On Monday night the Excelsior lodge A. F. & A, M. elected as officors: C. M, Harle, W. M ; T. B. Hayes, S. Warden, Poter J. W.; J. A. Miller, treasurer; Nat Shepherd, recretary. Complaint is still made of the scarcity ot bridges over the creek aouth of Broad- way, there belng only two, one at Third avenue and another at Tenth avenue. Lumber for the bridge at Sixteenth avonue has been laying on the ground to be placed in position for about & month, Complaints stlll come in numerously from the residence pertioa of the clty, as to the numbersand cheekiness of tramps Spring weather and sprlng work cught to lessen the numbers of those who are out of work, and it is ovident that the most of thess idlers do not wani to work, i The mayor writes home that he had an hour and a half talk with Cleve'and, a'so showed hlm the pictures of his boys, whom the president thought were a smart looklng Intelligent race. Ho sands word to the chief of police also, to be sure and close the saloors at 11 o'clock every night. C. B. She wanted the Johasons arrested as tree- passers. The city council meets again Thuraday evening, and the sesslon will be an im- portant one. At that time the final set- tloment will be made with Reagan Bros. for the paving, the question of sewerlng Fitth avenue will also come up agaln, the election of city officers s to be at- tended to, and the prohibitory questlon may be considered. Various other mat- ters are also liable to be called up., The counoll will continue to draw good houses so long as theso mattors are hang- ing fire. Mrs, Kerns, who lives near the Wa- bash, complalns that her husband is not only neglecting her and failing to provide for his family, but that he ts bestowing his affections upona Mrs, Jacobs, who lives on Harrison street, and near whose place he s cultlvating a pisce of land, when not busy cultivating her acquaint- ance. The police Interviewed Mra, Ja- cobs yesterday, but ehe denfed all guilt, and avowed that Mrs, Kerns was mallc- fously ruining her reputation out of jeal- ousy. There is & peculiarly sad and shooking caze of destitution on Washington avenue. for raducing expenses. 1t has been de- jetded even, not to buy lamber any more | by the carload, bat to purchase it in lit tle lotr, as actually needed for repairave. It is expected that the police force will to reduced, although there are now only thres men on n'ghts, and three men on dags, betidcs the chief and captaln. One of the clty jallers may also be dispensed wlah, and other reductions made. Re- {renchmert seems to ba the adopted pol- icy of the now councll. The dwoellers in the Fourth ward are very patient'y watching and waiting to 08 what the conncil propozes to do tor them in the way of dralnage and protec- tlon againat flocds, About election time thelr just grievances were quite proml- nént, and many naesurances wero glven the people that theit wants should be met. They have walted patlently for the new coancll to got organized, and get falrly down to buciness, and now they begin to think they have waited almost lcng enoogh, Alderman Shugart made a move at the laet council meeting to get somothing done, and 1t fs to be hoped :bat soon the desired relief may be given them. They do not sek much, and al- though the council seems disposed to cut off all postitle cxpenditates, this should ba treated by them as one of the things that canpot be cut off, | —— Facts worth remembering_when you buy Wall Paper: 1st.—That Beard, next door to postoffica, has the largest stock to ccloct from. 2d-—That his prices aro as low as tho lowest. 3d—That he is a practical intericr decorator and employs none but ekillful workmen. Within the past few days a number of well known confidence men have been notlced hanging about the city. One of them, known as *‘Reddy,” used to be quite notorlous In these parts, but has qeen away for some time. Another, one of whose eyes are 8o peculiar as to iden— tify bim ensily and to secure for him the name of ** Wesping-eyed Charlle,” is hanging about here, In conneotien with thelr appearance hera, there arlee various reports of trloks belng turned. Day be- fore yesterday, a simple fellow was confi- denced out of all the money he had, 9, the old trick being played of hiring him to go to work on a farm, and then his employer borrowlng a little money from the greeney, on the pretense that he would return It just as soon as he could got a bill changed. This trick was turned on Main street, near Willow ave- nue, right In the heart of the elty. Another trick of about the same nature and size, was played at one of the depots yesterday. As the police are posted on these fellows, the public may expect to seo them run In Instead of being allowed to have ths liberty of the olty. o — Financially Pressed, It was with rogret that the citizens 1 A white woman lies there sick, In a little | yesterday learned that Mr. J. ROBBED BY A HACKMAN. Sach is the Claim of a German Siranger, Who Says He was Horribly Treated, One Arrest Made. A German, giving bis nume as Barn- hard Landwehr, appeared at pollce head. querters yesterday morning, and by means of an interpreter, made known his story of how he had boen oatrageous- 1y troated the night before. His state- ments were somewhat mixed, but they were to the followlng effect: He came into town on the Ohlosgo & Northwest- ern {raln, and got off at the local depot. He vas goiag further woet, .and finding that he would have to go to the tranafer depot to get the train that he wanted, ho got a hack to take hlm there. On reaching the transfor, the hackman wanted $£6 fare. The German would not, In fact could not, pay such an_amount, and an altercation ensued, which ended in his payiog one dollar. He say that then the hack-driver and a man who was with him threw him Into the hack again, and taking him a little ways from the trans- for, pounded him up badly and took all the money he had, only $2, and took his vallle. He said the hack-driver had a team of bays, and that he could tell the msn {f he rshould see him sgaln, 80 the polico started out with him to hunt tho hack-drlver up. The German pointed out Pat Villiscs, who was standing on the sldewalk on Broadway, and eaid he was the man, Villisca drives one of Martin’s hacks, but the team is a white and sorrel Instead of boys. Villisea denied knowlrg anything about the matter, but the German In: sisting that he was tho one, he was ar- rested, and gave bonds, to appear this morning to .nswer the grave cherge of robbery. Later In tho day the German seemed not nosure about the identity of the hackman, and last evening it was reported that he had concluded to drop the oase, and Lad been paid back h’s money and had left the olty. ——————— ‘The Newspaper Fiend." The many friends of C. S. Clark, known familiarly hera as *‘the newspaper fien have been wondering not a little lately why he was keeping 80 quiet in his new home, in O'Brlen, Florlda. It seems from late papers from there that he has been keeping himself too busily concerned there to do do much letter writing to his northern friends. Besides working on his frult and vegetable plantation, which occupation is really making him fat enough to almost cast a shadow, he indulges in occasional newspaper work. He wouldn’t be himself unless he could do alittle of that. He seems to bandle the pen just as nimbly as when he carrled tho belt as the champlon news-gatherer of (he Hawkeye state, and is belping northern emigration by numer- ous lottera from the south, s ““whooping up” the new constitutlon by articles in the Savannah News, and other prominent papers; and is doing his best to boom the town In which he has settled. To cap the climax, Clark has been chosen secretary of & now hotel company in O'Brlen, which is to put up a $5,000 building. “Board of Trade.. At the meeting of the board of trade Last ovening® 1t was deemed best to post- pone the annual electlon of officers until next Friday evening, when it is expected there will be a larger attendance. Judge James and Col. Chapman were appointed a special committee to report next Fridsy evening concerning the proposed new bridge. It is expected that some inter- esting facts will be revealed at that time, The delegation of the ore board of trade who vislted this clty two years ago, have sent to the board of trade of this clty a largo_pictarc ropresenting the elo. vators and depots of that city, elegantly framed and forming a{beautiful tribute to the Council Bluffs board.
