THE DAILY BEE-~THURSDAY, SEPTEVMBER 3 585, LINGOLN. An Interview witha Delegate to fhe s Water Ways Conven'ion, Fraud in Conneotion With the City's Property Exposed. Release of Omaha's ex-City Marshal —Photographing the Human sonl—Other News. AT THE OAPITAL, THE WATER WAYS CONVENTION, Gen, J. C. McBride ana A. J. Sawyer, Keq., left yesterday for 8t, Paul to attend the morthwestern water ways convention to be held in that city, Thereis considerable in- torest manifested in the subject, and a re- porter called upon Hon. O, P, Mason, one of the Nebraska delegates appointed by the gov. ernor to represent the state. Mr, Mason bs- lieven in the improvement of western rivers, and more eepecially the Missouri, The river should be made perfectly navigable from St. Touwa to Fort Pierre. Communication by water should be made from the west to Chicago, and thus give an outlet to ths Atlantic ocean, In reply to s question as to the character of the dslegates for ability, Judge Mason thought thero were some able men in it, Heretofore there bad been noth- ing done in improviog western water ways because of a lack of concerted action, Organ- ization looking towards covgressional ai what was needed more than anything else, Tho government could well afford to help such a projec: and it should command the at- tention of all congressmen and senators in the western states 1f one half of the money were given to the improvement of rivers that had been donated to railroads, ©very water sourse of auy size would float bonts capable of carrying the grain of the northweatern area there would be a sufficient saving to producers to pay for the work in two years. There is se't-ovident truth in the proposition that wheels can never compate with water in the carriage Of freight. The government had paid the Union Pacific $65,000,000. One- halt of this amount would create a good chan nel in tho Missouri from St. Louis to Sioux City snd equip it with a line of steam barges suflicient to carry all the freight of that sec- tion tra: d by the river. Grain could be handled at an expense of cents a bushel from the point of shipment to New Orleans, Now the carrying cost was treble that sum. In 1881 au_experiment was made at Kansas City. Four hundred bushels of grain were taken from that port on barges to g‘!uw Orleans in six da; It would have proved a euscess if ita river had been tairly navigable all the way. For example, look at ths tonnage of the Ohio river, 1t is simply enormous, What is trae of the Ohio could be made true of the Missouri. Some people thiuk that water- ‘ways would conflict with the railwa; Mr, Mason balieves that thers would be plenty of room for both. Of course, there were cer- tain articles of perishable freight which could mever be conveyed by water. As the country grows this business will be- come much greater and afford ample business for railroads. The boats could carry the grain and coal and in Mr, Mason's opinion it was only a ter of time when this would be done. The railroads have fought any scheme looking to the imgmvemenb of our rivers, but they will find that they must submit to the inevitable, Judge Mason is unsble to at- tend the convention, but he believes that mething will result frorw 1t. Chere is a certain editor 1o the state I would like to have scen the governor appoint,” ssid Me. Maascn, “'but his parrow-mivded policy pre- vented him from doing so."” SHOULD NOT BE SOLD, There in a proposition now before the votars of this city to sell the present engine house and city jail and devote the proceeds towards paying for the new engine house and city hall on Marketequare. Thre are some very pe- coliar things about this matter. Then; building 15 & two-story brick building and will accommodate the city officers, berides haviog a jall, There is no perceptible differ- ence between the size of the new house and the old one, and why the change should b made is more than can bs foun1 out, A certain former official of the city charges that there is soma- ting mot entirely above board _in the transaction. He saya there Is no particu- Iar_need for selling the old house, and he balieves that a job will bs put up to about ,glve the property away, The special election to befheld September bis to empower the mayor and council to sell, and this power should not be delevated. Property on Eleventh street Is rapidly enhanciog in valua, and that of the engine heuse is just as vala- able for the city to hold as a private in. dividual. The appreciation in value will be at least 10 per cent a year, possibly more. The danger too of its sale for thaa its real value is too great, The property thould not be sold for another reason, Lincoln is plenty large enough now to have two engine houses, and the new one is fur eaough re- moved from that one nmow in use to b avuilable, EX MARSHAL GUTHRIE, OF OMAHA, Yesterday morning the prison doors of the Nebraska penitentiary opened and Royal O, Guthrie, formerly city marshal of Omaha, walked forth o free mav, He came to the city and took breakfast and dinner at the ‘Windsor hotel. Guthrie locks very diffsrant than he did when sent from Omsaha & year and ahalf ogo, His face is pale and divested of tho full beard the gontlemun used to wear. His health is good aud outside of a lack of sunlight he looks better than when sent to the penitentiary, Guthris was convicted of re- ceiving money from gamblers and disorderly chsracters, and sentenced to two years, Nu- merous efforts were made to get him out, but he has served hus time less that allowed for Rood conduct waile in prison, Guthrie left in the afternoon for Omaha, PHOTOGRAPHING THE HUMAN SOUL, Some time since an article appeared in the Chicsgo ‘Leibune, supposed to have bown written by Mile Hoffm: concerning the alleged photographing of & buman soul by some alleged scientist here, whom the writer calls Hollaod. ~OF courso the whole story was made out of whole cloth, but it found its way into the Courier-Journal, Boston Herald and other eastern papers, and sesrs to have found eowme believers; at loast Postmaster McBride recelved three lotters yesterday from eastern points inquiriog after the facts, The post: master anticipates a storm of inquiries as the story travelsthe rounds, and threatens to hay @ lot of cironlar denials printed, snd the bill sent to Hoffman for liquidation, NEVER IN THE WAB, For years it has been understood that Capt, Stewart, of this city, had a horse had been ridden by Gen. Grant during The animal was dug‘p(od in mourulog figured in the Grant obscquies In this city, by belog lod at the head of the prooetsion, . Fx- Mayor Whitcomb, of Seward, states positive- ly that the horse never was in the war, ptain Stewart bought the horse from Cap- taln Henderion some years sge, aud it is un- derstood thought he was getting a historic prize. This dream is now for the first time dispelled and the truth wade know Masjor J, D, Kleutch, of this clty, vouches for the above. LOOAL JOTH, There is quite & lot of counterfi1t money be- ing cireulated in Lincolo, presumably by the crooks who have taken up & temporary reei- dence here until after the fair, People should be careful about takiog any of 3 The new street car company is balldiog its track at the rate of one block sday. Owens, on Thirteenth and O streets, has beon commenced, The plans for the building have been completed by John Gus Osthoff, representicg E. L. Martin & Co , of Kansas City, Is in Lincoln secing his ‘custom ors, A H Swart, Eiq , editor of the Tecumseh Chleftain, has the city for & day or two. Mr. Swart ia a clever gentleman and & competent newspaper man, and his efforts seem to bs apprecisted in Johnson county, Three wagon loads of tents were shipped from tho ospitol building yesterday for u duriog the G. A, R. reunion next week at oe. A number of streets are being graded and otherwise improved. A OOUTERFEITER OAGED, Charles F', Olark was arrestod late yester- day afternoon for making and uttering coun- terfeit silver dollars. Sheriff Moelick made the capturs after long and patient efforts &) find the guilty partles, The man was found in an old shanty, No, 1442 O stroet, by the sheriff and two deputies. The work was very good. Olark was givanaway by a com- panion named Willlam Duvall, with whose wife Clatk it aaid to have been intimate, thus exciting the husband’s {enlmny. Newman, daughtor of B. Newman, both local re dents, were married at 7 o'clock last night, at the Temple of Israel. The chancel of the church was deco- rated with flowers and bright leaves and the aundlence was large and brilllantly dressed, forming thus within the Interior of the sacred edlfics a pleture In harmony with the happy oocasion. Promptly upon the hour, the bridal party lllghtu{ from thelr carclages, .nx to the insplring strains from the organ of Mendelssohn’s g‘und weddlng march, entered the church, 'he bride, lsaning upon the arms of her parents, and attended by the ushers, Martio Oberfelder and Samuel Blnswang- er, advanced up the left alsle, while the groom, walking between his parents and accompanled by wushers Ike Sohiff and Simon Fither, came forward by the right. At the altar the bride and groom met, and turn'ng, faced the sanc- tuary, while their attending frlends en- lined within the rall of the sanoctuary. The beautiful rites of the church were srlemnized by Rabbl Banson, the new pastor, who prefaced the ritual with a few well eclected words of admonitlo and counsel. The text in the Hebrow tongue pronounced by the rabbi, and the passing of the cup of betrothal, added beauty and solemnity to the ceremonial. The brlde wes attired In a white satin dresr, cut princess en train, trimmed with Orientsl lace ruffles, while from a head crest of flowera flowed a fall length tulle veil. The ornamenis cons'sted alto- gether of orange blossom, no item of jew- elry being wora by her.
