Our constitution expressly prohibits ihe legislature from incuring a greater liability for the stateat any time than an aggregate of $3)0,000. Oar inter- est bearing state deb: at this time is over $450,000 and the appropriations now pending will matertally increase this deficiency. If any special tax is to ba levied at this time it shozld be to reduce the state debt within the constitutional limit. Beyond and above ail these considerations your committee 18 impelled to report ad- versely on this bill for the reason that it has good cause to believe that im- proper inflaences hava been exerted and thas corrupt bargains have been made 1n secarieg the passage of this bill. Your commiitee has rellable in- formation that at least one member of the hovuse was paid & large sum of money for his support of this bill. For these reasons your committes in minority respectfally rocommend that this bill be not passed. All of which is respectfully submitted. 5. 8 RevNoLps Senator Dolan introduced the fol- lowing resolution* ‘WaEaEas, One of the most important matters for the con- sideration of this legislature is the regulation and control by law of rail- road corporations, therefore be it Rosolved, That this senate will not agree to a revolution fixing a day for final adjournment of the legislature until some bill regulating passenger and freight rates of rallroad corpora- tions shall be passed. The resolution was adopted with but one dissenting vote. Senator Dach sent up the following explanation of his vote to -the presi- dent of the senate: ‘‘Belng positive that this resolution is not prompved by patriotic motives, but tor individual buncomb, but as I am willing to stay with them and fight them to the last ditch, I will vote ‘age.’” The president in an apparent huff very prompély declded that no such thing should go upon the record, and it was therefore thrown out, The bill that was go patched up in the committee of the whole which dlvides the state into' ten judicial dis- tricts, came op to-day on its third resding.
