THE DAILY BEE TEAPOT TEMPEST. 01 Supervisors Charged with Assaull. 0'hers Summoned a8 Witnesses, The Fun May Not Prove So Funny in The End. Tur Bee yesterday gave some of the detalls ¢f the storm raised because the county board of supervisors cut down the the bills of Justices and constables. One of the incidents was the personal confab botween Constable Wesley and Supervisor Graham, Mr. Wesley gave Mr. Graham due notice that if this was the way a democratic beard was going to treat the bills of democratic cffice holdera there would be & cleaning oyt at the next eloction, Mr. G pluckily and frankly replied that he aid not prapose to allow democratic steals any qutcker than republican steals, and as words waxed warm, Mr. Graham pushed Mr. Wesley away feom him, Yesterday morning, Mr. Wesley filed a complaint_before Justica John Jay Fratney charging Mr. Graham with assault, and subpoonas woere isened for the members of the board as witnesses Mr. Graham, by his attorney, Col. Keatley, had the cate con- tinued until Webruary 4. The brard meoets on the 29, and hence this will be a convenient t'me for them to appear as witneases, It is whiepered that the case is to be dropped, but Mr, Graham has got his good Scotch blond up, and he won't have it that wsy. He has done what he am thinks right in protacting the interests of the county treasury, and he does not propose to be bulldoz:d or teased out of it. Those who hava known him bere for thirty years noed no assurance as_to his honesty or his nerve in standing by what lie deems right, He says that if it Next Thursday evening there is to be an oratorical contest at Tabor collega to select a reprecentative t) the state colle- glate contest. Further Criticism of Dr, Bellinger's Gourse. An lovestigation to be Made as to Poor Tom Williams' Oorpse, The board of health held a meeting yesterday afternoon, the chief occasion beiog 1hs fact of another case of small- pox being reported in Stroestsville, the viclim being a son of Mr. Isaac Doty. It was reported that Dr, Bollinger was at- tending the case, and that the house was not quarantined, nor did the doctor change his clothes or take other precau- tions deemed{necessary, In vlsiting the house. The clity physician described the precautions used by himself, consisting of put'ing on & rubber coat, a cap with an apron, leaving only ahole for tho face, 1o binding of a sponge over his mouth, the washing of his hands in solations, eto. The bosrd thereupon passed a reso. lution requiring Dr. Ballinger to use the eamo precantions. It was also decided to subpena Drs, Pinney, Macrae and Green to appear before the board at a wmeeting this afternoon, and give their | C: opinions as to what precautions it was necessary for a vieiting physician to take, and of the danger of sprewding the dis- easa by phyricians visiting other casea while attending smallpox, Another drive was made at Dr. Bal- linger. It appoars that Tom Willlams, an old man who has lived hare for twenty yeare, unfortunately died a psuper, and under the law, the body not being claim. od by friends was turned over to Dr, Bellioger for lnspection. 1t was stated that the doctor had cut up the body, at his office., had boiled 1hs bones, burned the meat, ete, and that therc wasa etonch isulng from the place that was almost unbearable. A committee wi appointed covsiating of Aldermen Mynster, Siodentopf, Jones and Mo- Malion to investigate, and ree whether the county board of supervisors had glven permission tor the body of the old mwan to be thus treaied, Among the business transacted was tho ordering of the Doty 80 quarantined, The opinlon of Mr. Ward, the archi- *, to the efiect that the court house t present safe wae placed on file. It was decided to meet szMn at the clty bullding this afterncon at two o'elogk, te » has como to a pass when, as a membor of the county boazd, he cannot act as he thinka squarely withous being avrested, it i3 1ime for tne citizens to wake up. Thers has been & general pub- lic feeling that some justiced and thoir officers have put in bills larger than was just, and many cltizens will gladly see the board cut all bills which thsy are convinced are tco great. One thing is certain, thesy who have had bills thus cut have a legal reconree. They can appeal to the courts, and the courts can decide what fs just aud fair, This gecms preferabls to having personal altercations snd gotting casss started on technicalitios, timply fo annoy and harags. Mr, Grabam promises to stand right by now, and be more watchful over bills then ever, and if he keeps the track he wlill doubtless be able to show up some facts which will prove interasting to tax-payers. FURTHER FACTS, Rev Mr, Bovell Tells How He Was Deceived in Regard to the Home ot the Friendless, To the Editor of TuE Bre. In your issue of the 13th inst., consid- erable is said concerning me in my rela— tions to the Home of the Krlendless of this city. 1 am satisfied, in the main, with the way you state my cage. Yet it scoms to me that in view of the represen- tatlons which there appear as made by Mr. J. G, Lemen with regard to me, I am called upon to make a public state- ment, over my own signature. News- paper notoriety is exceedingly distasteful to me; but I am forced to take this step. I am not willing that the public should be led by my silencs to bslieve that what Mr. Lemen saya of mo is true. In the first place I desire to say that 1 am in no way responsible for the rumors that are afloat in the commu- nity or the articlcs that have heretofore appeared in the paper conccrning the state of affairs at the Home. When I have been sollcited to give information on the subject I have (with the exception of two cases to parties who would not tell it to other parties and who from thelr re- lat 0ns to the Home had a right to know) deolined to speak anything further than that 1 had severed wy connection with the institution. I refused even to give the reason for this step. My plan was to retire quietly and do nothing to in- jura the institution oz to cripple its man- agement 1a its work, 1 did not feel that 1 was called upon to publish him and the Home, although I could not consistently continue In the Work longer myself. The first instance in which I left the position was when T BEE representative came to me and informed me of what Mr, Le- men had said concerning my being dis- missed by himeelf from the work, It is absolutely false that I was dis charged.” In the firat place, I never was an ‘‘employe.” I was taken Into the work as an associate and equal and not as & hireling, In the second place, I resigned my position. This occurred on Mondsy, Uecember 15th, and the resignation was accepted on the ®kame day. Mr. Lemen iutimated this to Mr. Garman within half an hour after it occurred, and he stated it directly to another rellablo witness a few days after. Yet, he fs published as having said to Tue Bee man that I and another party were ‘‘discharged employes,” 1 hiave waited these four days to see if he would correct this error, and now that he has not done so 1 hold him responsi- bla for the base fabrication, It ie n gross falechood that I ever had an open quarrel with the matron, Mrs, ompton. There wers differen: and rents, but the man that says 1 ever quarreled with Mrs. Compton or any momber of her family misrepresents me. Thad my judgment concerning a certain point of Home management, and in this judgment Mr, Garman fully agroed. 1 expressed this judgment frankly and foreibly But T said to Mr, Lemen again and aza'n in the presence of Mr Garman that T had not one personal feeling in my hear( against the matron, Yot it is reported and {hs re. port remains, s> far, uodenied, that, the whole trouble srose from the fuot that Mr. Bovell and Mrs. Compton could not agree aud that he had got tired of being & peace-mnker, and that he had discharged them coth.” For this false hood I hold him responsible. Again, i1 the published report ls cor rect and undenied, he says that Mr, Bovell and Mrs, Cowpton “*have become friends and are attacking him.” There has baen no such unity of efiort in the assault. Mrs, Compton does not need my help in pleadiog her case and I do not nead hersin pleading my own. Iam no morg fxendly towards her to day than I have been every day since I firs: knew her. Tam ¢ g now In self-defence and I never should have taken this step had I not been driven to it hy hie con- temptuous treatment of me when T went fo him to ask if he raid the things that are charged against him, Since all these grots misrep!e concerning my menner cf retiring from conneotion with tho institution, coming from Mr, Leman himasif, have been giver to the public, I feel called upon to state what were the real reascns for the slop. This is scmething I never expected to do. butin justice to myself and the people 1 can no longer keep quiet. Wa were gotten hera on misrepresen: Ido scouse Mr. Lemon of conssientiously misrepresenting every- thing to me. cannot teo motive cnongh on his part to fndace me to thlnk this of him. But the result was ths same. I was misled 1. Affairs in the church we found al- togother differcnt from what we had teen led to expect. 1 was to be the co pastor of the church and I was given to under- s'and that all outside opposition had eub sided and thatall 1 had to do was {o come and throw myself into the work and push {t; in fact, simply to do_the prover work of tho church,” When I got here Isoon foand a lamentablo state of {hings, 1a pastoral calls I had to apolo gize for the existing state of affairs, es pecially for Mr. Lemon and his arbitrary methods of proceedure. The way was blocked before us aad I _soon beoame disheartened, cloaly that no progre change was mado, pointing to us, Thon when a change was forced upon us from outside pressure that could not bo withatood, the church was disbanded and I was practically rotired from the work of the ministry—a thiog I had nover contemplated in coming to the city. To be sure, when I resigned at the Home, I was torving as supply of the Baptist pulpit, but I regarded this as only a temporary arrangement, Although Mr. Lomen professed to have retired, yot he continued to intermeddle, march ing into the pulplt without invitation, and in other wsys, ehowing that he in- tended stil to ccntrol, practically, tho courss of things, This matter of the church was my gzeoat disappointment, but we were aleo accolved about the prospects of our belng able to build up a good echool. Wo werc given to understand that thers was noth- ing to prevent the success of the school except ‘‘the common indifference of city people to anything like a newenterprise,” Wo found, on the contrary, when we had been here a short t'me, that there was such an Inveterats prajucica againit Mr. Lemen, and the Home of the Friendlees, as conducted by him, that it would be impossibie to build up any thing like a successful school. We found our- selves engaged in a hopeless tatk, It was represented to me that I was to be assistant mnasger of the Homo and my name so appearcd in the Home paper and also ss member of the executive committes. I was tohave a voice in the business mansgement of the institation. Bat faith wes not kept in this regard. On onc occasion I was bluntly told that I was nct asslstant manager at all, that I was simply called such by way of cour- tesy. Agalnafter iz was setuled I was to bo asslatrnt manager in reality. when it came convenient for him to do 8o, he withdrew all rights of the office from mo and told me that for a time at least there was to be no more con- vection between me and the inter— nal management of the Horre than if I had never gone into the work at all, In the business management I had no volce, unless there was a special polnt to bo gained by his coneulting the execu- tive committee. Mr. Lemen scceived the funds and dssbursed them at his own will and pleasure. The secretary never eaw the letters of the ‘‘association,” and did not do the correspondence, treasurer did not receive the funds, and knew nothing more concerning the busi- ness of the institution than I did myeelf. Yet our names stcod at the head of the “‘Christian Home,” as an executive com- mittee, a guarantee to the public that the bnsiness of theinstitution was being hon- estly conducted. It gives me pain to parade all these things to the public gaze. I commiser- ate the weakness of a man who thu, alienates his best fricnds and abuses them without cause. I came to this work be- cauge I believed in Mr. Lomen as an honest, sincere man, and I did not even to investigate the trouble lic had had be- fore 1 knew him, to know whether he was in tho right. I aesumed that. I fully credited his story and his explana- tion of his past difficoltles. I came into this work because it was represented to me that, in a year or two, we could have from fifty to two hundred orphan children under our care and could give them a good Christian education. I did not plrn to give my time and my wife's labor to the train- ing of eight or ten orphans, We believed in the feasibility of the plan and the truth and honor of the man with whom we were to labor. I ought to have made more carefnl inquiries before I came into what 1 supposed was to be the work of a lifetime. But it was my faiil in hu- manity that deceived me. All that Mr. Lemen can _truthfully al- Jogo againet mo is that 1 proposed to withdraw from all association with him and all connection with his work. To this charge I plrad guilty, If he dares to show the artlcles of sgrecment that were signed by himself, myeclf and Mrs, Bovell, it will be evident to any one that in financial matters he has not kept faith with us, We account this among the least of matters, and had all things olso been satisfaotory, just as wo were led to believe we should find them, we would have been content to have labored on and to have borne anything in the way of self-denial and sacrifice that might have been Incident to 1o success of the plans we had In view.
