Mr. Springer made an argument to-day in favor of purchasing additional granite for a public building at Springfield, 111, The committee on ways and means have decided not to act for the present on Townshend's bill for restriction of the importation of goods from countries which prohibit imports of American gooda. It is thonght the mere introduc- tion of such measures might have the desired effect. Representative Springer says moro than 82,000,000 overcharges are due the government, and a majority of the Star route contractors who made these over- chargos aro still in tho employ of the government, He proposes to go into the matter. ——— Golrg for the Land Grants, WasniNotoN, January 15.—At ' the meoting of the house committee on pub- lic lands this morning, consideration was given the argument Pryor mado yester- day in favor of the Texas Pacific land grant to tho Southern Pacific. The sub- committee in charge of the forfeiture of land grants to railronds was directod te report abill declaring the land grant forfeited. The report will be made to the full committee to-morrow. It is based on the grounds that the Texas Pacific company did not comply with any of the requirements of the act granting the land and the South- ern Pacific had defeated the building of the Texas Pacific for the purpose of pre venting a_competition with the Central Pacific. The object of congress in mak- ing the grant the committee says, was to secure a rival line fromSan Diego to cast. Tho house committee received a request from the attorney of the Ontonagon state line road through Michigan, asking a de- lay of two wecks be granted, at which time he might be heard. It was refused. To-morrow the attorneys of the Oregon Central will be heard. Not more than two attorneys are allowed to speak, each having an hour. Heproposed to authorize the secretary to issuc national bank mnotes up to ninety per cent of the full value of three per cent bonds deposited as security for circulation. Were a higher rate of bonds deposited, he proposed to compute the interest above three per cent and al- low a circulation to the amount of 90 per cent of the aggregate interest over three per cent for the whole time such bonds have to run. Thus four per cent bonds having twenty-three years to run being deposited a8 security for cirulation would entitle the hank depositing it to receive currency Mr. Willis stated the appropriation was necessary to prevent injury to valua- ble plants, and to enable the commission to proceed to werk. Mr. Belford (rep., Col.), referring to the question as to which committee the bill should go to, debated some days ago, said he wished to call the attention of the country to the fact that while the republican party was willing to make a liberal appropriation for the improve- ment of the Mississippi, gentlemen on the democratic side were higgling about the committee jurisdiction. Mr. King (dem., La.) denied that there was any conflict botween the Mississippi levee committee and the river and har- bor committee. Mr. Belford went on to point out to the house its line of duty, which he de- claved would unlock the vaults of the national treasury. [Laughter.] There are, he said, $100,000,000 in the treas- ury kept out of business channels and trade. Business firmswere failing all over the country because the money was kept out of employment. Suppose $20,000,- 000 were appropriated for the Mississipp river where would it go? Not to France or England, but to the horny-hande toilers of this country. It was the duty of the majority of the house to compel, execute and enforce a broad and liberal policy in regard to the great water courses in order that they might over- come the men who control the railroad corportions of the country, Mr. Blanchard (dem., La.) critizised the remarks of Mr. Belford as having, under guise of support of the measure, injected a noxious dose of politics, He misstated the democratic side when he stated it was not harmonious in support of this improvement. The speaker would guarantee for every vote cast for the measure by the republicans that two would be cast by democrats, Mr. Henderson (rep., In) spoke in favor of appropriating $20,000 to con- tinue the iwprovement of the ice harbor at Dubuque. Mr Gibson (dem., W, Va.) said the committee on rivers and harbors did not depreciate the importance of other improvements by usking imme- diate consideration of the pending mea- sure. It was brought forward out of re- spect to the message of the president and the pressing recommendation of the commission, Mr, Hunt (dem , La.) argued that im- provement was both necessary and econ- omical, Mr. Bayne (rep., Pa.) would not vote against the measure, but disliked to hear it advocated to the detriment of all other streams_of the country. Improvement of the Mississippi was yot an undemon- strated exrerilnunt. Mr, Miller (rep., Pa.) ventured to say there had not been an appropriation for river improvement from which there had been s0 much filching as those for the Mississippi and mutterings had como up that private corporations and individuals were being wonderfully benefited by them, Mr, Hepburn, (rep.
