any show for damage suits are settled with, and that now there will be no further obstacles in the way of im- proving the street, which can be made one of the finest residence streets in the city. = Doings of the Council. At the meeting of the city council yes- terday afternoon Thomas Officer made a proposition to light the city until 12 o'clock at night at §800 per year for each mast or tower, and that six such masts would light the city. Referred to the committee on street lighting. The following articles of agreement were opened and read, and the auditor was instructed to draw an order for $2,250 in favor of J.M. Phillips in accord- ance therewith: 3. M, Phillips, of the city of Council Bluffs, being ihe owner of the lots aud’ dwelling u the eity of Council Biuffs. lowa, oceupied by him as'a homestead on Bluff street in said city, and the said city having proceeded un- rtain said Phillips’ 25 in the year 1851, by commission of ppraisers on the azeount of the change rade, who awarded the said Phillips 3,000, which said award was by the council annulled and set aside, and the city proceed- ed to lower sald grade known a8 the 1509 grade. When Phillips, the owner of said property, caused an injunction to issue re- straining said city from lowering said rade until dauiages were asee ained and paid; the _ said city, by s vrober ofticers baving seitled and compromised with the sald Phillips for said dauiages in_ the sum of %0, which said sum is hereby accepted by M. ' Phillips in full satisfaction and charge of all clais, dues and demaunds of and every kind and manner up to date that he has or claims to have against the city of Council Bluffs, he,the same Phillips, hereby agreeing that this is a full_satisfaction and discharge of all dues, demands_and claims of dnmnages or pretended claims of damage he has against said city up to this date, also that he will sat isfy the decree of injunction in district court, the city to pay the costs, J. M. Puinrirs, Covscir, BLurrs, April 16, 186, The appraisers appointed to_estimate the damages elaimed by John Lindt on account of the alleged change of grade on Fourt1 street, reported in favor of allowing him $616.30.
