THE NEW TARIFF, The treasury department to-day malled copies of the new tariff act to all collectors of custome, together with {natraotions that sections |7 and 9 of the act go Into effect at once and ap- ply to all goods in bonded warehouses as well as to goods imported after passage of the act. Seotion 7 repeals the duties on charges heretofore added 1n ascertaining dutiable value of merchandise for the purpose of as- sessment of duties. This action will cause considorabie reduction in the amount of duties collected, which re- duaction is estimated by some at b per cent of the entire amount collected. Section 9 of the tar/ff act changes the manner of ascertalning the value of merchandise consigned by manufac< tarers in foreign ‘countrizs to agents in the United States and for which there is no foreign market value for the reason that the ds are specially manufactuted for sale in the United Statesonly.
