Secretary Chandler says the dopartment is contivmed in_the opinion that the criticisms advanced last year against new ships were of little moment or based upon theories at variance with the progress of mod ern ship building. Comparisons of epeed be. tween the new cruisors and great Trans-At lantic racing steamers are untair, because the latter sttain their speed only by sacrificing oualities essential to ship war. ‘They are un- protected, unweildly, and of enormous draft and dimonsions, The number of them pos. very high speed is small and the new cruisers could overtake minety- six per cent of the merchait steamers in the world, The rate of speed as- siguod the new ships are based on very con servative culoulations at their probable per- formance and they will undoubtadly exceed the estimate, but the first nnarmored cruisers of the new American fleet are not intended for comparisen in speed with the unprotected racing ships of enormous size or in the defen- sive power with the modern iron clads, The socretary recommends the construction of seven modern cruisers annually for a period of ton years, Such a plan, he says, while conforning_to the conservative demands of sossing our mational policy and afford- ing ample time for _ adopting every mew device in the construction would give the country, at a moderate cost, and an_adequate training of its officers and maintain its safety and honor.
