Tho city treasurer’s explanation was that probably on Monday Mr. Vaughan made some arrangement for the sale of the bonds, and that that part of the trans- action was senv by mail, reaching here yosterday. Wednesday the salo was prob- ably completed, and then Mr, Vaughan tolographed. 1t appears now that Vaughan has sold the §40,000 of inter- section bonds and that they were sold at an equivalent of 09 cents on the dol- lar. It is said that these were the choicest of the lot, and ought to have brought a premium of two per cont., as they were longer time ones than the others, In previous negotiations it had always been the talk to put only $2,000 of these long time bonds in with §7,000 of the shorter time ones, so as to bring them up to a better selling average. Now it seems that these are sold in a lump, the best in the lot, and hence it is ex- nesday night City Treasurer Clausen tele- graphed Mayor Vaughan to, sign the bondsthat he had in his valise, or in the safe of the Astor house, and take them to the bank and get a receipt for ali the bonds in the name of the city treasurer of Councl Bluffs. Yesterday morning as the Rock Island passenger pulled out from the transfor an open switch caused the engine to go off the track, together with the baggage car. Fortunately no one was hurt, and the passengers were at once transferred to the coaches of another train, which had Jjust arrived and sent on their Jjourney in those. One of the officers of the institution for the feeblo minded at Glenwood ar- rived yesterday after tho two boys who were found wandering around here, and who had escaped from the institutions. The boys had little to say, when he came, about having been abused at the institu- tion, simply complaining that they had not been paid for their work. One of the two boys has run away from the institution several times before, C. 8, Clarke, of the Evening Herald, was yesterday about to enter the bindery of the Nonpariel office to soe his sister- in-law, when Judge Hubbard, the editor, cavght him and pushed nim out, it being claimed that Clark had been forbidden to enter the establishment, and Hubbard foeling just like enforcing the order of ejection.
