The first load weighed by the new city ‘weighmaster on the new scales was yes- terday, it being a load of corn by Ben- nett, the old street car conductor. The reason given for the non-enforce- ment of the dog ordinance and proclama- tion is that the committee of the council has not yet found suitable place for a pound, Paul Wilson, a tinted youth, got very angry because some other young colored blood was going with his girl. He tried to thrash the girl, and now lies behind the iron bars waitiag for hearing to-day. Water con- sumers will never again have so good a chance to get the work done, and may be compelled by the council to do it at an increased price. B F. T. C. Johnson, who is said to have been the first fire chief of Council Bluffs, got into trouble yesterday. On his way to the train he slipped and fell down, and a8 he got up he thought it was Ex-Officer Brooks who had tripped him, Brooks standing near by, With thistheory of the cause of his downfall he struck Brooks. Officer Metealf came along, and arrested Johnson, but atter some talk with Judge Aylesworth, he was allowed to go on his way. John Bates, who was fined §6 and costs by Justice Schurz for assaulting John Ahles, was before Judge Ayles- worth yesterday on a charge of disturb- ing the peace, it growing out of the same transaction. He pleaded guilty and was fined $9.60. The assault on Mr. Ahles appears to havo been cowardly and wholly unjustified. Mr. Ahles was standing at the coanter talking with a friend, when Bates, who was bound to whip somebody, stepped up, and without a word, knocked him over, Chris. Anderson was on a wild drunk Monday night, and while in this condi- tion is said to have stolen two boxes of ocigars at Strahbeni’s store. He pleaded guilty yesterday to being drunk, and the larceny case was continued until to-day, and will probably be settled. Thejudge, in informing him of the continuance, re- marked that the larceny case was left hanging over him. Anderson caught the words “larceny,” and ‘‘hanging,” and nearly went down in his boots as he gasped out, ‘“‘Hanging, yer honor?” He had the vision of a dangling rope dispell- ed by an explanation on the part of the court that he did not mean to hang him. There 18 some dissatisfaction felt and expressed at the present methods used by the county in giving relief to the poor. In this city it is claimed that while $10,- 000 a year is used to relieve destitute families, that the relief is not what it should be, and that it is not what it ought to be with that amount of expenditure. At present the overseer gives, orders to poor calling for so many dollars worth of groceries, etc., the order drawn on some particular store which can charge just such prices as it chooses. It is suggested that the county board shall receive bids, and arrange by contract so that the poor could got all the provisions possibie for every dollar named in the order, or that the county buy a supply of needfuls at as low a wholesale price as possible, and that the overseer hand out goods instead of orders. With so large an expediture 1t seems that the county should get its provisions and fuel for its poor at a much lower price than is generally charged where a dependent presents an order over the county, leaving the prices and quality of goods to the mercy of whatever dealer the order is drawn on. THE NEW POLICE. They are to be Arrayed in Full Uni- form and Farade To-day, The new policemen to-day will assume metropolitan airs, and be arrayed in their new clothes, full uniform and all the fin- ishes of city peelers, It is expected that they will gather at 2 o'clock at headquart- ers, and proceed to the mayor's office for inspection, Whether a band of music will be engaged for the occasion is not known. The police force was summoned at headquarters last evening and before going out on their beats were given a lit- tle talk by the mayor, and some instruc- tions, A number of items clipped from the papers of the city, criticising the ac- tion of officers, served as themes of in- quiry and texts for talks. Among the instructions given were that a policeman in making an arrest shall not stop to parley and argue with the prisoner, but march him as speedily as possible to the police station, and then return to his du- ties. The mayor was much aroused too at the slowness of officers in suppressing the row at Bokemper's place onday night. It is said that the fighting had been going on for a half hour before any police appeared, The mayor expressed the belief that the police were trying to do well, but that they did not fully un- MISSING MONEY PACKAGES. One Case Against Joncs, the Neola Express Driver, Dismissed, but Another Started. A Crowd of Neola Wiinesses. Yesterday the case of Charles Jones, of Neola, was called before Justice Vaughar., Jones was arrested on the Oth inst., on the charge of stealing several money packages from the United States Express Company. He was driver of the wagon, and was in the habit of taking the money packages of tho agent at ono depot and delivering to the agent of the other road. It was claimed by Mr. Robinson, one of the agents, that three packages, contain- ing about 865, were given by him to Jones, and that they never were received by the other agent, and so had Jones ar- rested. The case has excited much com- ment in Neola, and the community has ter, many sympathizing with Jones and having confidence in him, he having lived there some years and having a clean rec- ord. There seems to have been much ill feeling between tho two agents and all sorts of conjectures have been enter- tained as to how far this affected Jones’ position, When the case came up yes- terday there were about thirty witnesses and others interested, who came from Neola, among them the mayor and other city officers as well as prominent citizens, A, J. Hars appeared for the state and asked for a continuance on the ground of the absence of a material witness., G. A. Holmes appeared for the dcfense and resisted the motion. After much discus- sion on the part of the attorneys the court decided not to grant the state any further time to prepare, over a week having been given already, and it ap- peared that eight witnesses had been subpoenaed by the state, and it seemed a8 if the state ought to bo able to make enough out of them to establish a case if they had any case. ‘'he court said thero were twenty-three witnesses in all, who, by granting a continuance, would have to appear again, and the additional expense was not warranted. On failing to gain the continuance Mr, Hun. moved to have the case dismissed, and it was according- ly done, and on motion of Mr. Holmes the costs were taxed up to the prosecut- ing witness. Another information was filed before Judge Aylesworth, and on this Jones was again arrested and gave bonds to ap- pear on the 25th, It is claimed that the express company itself has concluded not to take any active steps in following up the prosecution, as the case seems so badly tangled up with personal squabbles at Neola. Twelve of Neola’s citizens signed Jones’ bond, indicating somewhat the feeling in his behalf.
