SCHEMING FOR SALOONS. ity Permits by Druggists to Le aken Out to Evade Prouibition, That Council Bluffs and other large cities in the state will, despite of prohi- bitory laws and penalties, maintain saloona is conceded even by the standard prohi- bitionists. Just how the saloon men will try to protect themselves is a problem which they have not themselves solved entirely, but they are at work on it. 1t has been planned that the city will derive a rovenue, and therefore not attempt to praccute those who pay it, by liconsing drinking booths where seltzer, lemonade, and other drinks can be had, and the au- thorities close their eyes if something stronger is poured out. Another let-out which is being exam- inod into pretty sharply now is the pro- curing of a license fromthe county board, as provided by law for selling ‘‘for me- chanical, culinary and eacramental pur- posea.” Under tho law no hotel keeper, keeper of saloon, eating house, grocery keeper or confectioner, can get such per- mit, but others can, on presentation of ' petition signed by & majori- ty of the lagal electors of the township or ward, This old law has fallen almost in disuse, there having been in the past year only two or three such permits taken out. This law requires that a $3,000 bond be given, and that the liquor be sold at no greater profit than thirty-three per cent, and a report made to the auditor every month, showing who purchases, what they purchased for, how much, and the price. Of those who have heretofore taken such permits, only one has ever made any such regular reports, and thus the matter has slipped along. In view of the heavy penalties of the new law, every possible loop-hole is being examined and some think they see in this county permit a chance for pro- tection in the business, and the predic- tion is made that there will bo a large number of *‘drug stores” start up in this city. e — The City Council. At the meeting of the city council last evening, Mr. M. A Moore asked for the right to a temporary narrow railway track along the street for the purpose of carry- ing dirt, the same as asked for the other evening by J. J. Brown. The judiciary was instructed to mnsert the name cf M, A. Moore in the ordinance in connection with that of Mr. Brown. The ordinance in this shape was referred back to the committee, On account of a protest against the letting of tho contract for filling up Gth, Gth and 7th avenues, all bids were re- jected and the clerk instructed to read- vertiso. A petition was presented for widening the sidewalks in front of Ma- sonic 'femple. Granted, A resolution was passed ordering the paving of the intersection of avenues G, and Oakland avenue, a little piece of Bry- ant street at the end of North Main Street, The comuwittee reported in favor of recognizing the W. R. Vaughan hose company a8 avolunteer part of the fire de- partment, but against furnishing the com- pany with a hose, The report was con- curred in, The police committee reported in favor of giving to L. D. Evans the contract for feeding persons in the city jail, the bill of fare to be one pintof coffee, two slices of bread and butter, a piece of d | beefsteak and fried potatoes, at 18} cents per meal. The report was concurred in. A special gommittee reported that the county board exprassed its willingness to build a bridge at Scolt street. The Fohce committee reported in favor of fencing in the rear part of the city property, sodding the grounds and laying a sidewalk along Bryant street from Broadway to the creek.
