A Special Election Calied to Decids the Conrt Hense Question, The Plans Accepted and a Limit Put to the Cost, Facts and Figures, An important decislon was reached by the county board of supervisors yeater- day, it belng thata speclal election should be had and the ques‘icn of bulldivg a new court houec and jail submitted to the paople, There were many reasons which led the board to this action. At the last special eloction held for this pur- pose the propoeition to build a new court hoaee was only defeated by 387 votes, and the proposition for a new jail by 266 votcs, 1t is very evident that there has been a great change of eectiment in the county slnce that election was held, and 1t is quite cortaln that a large majerity of the voters are now in favor of building both. Some objection has been made to holding a epecial election inatead of sub- mitting the matter at the general election next fall, but unless serious objections have been made egainst the latter. Tho expense of a special eleciicn will not exceed four hundred dollars, and it will then be removed entirely from political complications, 1t is also evident that a new jail muet be built right away, and the cosu of holding a special elaction to secure & new jall, would ba just as great as to hold vne for the coart houss at tha same fime. The board of supervisors sworn as they are to look after the county’s interent, find the county without any safe place for keeplng either the valuable rccords, or keeping prisoners. The title of every man's farm is in dangor of being affected by the records being destroyed. The county is also obliged to rent some places for oftices and coart room, and the supervisors have asceriained that, aside from the inconvenience of such an ar- rangement, the cost to the county will be more each year than the interest on the bonds, Aside from many such practical reas- sons, there is also the fact that Pot'awat- tamie county is one of the largesi, weal- thiest, and most prosperous in the state. The county is entirely out cf debt, and tkere is no neea why it should have the intereats of its citizens jeopardized, an- nual expenses Increased and the reputa- teon of the county disgraced by a crumb- ling old court house and jail, which can- not stand without props. The sherifl yesterday presented the board some startling figares as to the cost 'of keeplng the prisoners elsewhere. Unless a new jail is to be built this sea- son they will certatnly have to be kept somewhere else, and there is no place this side of Ft. Madison in the state, where accommodations can Le had for them, The costof taking these prisoners thore and bringing them back here for trial, would make an enormous bill, and the sherifi’s fees alone would make him a nice income. A«’hs said to the board yesterday, “Just give me the juil and you may keop the court houte.” His figures were as follows and were con— sidered low estimates, they being cn a basis that hs could take two prieoners across the state at a time, wh'ch could not well bo done always, aud it not the cost would be a gooa deal more. He figured on tho basis of an average of twenty prisoners per quarter. The ex- pense of carrying them to the peaifen- tiary and returning them for trial would be in three months §1,316. Their board and waching at 85 conts a day would ba $1,670 more, making for these items §2,886, and this being for only one quar- tor, a year's expenss would be $11,544 He thought that this would be found to be the lowest posiblc estimats, and it might reach $15,000 a year. This makes it evident that one half of that expenso paid toward a new jail each year would in five years pay for the jall. It has also been urged that by now voting for a new court honse and jail the isil could ke balle this sesson, and the foundation of the court house could be laid. Only enough bonds would be sold to pay for this much of 1o work, and the tax payers would not have to pay & cent adaitional faxes until 1886, as the tax would be levied next Scptember, and would not bs due till next year,and then payablo, under the new law, in two pay- ments, Then the next season the svper- structure could be built, the foundation boing all the better for laying one win- ter. That the people may know jast what they are voting for plans have ben a3- cepted, and bonds sre to be filed and published in the sum of $300,000 that the buildings sball not cost more than the amount tixed, and the bosrd reserves the right to make a contract with any lower bidder, o that while the court house caunot cost more than $150,000, nor the jail more than £30.000, the buildiogs may be put up as much ch as the board can get contractors {o bid, The date fixed for the spectal election is Tucsiay, March 10, Two distinet propositions are to be then voted on, one a8 to whether the board sball build a new court house, the otheras to whether they shall build a new jail. The plans selected are thoee of Eckel & Mann, of St Joe. It is proposed that for buildivg the court house not more| . than $150,000 bonds shall, under any cir- cums:ances, be iseucd, and as much less a8 the board cau get the building erzcied for. These bonds ave to be sold only in such sums as are needed by the prcgress of the work, 80 that the county will save as much interest as poesible, The bonda are to draw six per cent interc:t, payable semi-3nnually, and are to be sold for not than par. Taey will doubtless com- mend ® premium of two or thre per cent, which will cut down the interest still lower. In seven years afier they are issued !$30 000 of these bonés will fall due, in eight years §40,000, in nlne years §40,000, and io ten years §40,000. It is proposed that each year for rix years 8 tax levy of one mlill shall be wade, which will pay the interest snd which will hardly be fcl: by the tuxpayers Then a lovy wili bs mado year by yeor sufficient to meet the intersst and the princlpsl as i falls due, Before the ten years are passed, at the rate this i y ano county are growiog, the levy will be ex- tremely light, and of the whole amount this city, which now pays two-fifths of the taxes of the county, will be paying over & half, so there need be no clalm that Council Bluffs s tryirg to burden the rest of the comuty, 1t baving the larger share of the whole expense to bear itself. For building a new jail, it is proposed unot to spend more than §3,000. Bonds are to be issued for the court hous: 03e fall due until six years after the jnil is built, Then £6,000 will be paid each year until all is paid off. The tax levy shall only be one-quarter of A mill o year to keep up the interest until the bonds become due. The people have all the guarantocs offered that they can ask. They have s board of supervisors of thelr own choos ing, and one made up of men of known integrity and wizdom. Thave haye plans presented showing just what kind of buildings they ara to build. They have £300,000 boncs that the cost of these buildings shall not exceed the amount named, They have also the assurance that the board can and will let the con- tract for these bulldings to avy one who will put them up for less money than is voted. With all thess safeguards thrown about the people’s interests, and the fact that this great county has no court house or jail, there seems no good reason why the propositions should not be carrled by an overwhelming ms jority. What shall be done timet Yesterday H. H. Mar- tone, the proprietor of the skating rink made a_proposition to the bosrd to rent that building, but after looking It over, they concluded it would not apswer the purpose, and theydecided to stick to their former plan of holding court in the Masonic hall, and uslvg the lower floor for county officers. Necesealr- ly there will be great Inconvenience caused fand much risk s to the de- struction of papers and records, there be- ing no vaults, and the building not being fire-proof, but a watchman will be cm- ployed end precauntions taken even though extra expense is caused for the present, The plans of Eckel & Mann, of St. Jo, which have been accapted by the board, are now filed with the county auditor and will bascanned with greater interest than ever. The court house in Ita ex treme measurements will be 144 feet by 108, but there aro recesses sud abut- ments so that it is difficult to get at the actual measuremente, these being the extreme. From the foundation to the top of the dome is 158 feet. The build- Ing is to consiet of & basement, first and second flocrs, and will be built of stone, and made fite procf, iron beams, ete., being used. The building entrances on the front and two eides. In the bacement are three large storage vaults for anclent records, which do not need to be examined but seldom, one for the anditor, one for the clerk, and one for therecorder. The vault room for these old racords ara said to be equal to all the vault room shown in other plans. Thera are also tho base ment, rcoms for county board of agricul- ture, assessors, surveyor, superintendent of achools, janitot’s room, boiler and fuel rooms, etc. On the first floor are offices for the auodlter, fcounty boerd, recorder, clerk, treasurer, sheriff, county attorney, grand jury room, ete. On the other floor are the district and cireult court rooms, a room for the judge, a small room for the clerk, jury rooms, bailiffs’ rooms, etc., a large goom for the attorneys, opening into each court room, and a corresponding room for the hold- ing of probate court, or for public meet- ings of the board of supervisors, etc. All the corridors for public use are to be tlled. To all the windows of rooms where records are kept there will be steel rolling shutters, wnich, when pulled down, render the rooms fire proof and burglar proof. Thera are also vaults pro- vided for each office. gThe plan for the jail is romewhat tamiliar to the public, as it has oveen on file here for some time, It is to be an iron revoiving jail, the cell rooms being In three tiers, and so arranged that only one ceil can be opened at a time, thus preventing all possible jail breaks.
