Watson, but 1t was merely idle gossip. An Exhaustive Report Which Bids Fair to Lead to an Effort For the Official's Tmpeachment ~A Resume. Guilty Without Itecommendation. Drs Morxes, Towa, April1.—[Special Tele gram.]—This afternoon the joint committee appointed to investigate the charges against Auditor Brown, filed their report. Brown was suspendod from office by Governor Sher- man in March, 155, for alleged hregularities in the conduct of his office and failure to ac- count for public funds entrusted to him. Governor Larrabee reinstated Brown in Jan- uary, 1%, and on the assembling of the leg- islature a_foint committee of three from the senate and three from the house was appoint- ed to investigate the cause of the suspension, and the whole status of the affair. That commiitee, after nearly two months work, send in a report, justifying the suspensien of the auditor, and reflecting in the most serious ma upon his want of official integrit he findings of the | committee are of so grave fmportance that it is believed that if it were not a joint commit- tee, including senators who might be called count as judgos, the verdiet would be a recommendation of impeachiment. As it is they submit their findings without recom- | mendat ion, and leave to the house to deter- mine what action shall be taken. SPAPERS BURNED.” ‘The same irregularity, the report con- tinues, has been maintained since Brown's reinstatement in January and February, 1836, On the subject of “Papers Burned,” the committee find that Brown's clerk, with- out his knowledge of the act, burned a large number of important letters on file in the office during 1853, These letters accompanied drafts of money from insurance companies as fees for commissions to their agents. Tassing to the subject of vouchers, the committee show that the law requires the auditor to file vouchers for all warrants issued by him, but find that Brown expended a fund of $7,000 appropriated for clerical | help, without waking or filing a single | voucher prior to his suspension, as required | by law. On the subject of excessive and illegal fees the cornmittes to the agreement made by Brown with one Vail, claiming to be an actuary of Chicago, and hired by him to ex- | amine Towa Insurance companies, Vail charged the companies for his services $25 | per day and 3 for expenses, and then $12, per evening and $1.50 extra for expenses,mak- ing a total of $42 perday. The committe that these charges were approved by Brown and by him ordered paid. They, therefore, held “that such charges were excessive and exorbitant, and that a fair, just and reason- able compensation for such service was $10 per diem and his actual expenses, which were shown to have between $1and $2 per day.” BROWN'S WANT OF INTEGRITY. The committee make their mos finding on Brown’s want of integrity. first instance cited is that of the examination of the Bremer County bank at Waverly in November, 1533, A bank examiner visited it and reported it to the auditor as in an “unsatisfactory” condition. Two weeks later Brown and his deputy, Stewart, visited the bauk, spent a few hours in its examina- tion, finding it, as Stewart testified, in a chaotie condition, and before leaving the next morning hinted that they had been at some expense in coming, and Brown re- | celved from one officer of the bank a roll of Dills which contained $100, which he after- wards divided with Stewart. The committee therefore say that “when it is remembered that it is the official duty of the auditor of state to examine all state banks without compensation, the entire transaction sug- gests to the committee a want of official in- tegrity on the part of the auditor of state, “The committee find that on at least three or four occasions Vail, while engaged in the examination of lowa insurance com- panies at an exhorbitant rate, handed Brown packages of money which each now testifies contained $25 or $30, and Vail testifies that he was in no way financially indebted to Brown, but that these packages were dona- tions of money. So the committee find that these frequent receipts of money by Brown from Vail, coupled with the methodical un- certainty of the amount in each package banded Brown, renders their dealings unex- plainable upon any correct and just business princip —The committee!find that when Vail of- fered to retwin to the insurance companies a part of his exorbitant fees, Brown objected to any return being made, and s&uone was made. 4—The committee find that Vail employed as a clerk one Bruce Reed to assist in exam- ining insuranee companies, eharging the companies for his services $7.50 per day, but paying Reed a mouthly salary, much below this amount. SIGNED BY ALL BUT ONE. The report is signed by every member of the committee except Senator Whiting. He stated that he differed on one or two points from the majority, but had not had time to prepare a minority report, but would do so subsequently. It is understood that having stated during his campaign last fall for gov- | ernor that he did not believe Sherman was justified in suspending Brown, that he now does not want to retract that commitment The report has made a profound impression, and it 1s freely predicted that the house will have to prepare articles of impeachment against Brown, LEGISLATIVE T The senate to-day passed the bill granting a special appropriation of £52,000 to the stato university.
