The Democratic Conucil Making Room Fer Another Democratic Alerman, The Mayor Allowed One Thousand Dollars for Getting Bonds: Other Business of the Council, Tho oity council met yesterday after- noon, and, wonderfal to relate, all the aldermen were present. Coneiderable time was spent In read- ing up the old minutes, which had been neglested for nearly a year. It was dreary, monotonous work, but the clerk commencing with June 22, kept on read- ivg through the psges, the aldermen sponding the time chatting with each other and the mayor undergoing an in- terview with John Jay Frainey. The clerk read up the minutes to September 2d, and then the council proceeded to other bualness, It was decided to re- sume the reading this afternoon, and not to take up other business, unless, as the mayor by a slip of the tongue In putting the motion, ‘‘unless the entire council should happen to be full as they are this afternoon,” The only important change in the min. utes was a correction to the effact that a five-mill road tax should be levied on what are known as agricultural lands In- side the clty limits. The bill of McAuley & Co., the sawer contractors, for extras, amounting to $1,2656, was allowed, The city attorney and Aldermen James and Mynster reported, recommending the payment of $500 to Mrs. O'Rourke, in sottlement of her claim for damages against the city, on account of a fsll on the sldewalk on Main street about three years ago. The case has been dragged along in the courts until the witnesses for the city is gone, and what evidence there is seems In favor of the justice of the clalm, On thelr report that amount was accordingly allowed. The bill of Wickham Bros. for $392 to cover the dlscount at which they had to sell the city warrants recelved by them in payment of the work done was re- fered to the clty auditor. The ordinance defining the limits of the wards was read again. The lines of the Yirst, Second and Third wards were by this new ordinance left about as before, with some slight changes. Ald. James moved as an amendment to the ordl- nance that a slice be taken off the west end of the Fourth ward, and a new ward formed to be known as the Fifth, The slice thus to be taken corsisted of all south of Broadway and west of Twelfth street. The amendment was csrried, and the city attorney instructed to draw a new ordinance embodying these changes, and report it at the next meeting this af- ternoon. Thecity engineer was also added to the committee. The bond of $1000 and the contract of Frank Murphy for filling Sixteenth and Seventh avenues were approved. The bond of $500 and the contract of John Stewart for filling a portlon of Sixthjavenue were approved. The work was done long ago, but the contract and bond had been overlooked. The bond of $200 and the contract of John Flagelow for tne filling of a portion of Sixth avenue was also approved. Ordinances for the issuing of more fm- provement bonds to cover the expense of paving the street railway and the wide places of Broadway, and also the ex- penses of paving inspectors, printing bonds, selling the bonds, ete., in fact to clean up the present paving contracts, were read and referred. The report of the committee recom-— mending that the mayor be paid $1400 for selling the bonds was brought up agaln, gAlvl. Mynster movad the bill be allowed. Ald. McMahon seconded it. Ald. James explained that he was not present at the meeting at which the mayor was Instructed to go east and sell the bends. He thought the proper way was to negotlate the bonds through the banks, but the councll had laid itself liable, and he thought the mayor counld recover in courts a reas mible compensation. In view of the petitlons of citizens and the opinions of lawyers Including the city attorney, he felt like voting for a reason- able amount, and would vote for $1,000. The mayor read the opinion of Mr. Rogers, already published in Tue Bek, showing that it was a legal clalm. The mayor said he would not do such a work egain for $5,000, but whether the council thought was right, he would abide by. Ald. Gelse moved as an amendmet that $1,000 be allowed the mayor, and aked Ald. Mynster “‘are you satisfied?” Mr. Mynster replied: *‘I presume so,” and then the vote was faken, all voting “ayo"” except Ald, Siedentopf, who voted against it The ordinance providing for taxing in- surance companies dolng business here was called up. The mayor sid that somo one had brought him part of the proceedings of the citizens' association Iately organized here to watch the in- terests of the city. He found that the minates were all made on sheets of paper bearing the heading “*Towa and Nebraska Insurance Co ,” and from a list of the names which he had in his desk, he saw that one-third to one-half of them were Insurance men. It was eyident to him that they were golrg to try to keep the council from passing any such ordimance, and this was the real purpose of the or- ganlzation uader the garb of “‘protecting the city's interest.” He, therefore, fav- ored pushing the ordivanse throvgh. Ald, James, the father of the ordinsnce, Enlorud to have It go over, however. 0 over It went without further discus- slon and the council then adjourned till 2 o'clock this afternoon, HOT BLAZES, About §4,000 Worth of Swept Away, Property About 1 o'clock yesterdsy morning fire broke out in the second-hand store of 8. Goldstein, on Broadway, just west of Scott street. The origin of the fire s not known, The building isa two story brick, the first floor and basement belog occupied by Mr. Goldstein for second -band guods. A large amount of rage, several car loads, were stored in the basement, and the fire seemed to be confined mainly to these. The upper part of the buildlng was used for sleeping rooms, avd the choking sensa- tion caused by the dense smoke aroused a boy sleeping there, aud be gave the alerm. The flames soread rapldly, and there being s strong wind, the blaze was s hot one to fight. Those slesping upstsirs were glad enough to get oat without waitirg for clothing The firs department tucceeded in keep- R ing the fire confined mainly to the first floor and basement. Several holes were burned through into the second floor but the greatest damage there was caused by water. Mr. Goldsteln was in Omaha at the time.
