One of theee bllls is the Metz liquor bill, which is in- tended as a substitnte for ths Slocumb high license law. The principal feature of this bill is to wake the llcorse not lees than §500 sll over the state, In cther words it reduces the present license jus: one-half, We do not ke'ieve that the log!slature will pass the Metz bill, but In cate it does Governor Dawes shou!d n .t hesitate to veto it. We are not aware {hat we have op- posed or retarded the development of the siline interests of the stats, ¢ any other legltimate undertaking that would add to our wealth-producing power. Up to thls time Tur Ber has said nothing editori ally in regard to the propored saline bill one way cr the other. The only suspi cious circumstances connected with that scheme s the zeal exhibited in ita favor by partles and nowspapers that are always notoriously up to their necks in jobs and schemes of plunder. Before the leglslature votes away the last 13,006 acres of land that rema'n the property of the state, 1t be- hooves the membera of that body to thorovghly Inform themselves about the saline Jand business. It is truo that a Iarge pit'on of the lands donated by the general government for the development of the ealine Interes's of this state have been diverted to other channels and pur- poses. It is a'sy notorious that every acheme up to this time to ulllize the salt springs near Lincoln has been connected witha land steal and a job to rob the taxpayers of the etate. The orfg'nal Tichencr lease was procured by fraud and bribery. The contiacts with Issas Cahn were cnglneered by corroption snd bri- bery. The vsrious eff.ris since Catn and his associstes abandoned the salt worke Eave almed at only one thing, and tat was to got a chance to grab the rcmaivicg saline lsnds and leave the state nothing to sbow for the lands except a holein the ground, Now we believe it to ba the interest of Nebraska to utllize the sult springs near Lincoln, and if possible to build up a largs ealt menufectwiog industry. There is 2 decided difference of opinion, however, among men who clalm to have analyzad the ccmponent paris of the brine In the Lincoln szlt basip, &s to the quantity of ealt tka% can be extracted therefrem, It is asserted by tome that the brine is too weak and will not pro- doea ealt enough to pay for workiog it. On the other hand the parties who are urging the prezent saline bill make the most extrayagant estimates and claim that more salt will be teken out of Salt Creek than Is produced either at Saginaw or Syracuse, and that the prospects are much better than were hose of the Syracuse sa't fields when they were first opened. Now it strikes us that if any set of capitalists have so much confidence in the productive capac- Ity of those springs the safest and best thing for the state to do i1 t> give them a free lease for a term of years, to be followed by a royalty on what they produce thereafter. This will place the rlsk entirely with the capital'sts, and if they tske It they are fairly entltled to the bemefit. Our advice to the legislature would be to au- thoriza the state officers to make such a loase. That will leave the proceeds of the saline lands, which are worth $10 to $15 an acre, or from $130,000 to $200,- 000 in the aggregate, to the stita iastead of the royalty which is promited us in case the experiment proves a succese. In other words, we wou'd prefer t5 keep the ssline lands in lien of the royalty which these partles propose to pay during the next ten cr twenty years, and take no risks whatever. 1f the capitalists have not the confidence to invett forty or fifty thousand dolla's with the BEBUrANCO that they have a free leass, or a lease at & nominal figure, for a term of years, it would be rash and rockless for the etate to vote away these lands and take the chanca at the end of the next year of haviug nothing more than a hole in the ground for its Invest ment, This is our cplnlon cxpressed without fear or promise cf reward, The fpartles and papers that ara so clamorous for the legislatura to vcta away these Jands with- out any other guarantee {lan {ha merc chance of eccuring a royalty are evidevt ly boring for sugar instead of sa't Ouvr sttention has besn called to the fact that early in the month of January Hen, H. W. Crook, introduced in the house a bill, No. 75, which aims to do away withthe abuses of the assessment sys- tem In reuard torailroad properiy. This blll is euperior in every respect to the one introduced by Mr, Troup at & much later date, and it is rather surpristog that M, Troup should endeavor to dlstract the leglelstare by Introducing his own bill in. stead of contenting himeelf wi:h cfforing amendments to the Crook bill, if any were nceded, Mr.Troup'sbill simply pro- p-s28 to continue the system of assesalug all rallroad proparty, excapting local im- provements, thr.ugh the etafe board of equalization, which mears the governcr, auditor and treasurer, This system is in reality In direct conflict with the constitu- tlon, which esys in article 9, sacticn 1; “The legislature shall provide such ravenue s may be necdful by levying a tax by valustion 8o that ev.ry person and corporation shall pay a tax in progortion to the valucof his, Ecz «r i's property and franchises. Mr. Olmstead, who bas evident'y been made the tool cf some desigairg money- sbark, hay iIntroduced into the bouse a brief but Ingeniously worded bill, No. 208, pretending to have for its object a reduction of the rate of interest. It provides tkat “avy rate of interert which may be agrecd upon, not exocecding olght dollars per year upen one hundred dol- lars, th:ll be valid upon any loan or for bearance of money, gocds or things in action, h rate of interest s)agrecd upon may be {aken yearly or for a shorter period, or in advance, if so expresly agreed, provided, thal no groater tnter- est thall be taken, directly or indirectly, fcr a shorler time than one year, tkan one dollar per month apon one hundrad dollare, or one per cent pcr month upon each dollar loaned."” At firet glance cne would suppcss that Me, Olmstoad proposes t> reduce the rato of interost from ten to cight per cent, Upon a csreful reading, however, of his amendment 1t will be seen that it ia nothing more nor lesa than an attcunot to restore tho old rate of omc per cen' a month, This is a move in the intereet of money sharks who deal in emall lcans on short time. The legitimate bankers arosatisfied with the present Inforest law which allows them ten per cent, and ac- ccrding to bavkirg custom they tike their intcrast In advancs every rixty or ninety days, which really gives them o litlo more thon ten per cont, The sbarks, however, probably think that it is eatiar to calculate iuter:st atone per cont & month, Figuring interest at t:n per cant per annum is a litt'e compli- cated. If the legislature, however, should strike out the last porticn ¢f Mr, Olm- stead’s amendment, and thus make the rate of interant eight per cent, without apy ifs or ande, Mr, Olmstead and hie partners would feel rather dlsgusted. W Tue BEe has received several letters urging the claims of various towns for the 1 cation of the proposed additional normal school, but we do not infend to publish any of these letters for the reason that we do mot favor any one location more than another, and becanse we are opposed to the establishment of another mnormal school at this time, when the people are sufforing from over-taxation, low prices, and general depression. The normal school at Peru is sufticient for all practi- cil purposes for several years to come. It has facilities for instructing from 300 t0 500 teachers in the course of a year. 1f 200 are graduated every year it will be an ample supply for this state, consider- ing the fact that the greater number of teachers in Nebraska are from other states, where there are normal schools with facil- ities equal to any afforded in Nebraska. Besides the sta’c university turns out every year quite a number of teachers, 80 also do the various high schools and the private educational institutions. The tax- payers of this state cannot afford o in- crease their alceady enormous burdens, especally when they are called vpon to endow an additional asylum for the in- sane and to enlarge all the benevolent and charitable institutions that are alveady established TaE supreme coort holds that the con- stitational smendment, extsnding the legislative session to y days and mak- ing the pay of members five dol'ars a day, was not carried. The leglelature will therefore have to conclude ifs businees within the limit of forty days and con- tent itself with the o'd psy of three dol- larsa day. Members who have been living at the rate of five dollars a day will now have to cut down expenses for the rest of the sosmsion, or make a lavy on the lobby. — THE way in which the senate has load- ed down the threecent passenger bill with amendments lias made that messure abuost worthless. 1t is the old story over again, It is easier for the railriads to capturs 17 men than 5l.
