CITY COUNCIL. — Wbes Was Done About Paving— Whisky Selling and Railroads, The council met pursuant to ad journment. The potition of Sam Haas clalming excessive assesement on per- sonal property was, upon the recom. mendation of the city solicitor, strick- en from the books, An ordinence requiring all railroad companies to construct and keep open onlverts or wacerways under their tracks at all street crossinzs and gut. tors for ihe free passage of surtace water was road, A fallure to comply with the conditlons of this ordinance subjects the offender to a fine of not less than §50 or more than $100, The ordinance allows ten days’ notice “to any company to comply with its pro- virious, On motion the ordinance was read a second and third time and unanimous- ly passed on call of ayes and nays, The saloon license ordinance, as amended was taken up again and read. The blank dato of taking effoct of the ordinance was filled out to the time of its publication according to law. Alderman Shugart amonded to the cffect that the applicant fora license must secare the name of six resider taxpayers within the block whero ho desires to start, but this belog inexpe- dient it was withdrawn, and the ordi- nance reads six resldent taxpayers in the immediate viclnity of such saloon, The committee recommended that no person shall sell such liquors at more than onoe place in the clty at the same time under the license for one place, which recommendation was agroed to. The amount of license was amended to $400 per annum. Alderman Shn- gart moved to fix the amount at §5¢0, bat » motion of Aldermen Wood to have it at §400 was carried, Esol loense in to expira on the 1st of May of each year. It was also amended to change monthly payments to quarterly psyments in advance. Licenses are made not traneferable under the ordi- nauce as passed. Saloon olerks or agents aro held equally llablo with proprietors for auy violation of the provisions of the ordinance, On motion the 20th rale was sus- pended and the ordinance as amended was placed upon its third reading and passed ‘:nulnowly and the title Alderman Shugart called attention to the matter of street paving, and offered the follo resolution: Resovep, That In the opinion of this council Main street and Broad- way should be paved, and that the property-owners on those strects be requested to designate within five days the kind of pavement they pre- fer, and that if no kind is designated by the 81 day of March, then the councll will take such action as they deem proper. This resolution called out conalder- able discussion, several members feel- ing that the streets should not he paved until atter waterworks and sup- Ply plpes are In as far as possitio derman Shugart stated that il or nearly all the property holders on Main street are in favor of paving that street at an early day, and that they want that stroet paved. He thought if Broad way wants to slumber and die, he was in favor of let- ting to dle, but Main atreet wants paving, Paving, he realized would greatly enhance the value of the property, and would draw additional capital and business to our oclty. Others thought it would be a usecless and heavy expense to pave before the water supply pipes are laid down, Alderman Shugart's resolution was then unanimously adopted. Alderman Siedentopf offered the following resolution: ResoLvep, That the clty solicitor be Instructed to report on the Gth day of h{nrfh n'n ordmnx:ina requiring the placing ot water and gas supply pi| on Main street and Browdwnp; k& The councll then adjourned. b b e S C i Dz, West, Dentist, 14 Pearl street, 'Young man or woman, if you want big mopey for a small amount, ineure in the Marriage Fund and Mutual Trust Associ. sty ar Rapids, Towa, 15-3m, And Stlll Another.
