Frank's future promised GRAY MEDICINE (0., suffal bats [ to be exceptionally brilliant. He served throuvhout the war of the rebellion on the confederate side, as also did his fath- er. And when the War was over they both mounted to positions of influence by occepting the reconstruction acts and the then new order of things in the south. The father became chief justico of the supreme court of South Carollns, and died while holding that position, Frank became a member of the logislaturo, thon speaker of the house, and subsequentiy, in 1870, governor of tho state, succeeding Gen. R. K. Scott, who was tried for murder in 1881, in Ohio. There was a time when Moses had con- trol of almost unlimited wealth, rolled in luxury, and sported with wantons and libertines with tho profuseness of an castern prince. To-day he has hardly a friend in the world, and, broken, gray, seedy, he ekes out a slender subsistence by his wits. If a novelist were to weave the many incidents in the life of Frank Moses to a story, that novelist's methods would be called sensational and somewhat improbable., The period of reconstruction in the south was Moses' opportunity. His fall was the natural consequence of an ill-spent lifo, and not of the end of the era in which he It was said of Moses long nagnifeont Higham BAND INSTRUMENTS Tt v vin Woreo. Malied fros, Addresy LYON & HEALY, flourished. Moses called upon K'reeborn G. Smith a piano manufacturer in New York., and reprosenting himself as a brother of Gov. Colquitt, of Geor got Mr. Smith to cash a check, which afterward proved worthless, for 8176 When arrested on this charge he was identified by E. W. Crowell of the Pheenix insurance company of Now York as & man who, on Feb. 10, 18582, had reprosented himself as & momber of the White family of Greenville, S, C., with whom Mr, Crowell was very well ao- quainted. It was after banking hours, and Moses, saying that he was short of money, got Mr. Crowell to cash a bogus chock for £150: Two weeks afterward he awindled H. H. Stuart of 61 Wall street, New York out of $100 on a worthless check and the representation that ho was General Curtis, state commissioner of South Carolina. B, H. Hasell, agent in this city of the Oharleston steamship company at this time, sent a lotter to In- spector Byrnes, saging that the swindler had been in Boston al A worthless chock for $320 had been cashed by Mr. Hasell, who was under tho impression that Moses was a wealthy southern plant- er. Mosea also went to a member of tho firm of W. R, Grace & Co., and endeavor- ed to pass himself off as Mr, P’rince, of Lynn, Mass., and nearly succoeded in getting a check cashed. Moses wou'd rule the state with all the profligacy and ex- travagance that he had shown in his less influential position, He seemed utterly devoid of moral sense. He levied toll upon every public and private legislatve measure **with money in it,” which re- quired his signature, I is & matter of record that a claim of a banking company for $100.000 could not be made valid by Moses' siguature until $25,000 had been paid him. He involved one of his un- derlings, Humbert, in a schemo by which the state was plundered of $20,000, and what seemned to bo a grand larceny was attempted against the state. Dut when the cflicers went to arrest his excellency they found him intrenched in his house and guarded by the state militis. Ho gave away pardons like hoiiday baubles, Blacklege, thieves and crimi- nals of every description and complexion were pardoned by telegraph, by letior, by verbal orders to jailers, and with a frec- doom that promised immunity to crime 20 long as the offender owned in Moses a friend. A spondthrift, Moses laid up nothing for a rainy day. Ho ran his brief career, and in two or three years, out of power, out of place, out of money, ho drifted to Now York. Hislife in South Carolina, after he had emerged from the rebellion, was crowded full of exciting episodes, Ho lived a lifo of debauchery, intrigue and seusuous excitement. While he had the opportunity he schemed to some pur- pose, and his plans for gaining: posses. sionof the* potentialities of great wealth” by unlawful meane, were admirably laid, But the end came at last. His term of office expired. His debaucherick were infamous, and so disgusted those who had put him in power that his plans for re-election were of no avail, His own wife and family were forced to shake him off, and he was cast out from among them and his name branded with all in- famy. The down-hill road was rapialy traveled, The South Oarolinian, the curled darling of fsir women, and the successful adventurer came down from a governor's chair to skirmish with yulgar thieves and impostors. 52 Early in the fall ot 1881 Moses, after having gained his livelihood somewhat precariously, visited the office of Jehn D, Townsend, the famous New York lawyer, and offered to procure eome dispatches and other doc- uments which would licate Samuel i in an attempt to buy up the na delegation to a demo- national convention, Mr. Towrsend paid Moses some money for alleged expenses und Moses departed taking the overcoat al- luded to above. He had the impudence to visit Mr. Townsend sgain, in fow days, and to usk the loan of some more money. The laWyer was convinced of Moses' dishonesty, and he accused him of theft. Moses implored Mr, Townsend not to prosecute him, and. the latter con- sented, on condition that Moses should write out an sign an account of the UMPHREYS’ OMEOPATHIC: SPECIFICS oy B Nonl FOR ,KIDNEY DISEASES, LIVER COMPLAINTS, AND BLOOD DIiSEASES.
