Mr. Carpenter has added to natural gifts theiravlta‘er years of study and experi- ence in this line, and the peculiar merit of his plans is the wonderful combination of the practical with the beautiful. Some of the Billsa Have a Very Queer Look, A year or more ago Tur Ber showed up gome strong and rather startling facts as to the way the city’s money was being thrown away in the publishing .of *“official” proceedings of the city council. The council wisely concluded to stop this waste, and to pay for publishing only what the law considered necessary to publish, It now appears that the county printing bills might stand a little investi- gation also, The county board of super- visors has its proceedings ofticially pub- lished in throe papers, at least, The Non- pariel, The Globe and The Avoca Delta, To be sure nobody reads the proceedings, for they seldom appear until days and even weeks after the board has ad journed, and are then put in in fractions, running like a serial, only without a serial’s regu- larity. Nearly everybody has found out beforo the official proceedings appe what the board has done about any ter if which they are iudividually inter- ested, and hence nobody pays -any special attention to them. At v.{m same tune it costs the county several hundred dollars a year. The bils for publishing the June pro- ceedings were allowed at tho last meeting of the Board, By some strange coinci- dence the bills came in for exactly 845 each, 1t is now olaimed by a practical man who measured the matter as it appeared in the files of The Nonpareil and Globe that there were but 92 squares where the bills call for 1356, making a difference in favor of the county of about $15 on each paper or about 845 on the three papers. If this is 80 there must be some grave mistake about the matter. The Non- pareil would not overcharge the county on public printing, neither would The Globe. the cent on the amount of their bills ought to bo proof that they had it measured by the county survey- or, or some other ex pert, for without any consultation or comparing measure- wents they had gone on, each blundering away at his own string, would have been aslight difference. There are three againat one, and the man who measures up only 92 squares must subside. The reluctance shown by both the Nonpareil and Globe, in taking the city printing, or charging an) thing but cost price for it, is another indication that they would not charge the county any fancy prices. Now that The Herald has dared to insin- uate such a thing, the supervisors should yot some expert and measure up the watter as it appears, and if it fall ahort in June then follow it back fora few weetings. The Nonpareil onco before had one of its bills called into dis- pute by the county board, and its high dignity was so offended then that it has tollowed the unlucky protester from that duy to this. It will take a brave heartto daro to investigate the matter, but por- haps Mr. Clayton, who is never back- ward in such matters, or Mr. Phillips, whose honesty is also to be relied upon, wight look iuto the matter, and their de- cision will certainly settle all public doubt, The Nonpariel and Globe would doubtless have no objections to the find- inys of these two gentlemen. Public printing bills, like other bills, s10uld be clusely inspected. Those which are honest will stand it—thoso which are not, need it. —— Dr. West, .(untist, 14 Pearl street. LOST JIWELS, Two Ogden House Girls Have Their Trunks Broke Open and Rifled. Yesterday two of the girls employed in the dining room of the Ogden house dis- covered their trunks, which stood in the hallway near their had been broken open and their jewelry taken therefrom. Mary Rampeger, one of the girls, lost & gold watch and chain and other jowelry, together with $156 in money, ,and estimates her loss at $100. Nollie Stilz, the other girl, had her jew- elry taken also, and estunates her loss at U0, Suspicion fell upon a young man d Davy Dame, who had formerly been a dining room boy, and who has since the change in the dining room help been employed in some other posi- tion about the house. Ho was arrested, but none of the vroperty found upon him. The police in working up the case got some idea that Albert Kirk, another young fellow who had formerly' been in the employ of the house, was concorned in the matter, and was trying to get out of town.
