The ladies of the First ward in Council Bluffs met on the 31st of July, at the residence of the Rev, J. Palmer, treasurer, Mrs, Hammer, Mrs.Sherwood, Mra, Bean, Mra, Fair, Miss Mattie Pal- mer, Miss Iday Pruyn, Miss Carrie Bur- gess, and Miss Dachtler were elocted di- roctors, The object of the soclety is to raise funds to purchase a building in which to hold their cottage prayer meet- ings, which were commenced last winter at the residenceof Mr. J. Those Who Claim It Multiply Tn Numbers, The Chief of Police, Skinner, to Have $300 for Getting a Postal, The capture of the desperado Reynolds was an exciting event, but in police cir- cles the division of the $1,000 reward offered for him, is causing aboutan equal commotion, As has been already stated, the police force on Its organization under the new city administration agreed among themselves that they would put into a pot all rewards gained, and divide even, but a short time ago some claimed thas others were not putting their extra earnings into this common fund, and there was a cry of *‘no fair,” which caused a sort of break-up. Now that the $1,000 reward is to come in a lump, there has been an attempt to revive the old plan, and let the fat be divided, but this at- tompt has tallen through, It has leaked out that the agreement reached by Officers Towns and Hurley with the sherifls who were here was to the effect that the $1,000 should be di- vided equally between the Chief of Po- lice Tom Skinner, and Officers Hurley and Towns. This may be a surprise to many, as in the community there seems to be a general feeling that Hurley and Towns ought have the $1,000, and then if they want to ‘‘tip” anybody for any pointers they could do o but i strange that the chief of poli needs claim one-third—over $300 - and for what? The excuse is mado that he got the postal card, giving a description of the man Reynolds, and that he gave this description to the officers. He, too is the chief of police. He has to stay about the office, receiving and answering letters. He cannot get out and hunt down these criminals for which a roward is offered for their capture, He gets no large salary, and not having the oglportunity for outside business, he shall got some share of the rewards. 1f he shall not giva the policemen the in- formation he recelves by mail they would got no pointers on which to get these rewards. In the particular case, it is said, he stood on the corner and saw the man escaping from Officer Towns, and directed Officer Hurloy’s attention to it, and the latter started on the run, and being more speedy than others, got there first, and downed him at the risk of beinstklllod. the fellow having a re- volver dtawn upon him, and being a orack shot. For this and other reasons it is thought that Chief Skinner should have one-third, It has leaked out that Officers Hurley and Towns were persuaded to glve the chief one-third for fear that if they did not, their positions on the force would be made 80 unpleasant they would have toresign, or else that in some way they would have their hoads taken off.” Tux Bex man asked Mayor Vaughan about this yestorday, the mayor being the head of the police department, and it being in his control, and the agreement having been made in his oflice. He frankly ad- mitted that such was the understanding, but said that Oflicers Hurley and Towns voluntarily entered into it, and were not forced into it. He said that in his opinion the money, all of it, really belonged to these two oflicors, and it was their's to dispose of. If they did not want Chief Skinner to share it with them all thoy had to do was to come to him and to say so, and Skinner's name should be stricken out of the written contract, which was in his safe. “But how will that affect their posi- tious on the forcel” “‘It shall not affect them at all, The money I8 their's, and if they want to Nigger Buckuer they can do “so, or to any other man. 1f they do not want to give any of it to apybody, they shall be | - protected in keeping it. The two railway men still claim the roward for giving pointers, and a railway lconduulur is also fixing up some kind of a claim for giving another pointer. All these snide claims, however, seem to have little probability of being met, but the fact of a written agreement in the magor's safe, that the reward shall go to Skinner, Hurley and Towns, looks as if the chief was pretty sure of getting as much asif he had risked his life and really captured the desperado. The magor denfes that he wants one cent of the money, but as he is the head of the department and Chief Skinner is but an officer of his creation, it seems that he is as much entitled to a share as is Skinner himself. Some of the Ludicrous Incidents of the Congressional Confab, Thero is an increase to the amount and livelinens of politionl gossip, as the time nears for the holding of the republican primaries, which are to meet next Monday night. Who will the Pottawattamio county delegates favor for congressman? That is the conundrum. The dear old grandmother yesterday called her little group about her, and read to them out of her scrap book, some alleged interviews with supposed congressional candidates. She gave four names, Manning, Chapman, Sapp and Wright. The old lady gave at length what Colonel Chapman thought about his chances, gave a hint as to what Colonel Sapp and Mr. Wright thought of their chances, but did not pretend to interview Lieutenant-Governor Manning. Why was he aki) Is it possible that the good old lady is so getting into dotage that her memory is failing her, and that though mentioning him, she forgot him before she had read half a column to her children? Can it be true that the good old lady has taken a whim against Man- ning because he will not buy her scrap- book? Oh, ro, it can't be so. It is sald that the colonel, who was for- merly guardian of the old lady, got very nervous the other day, and sent for Geo. Wright to come to his house. A lengthy interwiew was had (the purport of which is said to have been ‘‘anything to beat Manning.” Then the nervous colonel went up to see the old dmother, and she getting to be quite deaf, he sat down at the ubf- and wrote her a long com- munication, Was it the same it the old lady read yesterday morning ' to her little circle of children? Quite likely. The colonel on being interviewed, says: *“I belleve in giving the people a chance to indicate their preference. 1 they should happen to want me for a candi- date I am where I can easily be found,” and then he proceeds to say that he may be over-sensitive, but he cannot bear :a eeek office. The interview, no matter by whom written, has caused a little comment among those who delight in discuasing the political matters, and has given rise to numerous reports, one beinz that it is Congressman Pusey’s opinion that Chap- man will slyly capture this county’s dele- gation. Another that Chapman will not support Blaine, and that he will support no republican nominee for congress, unless it shall chance to be Chapman himself, and still another report is that Chapman will be put on the democratic ticket for congress. he is going to do all those things, but it is evident from the talk that there isa general feeling that he is willing to take almost any route to get there.
