The motion for anew trlal was partly heard before, but reopened for the presentation of some other matter concerning the al- leged misconduct of one of the jurymen. The postofiice fight at Washington is waxing warm enough to indicate that some of the asplrants are getting del perate, It ls sald that Bowman has opened up cn Wells Cook’s record and pereonal character, claiming that he dld not make the right use of campaign fands last fall. Mr. Cook is eaid to have for- warded proof showing the falslty of the accusations, and strengthening the claims already made by him and his friends in favor of hls appointment. DEPLORABLE DELAY In Securing & New Court House, for Tois County, The Talk of Ohanging Sites, The stand-still conditlon of the new court house enterprise oa much talk, and many theories are advanced as to the matter. It seems that the county board hae fully determined not to go ahead with the bailding of the court house un. tll the elty provides some sewerage along Fifth avenue, and the clty sees no imme- dlate way for paylng for such a sewer. The city finances are a little tangled up just now, and the council do not feel like making any new contracts until the old affairs are stralghtened. The alder- men say that they do not see any way by which they ocan at present legally provide] for money to pay for the desired sewer. Now the ocounty board proposes to conslder the ad- visibillty of securlng some new slte for the court house. Intimation that a new location may be chosen strlkes many a mere bluff, for the dlstinct under- atanding was at the time of the election that the court house, if voted, would be on the present site, the people naturally dreading the vexatlons and the chances for jobs, which would arize from an at- tempt to relocate the building. The county board are pulting greater stress upon the necemity of having a sewer right away than many others deem justifiable. The queetion is heard every day, why cannot the foundations ol the court house be laid, and so bullt that the strect sewer oan be put in a little later? The bullding will be several years in pro- cess of erectlon, and before it is ready for occupancy the city can bave its sewer in, and there need be no practleal delay, although the clty could bs thus accommo- dated. The supervisors feel a little dlf- ferently about the matter than is gener- ally understood. They claim that the sower Is needed right away, not merely for the court house, but for the jall, which will soon be completed and ready for wuse. This new jail, they 83y, cannot be ocoupled without some way of sewerlng it, and that it 1s not well to go to the expense of providing some temporary sewer. They eannot put the prisoners Into the new jail untll this new sewer Is provided, and they cannot abandon the old jailand tear down the old court house until the pris- oners can be cared for fn the new jail. Thus they clalm that it {s uselews to talk about going ahead with the building of the new court honse without the Fifth avenue sewer being made. Before start- Ing on the new building the old one must be torn down, and where caa the pris- oners now In the jall in the basement be put? Can they be put In the new jall when there is no sewer for that elther? There seems to be much force in this porition, but still the talk about changing the locatlon of the court house on this account does not seem 80 necessary. It looks as If the county board was trylng to force the clty to bulld the a t once, no matter what the complicat! Few belleve that the county go far forget the promires msde to the voters that there should ba no rea! estate speculation connected with the enter- prise. The county has alrcady ratified this pledge by buyicg the Episcopal church property so as to make the pres- ent alte complete, and row to begin the [ i with the well knowa causes most talk of a change, probity of the supervisors cltizens to look upon the proposed change as & sort of a bluff to brivg the citizens to a realization of the necosslty of taking some immedlate action. It Is suggested that If the sewer ia nec- essary to the building the county has the right to bulld it. The city councll pro- posed lately to the board that if the county would build the mewer the city would pay the county back 80 soon as the clty should begin tapping this sewer and making any use of 1t for clty purposes. The board considered this in the light of lending the clly money with which to make street improvements, and promptly rejected the proposition, and passed the resolution threatening to change the lo- catlon of the court house In case the sewer was not bullt nght away, quick, by the city. The building should go on, in some way, and this delay Is greatly to be deplored, but great as 1s the emergency there should be no blaff game indulged in on either side. The wiatter is too serlous for ony trifling or any by-plays. County and city should join in eelving the prob- lem &5 soon as possible. There is nc doubf but that property owners In other parts of the clty would give something to have the court house loeated so as to glve greater value o thelr private property, and it iy s3id that al- ready an offer was made to the board to glve the county not only another site free of expente, but $10,000 in cath besides. The mcment this question is opened up there will be no end of scheming and job- bing, and the sopervisors will be almost more than human If they can succeed in relocatlng the court houee, in view of the clear understanding that the slte would remaln unchanged, with out getting at least the touch of e pleton upon their official garment, which thus far have bsen recognized as much more spotless than the average washing of the average officeholder. It can bardly be concelved that the county board really thinks seriously of making any change, or of soberly opening up any such discussion, and hence it seems that 1t must be a bluff. SQUEEZING SKILES, Many Troubles Closing in on the Main Street Shee Man, His Irial To-Day. The careor of R. I. Skiles, the boot and ghoe man on Maln etreet, ecems to be getting checkered, and his exchequer getting In worse and worae condition. It will be remembered that some few months ago he was arrested {n Omeha on the charge of forgery, it belng claimed that while in the capaclty of agent for an Ineurance company he signed his father— in-law’s name to some documents, with- out any authority, Sklles is the son of an old army friend of Gen. Howard, and besides that was himself qulte earneat|’ in his profeesions of goodllness of fature intention, if not of record, and the gemeral and other family frlends had their sympathy excited in his behalf, and thelr nobler Instincts caused them to atand by him In his tron- bles. Bail was secured and Skyles set at liberty. By the Influence of Skiles’ friends Mr. sT. N. Bray, who recently closed a boot apd shce businees here and opened a store in Omaha, was Induced to make a business place for Skliles, and en- tered Into a contract with him, and after the expevsos, including §40 a month for Skiles’ services, were pald, the profits were to be divided between them. The business has thus been running in Skiles’ unane, he meaking an accounting each week to Bray, who filt secure, ashe looked to Gen, How a3 vouchirng for m. About the firet of the month there was » little sensatlon caused by the fact that a young girl charged Skiles with having se- duced her, and as narrated in the BEE at the timo, 1kough for soveral roasons the npmes were not then glven, Skiles claimed that it was'a olear!cise of black- mall, and there seemed to be some color to such a theory, while others, knowing the facts, were content with the theory that Skiles had indiscreetly placed him- self n the power of & girl who had none {00 gocd a reputation for modesty. How- ever this may have been, the boot and shoe man concluded that he could not afford, in view of the previous sensational reports about him, to have this given to the public, and he compromised the matter by giving the girl about §75. Skiles had no capital and the bueiness had not been bringing him in any surplus wealth, and so the payment of even this amount rather pinched him, and he began to make some queer accounting to Bray. In his weekly report to Bray he repre- sented the rent of the store as pald, but sent no recefpt. Bray's suspleions betng aroused, he came over to this eide, and is eald to have found that the rent was not met and then the storm began to break. It seems that Skiles, in order to right himeelf, put a mortgage on the stock for $200 in favor of A.T. Flickinger, who had eecured a loan for him. The glving of this mortgage caused another little stir and numerous consultations have held during the past few days. On Satnrday Gen. Howard concluded not to remain on Skiles’ bond any longer, and turned him over to the suthorlties, Skiles belng placed In jall, where he now is, the arrangement betng that the forgery case will be tried to-day, and the expectation belng that it will be settled in some way, The financial troubles wlll apparently be a little more difficult to get right. Just how the dif- ferent clalms will be adjusted Is not plain, It is understocd there are fow, if any, outside clalms, but the stroggle, If there is sny, will be chiefly between Bray, Flickloger and Gen. Howard.
