Some Objections to a Speciat Election, In accordance with the request of the board of supersisors, a large number of representatiye men of the county met in the Masonio hall to talk over the advisa- bility of calling a special eleotion to sub- mit to the people the question of appro priating £150,000 for the building of a new court house. Daring the forenoon the plans present- od by various archltects were examined and explained, and In the atternocn & mecting was held. 1t was called to order by N, H. Bowman, and A, Gifford, of Waveland township, was made chalrman, with Wm, F. Bosbyshell, of Carson, as secretary. There was a great deal of disorder and confusion attending the organiza- tion, mostly caused by = man from Knox county, whose name could not be learned, and who kept contlnually bobbing up and lettlng off gas, he & being evidently bent only on opposing Council Bluffs, oppostng a_court house, opposing the west end of the county, opposing taxes, opposing harmony, opposing every- thing but himself, and his township. But for this thorn in the fl:sh the gathering would have boen quite a deliberative body and would have quickly transacted the business for which they came togother. There was a motlon that when townships had not eont delegates, that any present from such townships might chooss & ropresentative then and there. Tho lit- tle objector opposed this for he thought Council Bluffs would then get & repro- sentation, no conventions having been held here, but numerous citizens being present. After a little storm the motion Was carried unanimously. The following roll of delegates was then prepured: Belknap—J. O, McFerrin, Boomer—W. J. Haines, Center—A. D. Putnam, Carson—Wm, F. Bosbyshell. Mr. Cuppy objected to the time limit, olalming it was a plece of gag law to which he would not subimnit, and threat- ened to withdraw from the mecting 1t it was enforced. The time limlt was then dropped to satlsfy him, who was the firat one to overstep that time. The reports of the delegates showed the following feel- Ing in the various townshipa: Belknap—Agalnst a special eleotion, but in favor of submitting a reasonable amount at the mnext general electlon, Think $150,000 is more than is needed, but would be willlng to vote for that amount at a general election. Boomer—In favor of a epecial election and in favor of appropriating $180,000. Center—Opposed to any greateramount for court house and jail than $150,000, and opposed to special election. Oarson—Think court house can be built for less than $150,000. Would not vote for more than §110,000. Crescent—In favor of building a court houte and Infavor of a epecial, election, Cost of court house and jail not to ex- ceed $180,000. Grove—Not In favor of a special elec- tion, but in favor of submitting a propo- sition not to to cost $90,000, at general election. Garner—Deslres a court house to meet neede, but not to exceed $150,000, unless more was needed to make it fire proof. It should be euflicient to meet all needs, even if more was needed. In favor of special election, Hardin—1In favor of a court house and a good one, costing about §150,000, In favor specfal election. James—Opposed to a spectal election, Willilng to vote a reasonable amount, $100,000 or less, Keg Creek—Mr, Underwood declined to speak, only for himself. Lasttime gave an overwhelwing majority, aud would doubtless vote for $150,000 court house and favor specisl election, Knox—Want to walt a little. No hurry. Willing to call special electlon and vote money for a jal, but not a cent for a court house in Councll Blaffs at prosent, If special election called on court house question, Knox would not give ten votes for it, and would also favor moving county seat to geographical centre of the vounty. Lincoln—Opposed to a speclal election, Too costly. Think $150,000 would do for court house and jail both, Lowis—At last speclal election only one vote sgainst the proposition, Same fecllng doubtlees exists now. Minden—In favor of a court house costing $100,000 and a $50,000 jail. Macedonia—In favor of $110,000 for court house and $40,000 for jall. No special electlon, but in favor of submitt- ing it at general election, eola—In favor of court house and jail not to exceed $150,000, Opposed to speclal election. Pleasant—In favor of court house not to exoeed $100,000, and opposed to spe- clal election. Rockford—In favor of l}saclll election at once, submitting propositlon of court house not to exceed $150,000, Sllver Craek—In favor of a good court house not to exceed $150,000, Opposed to nyou[ul election. Valloy—Not in favor of speclal elec. tlon, or of new courk house for the pre ent. Washington—Call for election prema- tare, Not ready for It yet. Opposed to special election, and favoring submistion at general election. ~ Think £80,000 wonld be sufficient for court house. Would opposs anythimg above £100,000, and 240,000 for jail. Waveland — This part had felt the spirlt of divislcn but that had dled out. Think county needs court house. Think £100,000 would do for court house and 840,000 for jail, but if there was need would vote for more, Townskip divided on question of speclal election, but ma jority favor special election. Wiright—Opposed to special election; opposed to £150,000—too much., Wil vote for 110,000 for court house and jall, §85,000 for court house, and &35, 000 for jail. York—Opposed to specisl election, and think £100,000 enough for court house, and $25,000 fo. jail. Kane Township— Favoring coutt house not to exceed $150,00 rat Ward— Favoring rpeclal election, a £150,000 court house, snd the present site. Second Ward— Favoring a court house to cost at lenat §150,000, and favoring & spocial election. Third Ward—In favor of building a court houee, if_people of the county are willing to build one to meet the wants, not of the day, but for years to come. Otherwise the voters would opposo & court house. They favored a good fire- proof bullding, and nothing less. They thought £150,000 wounld put up such a building and would oppoie any amount above that. Fourth Ward—In favor of building a court hovso as cheap as possible, not to exceed £160,000. Probably $125,000 would do for court house and $35,000 for a jail. The report showed a far different feel- ing to exist than when the question was submitted at the previous election, It became {evident that now a very large majonity will vote for a new court house, the only difference of oplnion being as re- garas the amount to be expended, and whether a specfal election shall be called. The objectors to a special election and the objectors to the expenditure of a sum not to exceed $160,000 appeared to be fow, and not to be strongly urged, and the board will doubtless teel justified now in calling the election. No formal action was taken by vote or resolution beyond the reports rendered. and the delegates adjourned about slx o'clock, apparently 'good-natured and ready to yield all personal motives for the sake of the general good.
