The board has refused to grant the petition, saying in its resolu- tion: “‘We believe that by granting said petition, and dividing the county as re- quested, that it would work a hardship and injustice in the representation in the board of this country, as the city of Council Bluffs amounts to about one-half the population of the entire county; and over one-third of the entire property would thereby be deprived .of the right of having the voice in the selection of more than one member, whilethe balance of this county would select four members to serve on the board.” e — The New Grove.
