A German Drinks & Pint of Whisky and Dies. Several Arrests Made, Considerable excitement has been caused in Cass county by the sudden death of a German named Henry Waller. It appears that Waller lived at Anita, and another German of that place, Fred Groeck, gave him some whitky, and that Waller drank a pint of 1t at one sitting and then dropped over and died. The coroner's jury returned the following verdict: ‘We, the sald jurore. find from the evi- dence that the deceased, Henry Walter. died from the cffects of alcoholic polson, and the alcoholic liquor which caused his death, was given to him by Frederick Goeck, who testified that he purchased it at the store of Dr. Reber, in Atlantic, C. There seems to be two theories, one that there was some polsoncus substance in the whisky, the other that the victim drank enough to kill an ordinary man, even if the whisky kad been good. THE “WHAT IS IT.” That Seems to ba the Query Concern- ing the Mayor's Proclamation, The proclamatlon, or order of the mayor, as published in yesterday’s Beg, directing the police to close all the gam- bliag houses, has caused no little amount of comment. Nearly everybody wants to know what it means and why it means it, and when he means it, and In fact—what? It's apuzzler, One theory s that the little mayor, recognizing the demand for reform purposes, and to head off any other aspirants for public favor, thus seeks to win applause by posing in the new attitude of a moral reformer, and thus keeping on the top of the wave, And the theory is that he is heartily disgusted with the result of the last clty election, and In a bit of boylsh spite, says “‘If you wan’t reform, you shall have it with a vengence. If you object to hayv- ing the young run the whole town I will awing to the other extreme and turn the clty into a regular Qaaker meeting, until you get slck enoagh of it, ana quit kick- Ing about loose morals.” And the theory Is that he proposes to shut everything up, thinking that the “reform’ alderman when they see the license money cut off, will yield to the pressure of tax-payers and cause the places to be opened again, so that they will have the reeponsibility of these things instead of him, Another theory is that the boys them- selves want a little excase for closing, so as to repaper, and clean up for another year. In fact there are as many different theorles as there are men. A small por- tlon of them glve the mayor credit for any sincere personal desire to have the gambling houses closed. In one respect cltizens seem strangely unanimous, and that {s that if gambiing must go on here, that it must be confined to sporting men; that gambling houses ehall not be where boys and drunken men can flock In and loso ~ thefr money; that the games muet be conducted differently; that cappers and pluggers must be cleared out of town, and that the business must be restrained within some sort of bounds, e —— Dr. 8. What it Has Cost fo Run toe Ci'y the Past Year. Thoughts for Taxpayers, The fiscal year has cloted and the city auditor has prepared his report and glven it Into the hands of the mayor for use in his forthcoming annual metsage. One of the moat interesting showlngs is the cost of running the city the past year, and by the followlng detalled state- ment of the bills a'lowed by the counctl it appears tkat Tue Ber was not out of the way in stating some time ago that It would reach 00,000, 0ld Se Curbing k. Damages and Condemuations Fire Departmont General Fund Stroots and Al Police Departmer Grading. TN i .$90,122,11 For this $00,000 what has the city to show In the way of new pavement im- rovements? About the only thing is the ¥I$00 police patrol wagon, for which the city has no more use than for a silver tea sot. The wagon stands idle in the en- gine houte, and what the city has to pay out ordinarily for drayage and expressage to haul drunken men into the atation will hardly pay for the axlegrease for the new wagon. By a glance over the items of expenditura above named, it appears that this wagon is about the only new thing galned. The other Improvements of the city have been from special ascessments and special funds, and are not counted in the above raport. The cash recefpts to meet this $90,000 a year are about $59,000, which includes the general tax levy and the receipts of the police fund, So at this rate of ex- .penditures some new policy will have to be pursued in order for the cily tokeep from going further and farther behind financlally. There are now about $48,0000f general warrants outstanding, and the old bonded indebtedness of the clty is $147,400. Besides this $215,000 of paving and sew- erage bonds have been fssued and it will be necessary to {esue 325,000 more. With these figures, as they are, it ecoms that tte new council will have no easy task to shape matters go that all ends may meet and lap over if possible. There is the bright slde, however, that Council Bluffs 1s growing, that In populatlon and yaluation of prop- erty there is a steady Increase, and by a wise, economical, yet not niggradly poll- oy on the part of the new council this city can soon be put In excellent condl- tion. The people generally feel like en— couraging the new council in all attempts to handle the finances wisely and well, and while there 8 no desire to stop im provement and growth, yet there Is a de- sire that no extravagant or foolish ex- penses be made, and that the reductions, if any, be made along the lines which do not effect the growth of the clty so great- ly. Insome respects it will be a fortu- nate year for retrenchment in city maf ters, for the building boom which starts off with nearly $500,000 already in sight, will make Council Blufis lively of itself, and there will be no ex- cuse for wastlng city money under any pretext of keeping the town booming. The Improvement of the creek 50 a8 to relleve especlally those of the Fourth ward is the chief enterprise, of any special cost, which the clty must do at once. Nearly everything else can be pald for by special ssments. Were it not that Councll Blufis has such bright prospects ahead the city's financlal record for the past year would be gloomy, but with the new council made up of wise financiers, the confidence f the people will be strengthened and it 1s hoped and believed that at the close of another fiscal year there will be a better showlng and still brighter hopes. 1t is believed by many that the mayor, after he has worked off his dlsappoint- ment by a few fretful mations, will set. tle down to business and work with the new councll in all attempts to keep fhe ship eailing steadily on, and his irrespon- sible fenterprise will be kept; within bounds by thelr wiedom, and if the coun- cil gets too slow or conservative he will prove as a prod.
