(ity Clerk Savacool Oute Short Investigation by Resigning, The Oharges of Indecent Per- sonal Conduct Many and Dirty, He Denies Them All, But Says the Combination Against Him s too Strong. There has for some time past been some prettly lively wagging of tongnes about the personal conduct of H. C, Savacool, who was about a year ago chosen by the council as city olerk, These charges have grown and multi- plied, and have mainly been confined to his conduct In relation to those of the opposite sex., Some of the charges have in detail been too filthy to appear in any public print, and the relatives of some of the young girls whose names have been used in connection therewith have shrunk from having much public discussion of the matter, so that little has heen done untll the past fow days to sift the truth from the false in any public manner. It hasalso been charged that the city clerk has been on too intlmate terms with prostitutes, and that he has had the brazenners to appear in publlc placea in thelr com- pany. Other charges have been made in regard to his relations to his family, he having a wife and several children, and all the statements made current seem to cluster about the general claim of lewdness and indecency. If one- half the stories told are trae, Savacool 18 not only unfit to hold a public posi- tlon, bat is unfit to be recognized as oltizan, Whatever truth there may be at the bottom of these stories, there is no doubt that there has been ex- aggeration, and that they have grown a8 they have passed alonv from lip to lip, until some of the storles in eircu- lation contradict each othor, and all 1d cannot be true, 8till the im- presslon has become rock-rooted in this community that there is sufficlent truth to warrant action, The pressure haa been strong, and in accordance theff oity clerk at the last meeting of the council, asked that a committee bo appointed to in- vestigate,. He had denied the truth of tho stories aflsat, and yet they were recelving such credence that no other cousistent course seemed open for him, The matter was according- ly referred to the police committee consisting of Alderman Wood, Goul- den and Eicher. The committee pro- ceeded to work at once, meoting fn the offics of tho city attorney, W. S. Mayne, on Saturday morning with Mr. Hunter serving as clerk of the committee and Colonel Dailey appearing as Mr, Savacool’s orney., Several witnesses were ex- amined, Oune claimed to have seen the clty clerk on the porch of his own house fondling his daughter and ano- ther young girl in & manner which he deemed anything but right, Another testified to meeing him at the theater seated beside two of Belle Clover's irls, One young girl told some of or experiences at Savacool's house when she was visiting there, and im- proper proposals made by him. Other witnesses were invited to appear Mon- day, among them two young girls who it is clalmed so .hrnui from doing so that together with the objections of thelr parents it would have boen nec- essary to have taken some legal steps to enforce their attendance, Yooterday morning Col. Daily, as attorney for Mr. Savacool, placed in the hands of the chairman of the com- mittee, the city clerk’s resignation. This was a surprise to all, as it was thought that the city clerk would fight it out to the blitter end, and show up the falsity of the report. The resig- nation caused a stop to be put to the fuvestigation, and naturally led to the conclusion that the city clerk was so deep In the mire that he did not care to have the filth scraped up any more, by melting the snow, and rendering elip- ping impossible. He felt that there was & strong combination agalnat him, and he had been watched by his enemins 80 as to get every pos- sible circumstance which could be used to break him down, Many of these circumstances he counld explain 80 watisfactorlly as to pat an en. tirely different look upon them, but there were explanations which he could not make withont making public some -secrets, which for the sake of others whom it was his duty to protect, he would not do, He satd he preferred to suffer the ocensure of public optnion rather than do this, Another reason for resigning given by him was that he was ntgllfisg ':here was such a strong feeling worked u; against him that if he should explain away the charges and get a favorable report from the committee it would not help him but only cause the com- mittee to incur the displessure and excite the censure of many who were opposed to him or who belleved him guilty, As be had but ancth(r month to serve anyway, ho deemed it best to relleve the committee and the council from any further embarrassment or annoyance, He was strong In his affirmation ot innocence, however, and in regard to several matters offered explanations freely. An Alleged Horse Thief of Much No- torlety Cleverly Taken There have been of late several hosses stolen from Harlan, Avcea, Ashland aud points in the vicinity of those places, and officers have boen on the track of the stolen horses and ot the thieves, From information gained Sunday night Officers Brooks and Cusick, believing that they knew and could find one of the parties wanted, star$éd on the hunt, and yes- terday forencon they arrested their man, his name being John Benediot, and hls reputation beivg that of a desperate character. They became satisfied that he was hovering about the house ¢f Em Baker, in Omaha, and they accordingly shad- owed the place until they were satis. fied he was inelde, and then made a degcent npon him, Mr. Beswick, the marshal of Avoca, helping in the cap- ture. Cusick entered the rear door and Brooks the front door, and found Benediot changing his clothes, Irooks did not propose to take any chances on Benedict, and accordingly pulled his revolver and told him to surren- der. He held him under the noee of the revolver until Cusick slipped on the irons, and they then took him into a cutter and brought him to this side of the river and locked him up in jall, One team, which was stolen from Harlan, was found in Omaha, and brought over to this clty yesterday sfiornoon, and others will be recovered. A Change Secured in the Moral Atmosphere of the Clerk’s Office. Baloon License Fixed at Five Hundred a Year, A meeting of the clty council was held Iast evening, at which the mayor and all aldermen were present, except Newell, The city clerk belng absent, City Englaeer Tostevin was called on to serve in that capacily. Alderman Wood presented the resignation of City Clerk Savacool, and moved its acceptance, which was carried by a unanimous vote. Aldermau Wood re- ported that as the committee had nothing agnina: tho cfliclal character of the city clork the investigation had stopped with the recetving of the resignation. The commilttee was, on motion, relieved from further investi- gation, Aldorman Sledentopf reported that the finance committee had ex- amined the city clerk’s books and accounts up to 6 o'clock last even- ing and had found everything correct and all moneys prop- orly turned over to the tressurer, The city clerk’s bill for balance dus on sal- ary and fees amounting to $135 was allowed, . The councll then proceeded to the election of a city clerk to serve until the first regalar meeting of the new council. Applications fcr the position were made by J. S, B. Coggeshall and John Jay Frainey. The names of R. T. Bryant, Mark Upton, F. F. Burke and Charles Gilmore were also pre- sented, The first ballot was informal and gave Upton two, Bryant, Gilmore and Burke oneeach. The formal bal- lot elected M. A. Upton unanimously. The saloon crdinance was then broughtup. Alderman Shogart moved to fix.the amoant at $600, Alderman Siedentopf amended by making it §300. Alderman Goulden wanted ft at 8600, The amendment fixing it at $300 was lost, Alderman Siedentopf alone voting for it. Oa that fixing it at 2600 Aldermen Goulden, Shugart and Wood voted aye and Aldermen Eicher and Siedentopi nay, the license thus hecoming fixed for the year at $500. It was unanimously decided to make the pagments monthly iostead of quarterly, The ordinance was then pussed, to take effeot May 1.
