How It Costs to Try Innocent Souls, A Double O'og Dance Over the Justices’ Bills. The County Kicks and 8¢ Do the Justizes One of the most unsatisfactory pleces of work for the county board to per- form s the auditing and allowlng the fee bllls of justices, constables, etc. On the one hand the board seeme to take 1t for granted that all the feen possible will be taxed up, and seems determined to cut down the bills any- way, no matter what they call for, On the other hand, those who present the bills seem to be equally firm In the bo- Hef that the county board will eut off about so much anyway, and o put i enough fees and charces to allow for this, At the soesion of the board just closed, there was much cutting and slashing of these fee bills, Some protty hot feellng has been caused among the clalmants, especially be- cause the county attorney, after the adjournment of the board, is said to have cnt down the blils stlll further. Tue Bke ts not an auditing board to determine as to the justice or Injustice of these bills and their cutting down, but in look- ing over some of the officlal reports, a fow facts were gleaned which wili prove of Interest, especlally to thore who have little ides of how much of a loxary law ls, These bllls are of course for orlm- inal cases, the civil business being the justices’ pecullarly private matter. One thing that strikes anyone who looks over the bills presented by the justices not only of the clty, but of the county, is the small percentage of conviotions, Either the cfficers make some very foolish arrests, or else proseoutlng witnosses aro given to horrible lying, or else the law Is fall of loop-holes, A few figures to {llustrate: The report of one justice shows that out cf 38 arrests only 12 were fined, bound over, cr gave bonds to keep the peace, the other 26 belng dlscharged, or the oases dismissed without trial. An- other report shows that out of elghteen cases there was only one convlotion, and still another that eut o’ 22 arrosts all bu’ 8 were discharged or the cases dismlssed, What does it cost to try a case? As one instance out of hundreds, the fees allowed by law belog not above aa or- dinary bill. In the police court tho fees are $4.60, so that if a man gets dronk and wants to pay oash for fine and costs, he can save money by patronizing the police court.
