Two street contracts, owing to errors made by an incompetent assistant, who has since been dismissed, were left un- finished last winter, but will doubtless be completed early this season. The question of grades has been and and late in the fall of 1883 in some of the | sontinues to be the source of much an- | stored noyance. The determination of grade pluns, as well as the change grade, is a matter cften more of special legislation than of engineering. Scarcely a grade plan has been adopted as orginally rec- ommended by the engineer, Local and ecial influenced and secured changes " grades in the past ten ars, which now are charged to the ebgineer. Nearly every change of ‘grade has been outlined by the petition of residents or propert; holdere in their special interests and nfi the engineer had to do was to carry out the injunctions of the council by draw- ing plans and ordinances corresponding with the grade outlined in such petitions, Sach has been the case in. the past with Farnam and other streets in the city. In some respects I admit it is often judicious to change grades that were once properly established.
