The funeral of Miss Cecilia Brown, aged fifteen, daughter of William{Brown, was held yosterday. She had been ill but a few days before death ensued, the trouble being inflammation of the tomach. The city pound is getting in protty good shape now.for cows, dogs and tramps. There isa scarcity of tramps now, the stone pile evidently beginning to do its work of frightening away the vagrants, The urticles of incorporation of the American District Telegraph Company, It is claimed that the business will be put in active operation at once. J. W. Red- erfer and others are interested in the enterprise. The proceedings of the Iowa Firemen's association at the meeting at Waterloo in June last, have just been published and are being sent out to the different fire departments in the state. Any depart- ment not receiving a copy will please write to the recording secretary of the association, A. L. Tullis, Winterset, Towa, and a copy will be forwarded at once. Justice Schurz was yesterday afternoon occupied in settling a trouble between the Jones and Wallace families, living near Broadway on Nineteenth street. The Jones boy slapped the Wallace boy for calling him names, and the head of the ‘Wallace family was charged with threat- ing the little Jonesgirl. Both cases were dismissed with a bit of fatherly advice from the bench., Capt. A. Overton on his return from a southarn trip, has brought with him a specimen of the Iron Mountain granite with which some of the streets of St. Louis are being paved, It is a very fine stone and is said to be even superior to to the granite blocks being used here, and it is thought that arrangements can bo made to lay it down here about as cheaply as the Sioux Falls granite. The Nonpareil timidly and modestly suggests that it might possibly be a good ides, perhaps, to have grass plots between the sidewalk curbing and the street in residence portions of the city. ‘Why, bless its dear old heart, that plan was decided upon months ago, and some of the avenues are already -ordered thus parked, and some of the work has com- menced. [— OMAHA DAILY BEE-+COUNCIL BLUFFS, WEDNESDAY, MAY 7, 1884, POINTS ON PAVING Some of the Citizgns Claim the Work is not Being Done Rightly. - | The Contractors Seem Disposed to Do the Square Thing. A number of Main street property holders have filed with the city council a complaint that the paving is not being done in accordance with the contract. Among the signers are J. J. Brown, J. T. Stuart, E. L. Shugart, John Beno and others. The complaint is to the effect that some of the blocks are not of the size called for by the contract and that the limestone ballast has too much dust and dirt, and is not the right kind of rock anyway. Mr. Shugart was the only one of the signors who appeared before the council, and his complaint was chiefly about the size of the granite blocks, and their un- even shape. He though about one-fifth of the blocks on the ground were not in accordaacs with contract, but said the contractors willingly threw objecticnable blocks out, claiming_that they were de- tormined to do tho square thing, and make a good pavement, and that these stone would be no lossto them, but would be thrown back on the quarrymen. Con- cerning the broken stone ballast he was no_judge. Mr. Mynster, who is chairman of the paving committee makes about the same sort of a statement, ¥ The faulty blocks, being adjoined, to- gether with the perfect corners, it 18 m- possible to provent some of them being shipped in by inadvertency at least. Mr. Mitchell, the city’s inspector, is on the, ground constantly, but is unable to watch every block when 8o many men are at work. To avoid any trouble with defec- tive blocks, the city has decided to place an inspector at the cars, and throw out- side all rejocted stone there, instead of trying to sort them out on the grounds, which will be more satisfactory. As to the tallasting, all concede tha! there is enough of it being put in, in fact more than the contract calls for, but thero reems some difference of opinion as to the quality, but none of those who pars opinions pretend to be judges or rts. 'he contractors express willingness and desire to make the paving all that is required, and listen more patiently and considerately to the objections and sug- estions than the most of city contractors, !i'hey say they want to do the work so theroughly that hereafter there may be no oceasion to kick. The paving is a new thing for Council Bluffs, and the citizens watoh its progress very closely, and discuss ever{ detail, Fow of chem know exactly how it should be done, and many of them think they do, The contract provides the following method of work: The street is to be brought to a true crown as per the plans and specifications of the city engineer. The ground, after being perfectly dressed to be tamped with an 80-pound tamper or rolled with ily. The veterans of this city together with | - the citizens are turning their attention to the necessary arrangmenta for the proper ohservance of the coming decoration day. The business houses are expected to close for a portion of the day, 50 as to allow all who desire to attend the services which will be held at the cemetery as usual, Ex-Gov. Fairchild, of Wisconsin, and Mr, Steadman, have been selected as ora tors of the day. One of the new features of the day will be the dedication of the cannon donated by congress and to be planted at the cor- ners of the soldiers’ lot in the cometery. Among the committees chosen are the the following: General arrangements, J. R. Reed, Jno. Lindt and J. H. Keatley, Vet. On Financo—J. M. Phillips, Col. W, F. Sapp, J. C. On Public Schools and Deat and Damb Institute—James MoNaughton, super- intendent of public schools, and Prof. Hammond, the superintendent of the Deaf and Damb Institute. On Oration—J, Lindt and D. B. Other arrangements will be made and committaes appointed as the time draws near. Therois no need of urging the people of Council Bluffs to contribute liberally of money, time, thought, flow- ers etc. They will doubtless show the same willingness as in the past, and the day will doubtless be observed with all due fervor and respect. Last Evening, The regular Tuesday evening enter- tainment given at the rooms of the ¥ M. O. A. every Tuesday evening are in- creasing in interest and numbers in at- tendance. Any earth taken out below the ballast line may be requir. od to be replaced with sand or gravel at the option of the engineer and com- mittee on paving without extra compensa- tions The ballasting shall consist of hard ledge limestone broken to a to pass through a three inch ring, free from dirt, the stone to have a uniform depth of six inches after being thoroughly rolled in a shall then be covered with coarse, clean, bank sand, free from loam or clay, to the depth of two inches. The blocks shall be granite, known as the Bioux Falls granite. But they must be of uniform texture and grain, without stratitication or lamination, and froe from excess of mica or feldspar. The blocks must be of the following dimen- sions, viz: In length not more than twelve inches nor less than eight inches; in width not more than five inches nor less than three and one-half inches; in depth not less than six nor more than eight inches. 5l‘l’uy must be sufficiently dressed to present rectangular faces, with straight edges on top, bottom and sides, and all blocks when faced vary more than half an inch will be rejected. The sides and ends of the blocks must be dressed so that they will make close fitting joints, and an; ’ilook which has projections or knobes larger than half an inch will be re- jooted, % % * Al blocks shall be laid in unbroken corners perpen- dicular to the surface and at right angles to the line of pavement, to such a cross- section as the onil:m may direct.
