A Terrific Arraignmont of the Oom- pany and its Hired Tools—The Chinese M st Go, Laramie Boome ‘“*Among the newspapers publlshed in Wyoming only one hss attempied to jus- tify the employment of the Chinese by the Unlon Pacific.” It may be added to the above stale ment, published In the Cheyenne Sun, that there Is only one other paper, from Obicago to San Franclsco, which at temptas to def.nd the Unlon Pacifio, and that fsone a mwajority of the stock of which was long held by one of the prinol- pal officers of the road, and which to--day depends on the patronage of the great corporation for Its existence, 1* fa like *‘the shadow of a great rock in a weary land” to find the press of this outraged and down-trodden terrltory hav- Ing the coursge to arsert the rights of the people, and declaring themselves against a corporation which has thrust back from Wyoming the prosperity which has jastly been its due. The people are at last aroused, and, thank God, they are ready to throw off the yoke and become free- men, 1t is » fact known tous by personal Interviews with Union Pacifio officl that that company has peraistently sought to silence opposition by every means In thelr power. E. P, Vining, when he was general frelght sgent of the road, made contracts with the San Franclsco merchants which destroyed the ccean trade about Oape horn, and having done that levied an exorbitant tax on the goods carrled across the continent by his line, This man, who says Hamlet was a woman, and who 1s known as .the great Amerlcan peanut-ester, was the mont unrelenting {yrant under the admlinistrs tlon which preceded that of Charles Francts Adems. He and his confreres sre responstble for this grand terrltory not being long sgo admitted to the union as a state. The Unlon Paclfic has ueurped the rights of the people on every occasion. 1t 18 to our personal knowledge that they have enforced their wishes by the use of bands of hired assassins such as exlst in Wyoming territory to-day. Even in Omabhs, they dictate to the people who shall be their officlals. and county, state and federal officers in Nebraska are named by the Union Paclfic, and woe betlde those who oppose them. Wyoming 1s now under the same des- potlsm, but a% last the press and the people are united againsc the wrong. Ouar territory is cursed by monopolies. The Unlon Paclfic rallway company stands at the head of the garg of pirates who have kept us down. They are com- bined with others who, if weaker, are no less unscrupulous. We say to the president of the United States that there Is in Wyoming territory a band of men who for the paltry sum of $30 a month and board will do ‘the will of the Unlop Paclfic company, even to taking a man out and hangiog him, Gov- ernor Warren Is no less subject to their will than the meanest citizen. The mur- der of 81 Partridge osn be duplicated any day, and we charge that this was the work of men who occupy high officlal positions, and who should preserve reace instead of using mob violence. 1If the ceming grand jury does not investigate this matter to the very bottom they will do the people a great ivjustice, and they can get to the bottom of the matter If they will. The Unlon Pacific employs men who don’t know enough to goin when it rains. One of these persons has promised to be one of a party of ten who will hang the editor of the Boomerang, and on the samo occaslon stated that the white min- ers st Rock Spriogs and lvanstou only differed from the Mongoliaus {n having come to this country by the Atlantle in- stead of the Pacific ocean; that they were Ignorant and powerless brates. This 15 the telk of N. K. Boswell, the detect- ive of the stock assoc!atlon, the sapport- er and supposed pald man of the Unlon Paclfic, and the man who says he can take ten men and {ntimidate the whole population of Wyomlng, He claims that he Is brave. His bravery is of the same sort as that of his employers, Brute force. He may In- yade a private domlcile at midnight with his ten bravados and hang the head of the house, he may bluster, call men llars and incendiarles, but Mr. Boswell will do well to conslder that there 1s a future and that his own bulldez!ng talk will come back, not only_to his insignificent self, but to the men he represents. What If he with his hirelings could do all he claims they could? Does he think that either he or auy other Individual amounts to anything in the eyes of the public. The world would move cn jast the same, There Is at stake, however, a great prin- olple, and that is the right of tho la- borer, It has now come to ‘‘a ehow down” and talk from corporations and their agents won’v go. They m: hang, burn and destroy but they won't do away with the clamor that fs ringing ihrough the alr. This land Is cursed by the presence of lawless characters, of law- defylng monopolies whose presence has always held It back. The time has come when they as well as the Chinese must go. This is a free country and Wyoming 1s no longer a terrltory in which the peo- ple will consentt o be slaves. The Boom- erang has put the facts before the people, It, together with the entlre preas of Wy- omiog, has determined to keep silent no longer. The assertlon that our working- men only differ from the Chinese in the fact that they came to us from another ocean pathway, s an insult which is entirely uncalled for. The miners at Rock Springs are men of Intelligence and not “‘bummers acd saloon loafers.” as ls declared by the lond mouthed representative of law, who thinks that with ten men he could whip the whole populstion of Wyoming. The Boomerang Is not sfraid of the Unlon Paclfic nor of itasgents and abetters, If violence Is resorted to by this piratical corporation, there are flont] of other men to keep things boomlog, bat it is our firm don{mlnlllon to glve battle toa monopoly which is liviog at the expense of the United Suatas government and has for many years downed the very onunu{ which glves it life. It is a battle of self- defeunse; 1t will be fought falrly, but it will not end untll victory is won. e ee———— D. P, Hunterand J. M. Y.) Letter to New York World, Sald Gov. Seymour: *You wish my opinion about clvil-service reform? From what 1 oan judge, shut up as I am, I should ray that there was grave danger of the clvll-service commlssion becoming o greator abuse than the spolls system. I think a much slmpler and more direct method could bs found than that under the present law, and one which would meet with the approval of the people, “There can be no question that so long a8 we have a clvil-service commission, its members, the majority of them at least, should be In sympathy with'the prevalllng administration. As a business man [ should not employ a bookkeeper who worked against my tnterests and praylng that 1 should fall. The same rule ap- plies to adminletering the affales of the government. In the impoitant offices where Mr, Cleveland wutt have aid and sympathy In the execution of his policy to bring 1t to a successful lssue, none but good and trled demoorats should be ap- polnted, “‘It {s surprleing that active republican partlsans should expect to remaln in after their defeat last fall. Then agaln, as to the departments at Washington. How can fraud be detec'ed In the records without making removals and putting new men in to look over the books? I think there should bea checking up of the accounta. *I have been somewhat intorested In the term ‘offensive partisan’” continued the governor,® ‘‘An off msive partisan or strong party man ls a very good sort of & fellow. He s generally more inclined to be fair than the cold-blooded politician. It Is & good thing to have strong and well-defined opfnions. If I should have to be tried befor a jury of my opponents Ishould prefer the strongest kind of partisans I could find to the {indifferent republican who votes with hia patty from convletion without really knowiog what that conviction fe, The chances are that he would vote me gullty without listen— Ing to the evidence. The strong party man would never do that. “Our next difficulty,” sald the gov- ernor, *will be a conflict batween the east and west. The mnorth and routh have finlshed their quarrels, but the east and west are growiog more and more sntegonistie. It would have come up before this but for the relatfonship owlng to emigration from tho east to the wes! ond now that ls dying out. The great majorlly of the weatern people, o-called, were born 1n the east, and so long re- talned their cffection for their natlve ststes and have leglslated in congress al- moat exclusively from an esstern stand- point. A change is coming, The native western man is on top and will assert his rights 0s he underatands them. I have heard mutterings of dlscontent and di; cord from the west for the last ten years, It is Increasing and will scon blow a gale, “‘What alds to keep up this feeling of discontent {s transportation rates and the tariff laws. I shall not say that the idea of protectlng our manufacturers {s en- tirely wrong, but when a tariff was first thought of by our forefathers, they took Into coarlderation the requirements of the coant states. It has been enlarged slnce, but 1t is chlefly edapted to the needs of the eastern states. It is une- qual and therefore {s not fale toall parts of the country. “‘Iwilldoa problem in the tariff for you to more clesrly explain my meaning: Say, for Instance, I am an Importer doing buslness In New York. I import cloth worth $1a yard; the duty is 50 per cent. That makes §1.50. T charge 10 per cent as my profit. The interest Is figured on the duty tvo. Now 1t goes to the whoselsals man, who charges 10 per cent profit, and thencs to the jobber, who adds 25 per cent, and then It {s soattered around among the small storekeepers of the west, who some- times, I believe, charge as high as 50 or 60 per eent profit. You see the make. The 50 cents duty In the first In- stance soon mounts up to a dollar, and the heaviest tax comes out of the small consumer, who can ill afford to pay it, It seems to me, 1f these manufacturers must b protected, that the idea of the gov- ernment giving them a bounty for every article produced—the amount to vary with the cost of production—would be one solution of the question, and would chespen the prices of many articles in the western states’ The bounty plan would slmplify matters woneerfully.” | SPECIAL NOTICES TO LOAN-MONEY ONEY TO LOAN- The Omaha Fisancial Bx- chanee, 1508 Farnam str of, up-stai s, makes 1oans on all clasaen of security from #10 chatiel 1-an to §10,000 on real es'ato we mako loa st suit all Applica: ta on long or #h rt time on imuproved or un | tmproved re.] estate Iand contre ots, lesses, bulldiogs onleased 1and, recured notes, collat’ rals, chsttels, or §00d security of ary kind.
