Chenp Iilroad, Tickets at Bushnell's Miss Kate Shelly, Towa's heroine, is to be present at the state fair. The institution for the deaf and dumb opens Wednesday of next week. General fund warrants were yesterday being cashed at 93 conts on the dollar. The young republirans are to meet at Smith, Carson & Hart's offico this even- ing o organizo a club, Two or three roller skating rinks are promised Council Bluffs, but none seem o get in operation yet. Justice Shurze is the only ono of the trio who svems to stick right at home and attend to court business, There was only one plain drunk to stir #he monotony of the police court yester- day morning, and that stirred it only gently. It in proposed to close the stores and . ®usiness houses on Thursday aftternoon of next week to give all hands a chance ¢o take in the fair, L | wp The Globular slopped over itaelf badly in its denunciation of Rev. Mr. A strong, and much indignation is ex- pressed even among those who differ in opinion from that reverend gentleman on the prohibition question. 1f the editor had seen fit to criticise, and criticise sharply, he would have received some endorsement, but to simply call a man an ass and a liar, shows no talant, Even a monkey<an make faces at a wise man. The Giobular has proved that. E. L. Shugart, of the board of trade committee appointed to punch up Uncle Sam about his new postoffice bere, has received & letter from the supervising architect at Washington, stating that the lans are all prepared, and as soon as ifications are made out the arrange- ments for building will be put in active operation, and that work will undoubt edly be commenced this fall. A little more haste will have to be shown, how- ever, toget much of it done “‘this fall.” The gambling business is getting back into the old ruts. The council brushed up against the marshal for not shutting them up, and threatened impeachment, but when it come to the test, backed down, saying there was no law to warrant them in doing it. The regular monthly fine business was started yesterday, the axsessment being €25 ench. Now it is being widespread that if folks are not ratisfied they, can complain under the state law. Al know what that means, It moans a long drar and little satisfac- tion, The work of grading up Brondway is being attended by many difficulties, There are a nunber of property owners who have given notice that they will fill in frout of their own lots, a right which they certainly have, but these tils are not | eing mude, and the contractor ean not go whead and fill up in spots, leaving side travelled streets in humps and hunches. About theonly way is to mike the property owners fill up as fast as the contractor renches their places, and uo faster, 8o as to Jet the work progress uni- foruly, Justnow each is waiting for the other, Alderman Sicdentopf, who keeps an engle eye out on the city's finances, has not apparently liked the way Judge Jumes was building his new sidewalk the lumber being charged to the city and the mdownlk surprvisor constructing the walk. The resolution urdering the side- walk, and introducea by Alderman James himself, did nov provide that the prop- erty should be churged with it. Atten- tion was called to this omission and has been made a part of the record. Judge Jumen says that of course he expects to pay for the walk himself, but thinks the city can build it a little cheaper and bet- ter than he can, Tho city council was* shocked on pre- sentation of the telephone bills for lasg month to tind that there was thirt o1 fourteen dollars charged for con m with Omaha more than what was charged for the use of the instrument. The coun cil rose in its ire and ordered the tele phono taken out. This charging for overy connection with Oniuha scous to be poor policy on the part of the telephone management, a8 many instruments here A Comnel Blofs Boy Kills a Dis Moines Man, A Great Surprise to the Many Friends of Holley Lewls, A rad surprise flashed over the wires yesterduy afternoon, bringing to J. B. Lewis, the well-known saddler on upper Broadway, the startling news that hisson had killed a man in Des Moines. The telegram was from W. R. Vaughan, who is at present in that city, and was soon followed by others, giving a few more of the facts, The telegrams stated briefly that two men had entered his room, claiming pos- sossion of it, and a quarrel arose in which young Lewis killed a man named Dagan. Lowis claimed it wasdone in self defense, but was placed m juil y lust telegram furth er stated that public sympathy and the press were in synipathy with young Lewis. : Mr. Lewis started last evening for Dex Muines. ‘Ilie young man is well know here, and haw such a reputation as penceable and mdustrious, that those who have known i from childhood were greatly sur- prised, and, without waiting for _any de- tails, were free to express the belicf that if he had killed a mun, the man must have deserved killing. ANOTH&R ACCOUNT, Des Morses, lowa,September 4.—The stabbing of Arthur Fagan by his room- wute, N, H. Lewis, ended in the death o Fagan. The quarrel arose ubout ad- mitting & cousin of Fagan to the room und bed to sleep during the night. Lewis wave hinself up to the police, and the coroner’s inquest is now in progress. It Gives Another Showing of the De- fective Al * Yesterday morning about 9 o'clock an alarm of fire was caveed by the discovery of smoke pourirg from the upper part of « one-story frame house on Avenue B. between Eighth and Ninth strects. The house was owned by Postmaster Armour and occupied by Joseph Kirk, a carpen- ter. The fire apparently caught from the cooking stove. The fire department got sut in pretty good shajie and worked so actively thatonly the roof was burned badly, The fire alarm@, stem is entitl. d to no credit, huwever, The alarmn was turned m from box 19, but it struck No. 12, on the gong, and did not register any number, as there is no box of the number struck on the goug, the alarm, besides being of no help, was on the other hand, & course of contusion. The band have made arrangements to give a suries of ivs in theabove hall cvery other are ta ut and Kept out on account of it. It is claimed that between Daven- port and Rock Islaud there is no such oxtra charge, and why with Omaha? One business man yeaterday remarked that he would vut in a telephono at once if it was not for that. Another ssid he needed two, but would not put them in until the ten cent rate was done away with, In fact, such remarks are heard on thestreet daily, aud there is little doubt but that fln¥lmnm instruments would he put in within & month, instead of old ones being taken out. The new management has greatly improved the workings of the system in other respects, and most of the old causes of complaint are now done with, and if the tem cent extra churge was removed, even if there was a slight advance in the regular monthly rates, the telephone business in Council Blutfy would boom. Frainey, has just returned from an exteusive tour through the west and south, Ho was kopt busy haud shaking with his mumerous Iriends here yesterday, o, und almost every fire illustrates it [he chances are that some day it may be illustrated too forcibly. If a confused alarm sends the ateamers off on some wild goose chase away trom the real fire, giv- g it time to get under big headway, there may be destruction of property which would pay for several alarm sys- tems. The trouble is, as in many other enterprises, the city wanted to be too coomomical, and it got chenp boxes and appliances, run s wires on polos where there were other wires, and in fact got up a botched atfuir which needs to be thoroughly overhauled and changed. There 18 an_economy which is extrava- gance, and this seems of that kind, Not only are the boxes cheap bus the regis- ters used are too seusitive, and require constant adjustment and aluiost moment- ary watching. The system at present is worse than the old-fashioned yc&l of fire, which was about the only alarm sent in. Council Bluffs has one of the best and most efficient departments of any city in the west, and t is too bud to cripple its usefulness by asking it to rely on such a faulty systom of alarms, o — Iteal Estate Transters, The following deeds were tiled for re- cord in the recorder’s oftice, September 4, reported for the Ber by P.
