One Arrest Made and Others to low to Break up the Petty Sneak Thieving, o For some time there has been great annoyance caused by the steallng of news- papems. Subscribers have missed papers carricr boys have been scolded for neg- lecting their work, and much trouble has been caused, All the papers in the clty have been annoyed more or less In this way, and this becomes 80 great that steps have been taken to break up this sneak- thieving. Some have though! that much of the trouble has been osused by news: boys steallng papers from subscribers and selling them, but it secms that much in- justice has been done to the boys, as boys of a larger growth have been doing most of this stealing. To protect the boys as well as the subscribers, Tie Bee has lately stamped ‘‘News Boy” on all papers sold to the ooys for sale on the streots 8o that any boy found selling papers not thus marked may be brought to the front and made to explaln. One of the ways worked by men, old enough to know better, is to step up to the door of some business house, early in the morn- ing before it is opened, and taking the paper from the latch stand and pretend to read it until any passers-by has got out of sight, and then walk off with the pa- per. On account of this late watchfulness one young man yesterday found himself in a very unpleasant situatlon. James Keith, of the Nonpareil, saw him take a paper from the door of the Pacific house barber shop, and putting it in his pocket, walked down to the Broadway hotel, next to the Nonparell office. Keith watched him, and as the young man sat at breakfast, reading the paper, Deputy Marshal Bates walked in upom him, ar- rested him for _ larceny, and locked him wup. Later in the forenoon he was brought before Judge Aylesworth and the facts set forth, He gave the name of Robert Moore, but it appears that his real name is James Owen, He has been a bookkeeper for Cooper & McGee and other house here, until lately he got out of employment. He offered to bring in numerous wit- nesses as to his good character, and while not denying taking the paper, explained that he did not intend to keep the paper, but simply read it aud return it tothe door in fifteen minutes or so. He ,said he was in the habit of buylng his papers, but did not happen to see any newaboy on his way to breakfast, and thought it would do no harm to borrow the paper. Juage Aylesworth sald that 1f it had been a sack of flour or something else, this explanation could not clear away the charge of larceny, but its being a news. p?ar he felt like glving the benefit of a doubt to the young man rather than enter up a judgment sgainst one who had borne a good reputation. He accord- ingly let him go. It 18 safe to say that the young man will learn a lesson from the humiliation caused by the affair, and it is hoped that it will serve as a warning to others, The newspaper men have determined that this annoying pilfering shall be stopped, and no matter how ‘‘high up” parties may be, arrests are to be made as fast as the acts can be detected. Seaman, ——— More About Street, There has been some criticism ex- pressed as to the action of the county board in having ex-Clerk Street charged with embezzlement. Col. Keathey, the county attorney, nsrrates the following a8 one of the facts justifying the board in its action: About two years ago one Patrick Ratigan was convicted in the district court of an assault with intent to do great bodily injury. This was in con- nection with a well known homicide case. Judge Reed fined him $500, and the costs amounted to $670. The statuc s as plain as the nose on a man'sface that all fines and forfelturee go into the county treasary for the benefit of the school fund, If the county owed Streeta mil- llon dollars for salary as clerk, he can't retain one cent of a fineor a forfeiture, because neither fines nor forfeitures be- long to the county, but belong to a spe- olal fund.
