ROYAL REPAST. The Pioneer Oeuncil R, A, of Oma- ha Visit Their Brethren Here. They are Heartily Welcomed and Happily Entertained. Details of ths Doings. The Fidelity Council No, 166, Royal Arcanum, of this city, lately pald a vlsit to Omaha, and were entertained by their brethren there in & most hos- pitable and bappy manner. Last even- ing the Council Bluffs folks had & chance to ‘reciprocate and they im- proved the chance most successfally, making their guests evidently happy. The Omaha visitors were entertained at the Pacific house, where all wants and wishes were fully supplied. The visitors, on arrlving at the hotel, found awaiting thelr signatures a new register, the opening pagoes of which had heen set apart for their use and most beantifuliy decorated by the skillful pen of J. A. Roff, of the Rock Tsland road, who Is really an artist in that line. The early part of the evening was spent in the hall of the Fidelity council, which is one of the most attractive and moet finely fur- uished in this part of the land, The regular order «f business was then transacted and several wero fnittated. At the close of the council all repaired to the Pacific houss, where a sump- tuous banquet was provided. The menu and programme was printed in n very pleasing manner, with a beauti- fal trontispiece in colors, making a charming souvenir for the guests to take back with them, and preserve as & happy reminder of a happy occ.slon. The resignation of Col, Keoatley as trustee of the public library waa accopted and J, P. Casady elected to till the vacancy. Spectal order of business, the consideration cf the question of paving Broadway and Main streots, was taken up. Ald, Newell reported aa the reeult of his investigation In Chicago. He was in favor of cedar blocks for a city the sizo of Council Bluffe t would last tor 100 or more yeal d cost only about half of what granite would, blieved that block was the only pave- ment which could be put down here without confiscating property. Mayor Bowmau reported that by vistting Portlaud, Boston, New York, ‘(aud Philadelphia, he became con- vinced that granite was the only thing, though costly. He recom- mended macadamizing with a view f atterwards layii 2 a paving on top. Alderman E cher had visited Pitts- burg, There Belgian block was being used entirely. From inguiries at Ohicago he thought that he could pave twice with cedar at the same cost as for one with granite. Con- sidering the value of property here and the amount of wear and tear cedar was the best, Alderman Shugart had been cor- reeponding with other citles, and he favored block pavement. Chicage recommended block for this city; Kan- sas City recommended block on con- orete; Detroit was using Medina stone and favored it, and City Engineer Tostevin euggested that a trial be made ¢f a macadam of Sloox Falls granite, He thought it could be laid down here at $2.25 per yard. Further consideration was post- poned until Monday evening, The The question of licensing saloons was referred to the police committee, with instruction to report an ordinance at the next meeting, A resolution was adopted that at the next city election two assessors PROHIAN ION OR LICENSE. The Oity Oouncii Wil Now Wrestle ‘With the Queetion Again. The news of the decislon f the su- preme court that the prohibitory amendment is null and void has caused the aldermen of this city to pat on their thinking caps and to con- sider the advisability of making a change in regard to the saloon busi- ness here, When the amendment was adopted the conncil passed a strlctly prohibi tory ordinance, which is still in force, providing a penalty of §256 for every viol:tion, saloon men have been complained o regularly once amonth and have de- posited $25 every time for their aj- pearance, which depoeit has been al- ways forfeited, thus going into the city treasury as a real licenss of $256 month, under the disguise of a penslty, This mode of proceduro has brought no credit to the authoritles that bs, and has tended to lessen at least the dignity of the law. Now that the amendment is de- olared nall, the city council s at iiberty to license wine and beer as of oed, but not whisky. Somoe seew in favor now of passing a regular license ordinance, but raisirg the amount from $300, what it 13 practically now, to $600 per year. 1t is claimed that if the council means license, it should £0 say, out and out, irstead of giving liconse under the mask of prohibition.
