London Times: The experimonts now nearly completed at Bucharest possess an interest and importance beyond their mere technical scope. Gen. Brialmont, the author of numerous works on fortifi- cation, was asked to submit a project of defense. Several forts have already been commenced in accordance with his de signs, forming the first link in the chain with which it is proposed to surround Bucharest. The important question of armament remains in abeyance; but Gen. Brialmont having a predilection in favor of armored turrets, it was determined to oarry out exhaustive experiments with two structures supplied by Messrs. Gru- son of Buchan and the St.Chamond Iron- works respectfully. Having decided on an experimental expenditure of some 100,000 francs, the Roumanian govern- ment threw open their practice gronnd to the representatives of the powers, and the motley crowd of strange uniforms excited some intorest in Buchavest, where the people were at tirst inclined to classify the wearers generally as ‘‘Bulgars.’ Though the program of the experiments was a long one, much still remains to be carried out, and the general results will probably be incomplete till the spring. The two turrets are quite dissimilar in principle and design. ‘The French is cylindrical in form, exuactly like those carried on board numerous ships of war. The armored ring protecting the guns is of wrought iron, sixteen mches thick, witha flat roof six inches thick. The speciai feature claimed by the construe: torsis the mode of firing, which is elec- tric and automatic. There are no sights cither on the guns or on the turret, and the firing is carried on by contact points which can bo moved along n graduated arc inside. The turret makes a whole turn after each salvo, the loading being lected in the meantime, so that, as soon as the position at which the contacts ve been adjusted is reached, the guns are automatically fired. The German cupola is of a new form, It resembles a rather flat umbrella, and the whole of the supporting structure is contained in a single_chaniber, and oc- cupies little hight. The leading prinei- ple constitutes something of a new point of departure. The umbrella-shaped arm- or plates are supported on a central ]n\'ul and steadied in position by four egs carrying trucks provided with spiral springs. * The guns have no recoil proper and on firing, ~therefore, the shock ex- pends itself inimparting vibratory mo- tion to the whole structure, which shakes much_as a mushroom may be supposed to doin a gale. The armor plates have a thiekness of eight inches and for the pur- pose of the experiment were partly com- pound and_partly wrought iron. only does it aftord a target which moderate ranges could be renc nearly invisible, but wherever struck it presents a very oblique surface, of deflecting stiells coming at any re able angle. The guns in the French turret; were of the *De Bauge" type; those in the Ger- man turret were Krupp's, both being ically the same calibre—six inches. Precisely simiiar guns were used for the attack, and neither can be .considered as in any sense equaling in power the more en't siege guns, while they clearly fall far short of the ordnance which the next ten years of artillery progress will pro- duce. This was the more unfortunate, since, on the one hand, it may be reason- ably be contended that greater -results might be obtained n attack by siege Funi already existing, and on the other hand, the non-recoil principle of the Ger- man turret lies open to the objection tl it is conceivably inapplicable to more powerful guns. The attack was commenced at 1,000 metres range, and both turrets received an amount of poundiug probably repre- senting_a siege of soveral years' dura tion. The French turret hm? the advan- zc of being turned backward and for- ard during part of the time, which in- od a greater dispersion of the blows, while in the German turret, the greater part of the projectiles struck on a single ate. At the end both ¢ 50 nearly breached that a_ single shell striking either at the weakest point would have entered with ease. Many small bolts and rivet heads were detached in the German turret, while the French turret received no interior_dan both were able to turn sily as and their guns were re| 1y fired without any difil- culty. ]ln the firing at the embrasurces the wrought-ron plates of the German turret fhehaved admirably, deficeting all the projectiles, and proving that a hit in the immediate” neighborhood of the port entailed no danger to the guns, Throughout the experiments, in i the curved wrough-iron plates took th }mnhhml:lll well, and while the s aces of the compound plates showed tendency to strip ofl’ and crack und repe u-.hm.“\,m., softer material suc- ceeded in turning the excellent Krupp stecl shelis so that the damage was in- considerable. The principal fact brought out by the experiments is the great advantage of the curved wrought- fron plates; but whether the peculiar principle adopted by Messvs. Gruson is pplicable to heavier guns remains un- certain. The decision which has now to be taken will affect the question of cost of the defense of Bucharestto an im- portant _extent, and this consideration may lead to a_reopening of the question of the necessity for so large n provision of turrets, B DISCOVERY OF DAGUERROTYPING The Picture of a Thief First Suggests the Process. Chico (Cal.) Chronicle, Feb. 26: J. A. B., writing from San Rafael, under date of February 18, says: '‘An interesting fact in the history of sun-printing which, in its beginning was called daguerrcotyp- ing, accidentally came to my knowledge recently, which I take the liberty to fur- pish for the Chronicle. My edition of Appleton’s new eyclopedia says it is not known what led Daguerre to discover the art ealled by his name. Mr. Louis, an intelligent French gentleman, who has a shop in San Rafacl, gave me, in substance, the following account of the beginuing of this wonderful discovesy and invention, to which the world of art 18 50 deeply indebted to-day: “It was about the year 1834—a year or two after the cholera plague—I Was an apprentice boy in the first of th three silversmith establishments in Paris. Mr. Daguerre, the artist had been :mli;lliu[:l a silver plate in the fourth sbory of his house, where he had skylights™ erranged to af’ ford fuller light for 1is_pu One day, having occasion to leave room for a time, veturniag he found some one had disarranged the room and stolen his money. Lookitiz down upon the table where he had left the polished plate to his surprise he disgpvered the i of his gardener, who ‘came once & weck to arrange his grounds, whom he char with the theft, and reeoverad the mor This accidental discovery lead to expe: ments with the camera, whic lished the art and made Mr. Daguerre a wealthy man. I took bim a polished rlnlo, eat for my picture and obtained & ikeness, at a cost of about §1.° Such is the statement of Mr. Lewis, which I sup- pose is substantially correct. There seems, however, & diserepancy in dates Mr. Lewis putting the date of discovery about the year 1834; whereas, the cyclo pacdia places the establishment of the art in 189 And 1 remember, some conrs ago, Mr. Rulfson of Bradley & Rulofson in San Francisco, told me that he (Rulofson) worked in Beard’s gallery, London, in 183, which was about the beginning of the art, o T A JOURNALIST'S GUIDE. Protessional Opinions of Various Ex« ports, _In editing & nowspaper, a pen is a noc- essary article; so is a pencil, inasmuch as it may at times be more convenient than # pen to write with. A pair of scissors is also neeessary. But what is most nec- essary is brains, Noxt to brains in value 1 estimate what we call the newspaper in- stinct, the sensc of what news the public require, and what discussion will be most effective. Next after this comes special talents and general knowledge; and the more knowledge, general and special, n newspaper man has, the more useful he will be. But with all these gifts and graces he won't accomplish much unless he also possossos a sense of humor and an un- compromising love ot truth, and of tho Unitad States constitution. A pair of scissors, however is not as good as a pair of moderate sized shears, and neither soissors nor shears can make a journalist. C. A. DANaA. I have the most exalted respect for the editorial shears. There is no depart- ment of a newspaper 8o _interesting to me as the seloctod miscellany--provided the scissor’s work has been done by a man of genius. It is not diflicult to tind mea who can write, but men who can handle the scissors with judgment and taste aro scarce. I have worked in every department of journalism, from l{po set- ting to defending libel suits and I never feol that I am in such a fair way to con- fer a favor on the human Iumil{ a8 when I am sitting in front of a big pile of eox- changes with a pair of gharp scissors in my hand and a paste cup at my elbow. Very truly yours, JouN A, COCKERILL, Editor New York World. In the hands of an editor “‘entirely great,” the scissors are as mighty as the pen. Good ‘“‘exchange reader searcer than good writers, and, although they come high, we must’ have them_ in well regulated newspaper oflice. The most succossful journalist of the day in this country are those which make the Dest use of the scissors, giving due credit for borrowed matter, whether copied bodily or adapted and however classiliod. Browsing on the exchanges is a whole- some pastime and a nourishing and stim- ulating practice for any man in the edito: rial roowms, from editor-in-chicf to office boy. Very truli_ ours, M. P.
